This morning, August 23rd, the Deputy Secretary of the Provincial Party Committee and Chairman of the Quang Tri Provincial People's Committee, Vo Van Hung, inspected the progress of the construction of the Eastern Bypass Road of Dong Ha City, which is being implemented in Gio Linh District and Dong Ha City.

The project must be constructed and completed on schedule.
The Eastern Bypass Road project in Dong Ha City has a total length of 17.5 km, of which the section from Doc Mieu - National Highway 9 (Gio Linh district) is 13.3 km long with a total investment of VND 399.96 billion; the section from the intersection of Nguyen Hoang road - South of Song Hieu bridge (Dong Ha City) is 4.2 km long with a total investment of VND 230 billion. The project is a Class III road in a flat area, with 2 lanes; the road surface width is 11 meters.

Regarding construction progress, for the section from Doc Mieu - National Highway 9, roadbed excavation has been completed for approximately 11/13.3 km; embankment for 11/13.3 km; weak soil treatment for 3.58 km/4.21 km; 33/61 culvert components are being deployed, reaching 54.10%; 18/18 bored piles have been completed, the Canh Hom bridge piers at Km2+870 are under construction, and the bridge abutments and approach roads are currently being built...
The cumulative disbursement for the project is 186 billion VND, including 45.84/63.08 billion VND for land clearance; 122/307.88 billion VND for construction; and 18.61 billion VND for other disbursements.

For the section from the intersection of Nguyen Hoang Street and the southern end of Song Hieu Bridge, the construction unit has excavated approximately 11,000/26,568.6 m³ of organic matter, reaching 41%, with a length of approximately 1,600/4,216.2 meters; filled the roadbed with 10,500/71,750 m³ of soil , reaching 14.6%, with a length of approximately 1,200/4,264.2 meters; treated the weak soil foundation with approximately 7,000/24,127.8 m³ , reaching 29.0%, with a length of 1,100/2,550 meters; and filled with approximately 1,700/15,200 m³ of sand, reaching 12%, with a length of 350/920 meters.
Cumulative disbursements to date have reached 80.22/230 billion VND, or 35%, including 26.9 billion VND for land clearance costs, 45.5 billion VND for construction costs, and other expenses such as project management and construction investment consulting.

Inspecting the construction progress, Chairman of the Provincial People's Committee Vo Van Hung acknowledged the efforts of the contractors in focusing manpower and equipment to actively implement construction and accelerate progress. He also emphasized: This is a key transportation project significant in relieving the burden on the transportation infrastructure of Dong Ha City, supporting infrastructure development and socio-economic life in the eastern part of Dong Ha City and Gio Linh District. In addition, the project is under pressure regarding disbursement deadlines, therefore requiring high standards of construction progress and quality.
We request that the investor direct the construction units to accelerate the progress, ensure quality construction, and complete the project on schedule. Contractors need to increase manpower and construction equipment to ensure the project is completed and put into use as soon as possible.
Complete the remaining land clearance work as soon as possible.
The land clearance work for the Doc Mieu - National Highway 9 section involves the acquisition of a total area of 38.55 hectares/487 households; one household requires resettlement. Currently, 11.8/13.29 km of land has been handed over, reaching 89%, with 1.5 km remaining to be cleared, including 400 meters in Phong Binh commune, 700 meters in Gio Linh town and Gio My commune, and 349 meters in Gio Quang commune. The land clearance work is expected to be completed before September 15, 2024.
The section at the Nguyen Hoang - Nam Song Hieu bridge intersection has had its land handed over for a total length of 1.9/4.2 km, of which Dong Le ward has handed over 552 meters and Dong Luong ward has handed over more than 1.3 km.

Regarding the Doc Mieu - National Highway 9 section, some households in Phong Binh, Gio Chau, Gio My, Gio Quang communes and Gio Linh town have not agreed on the compensation price for land clearance. In Phong Binh commune, 6 households have built houses on agricultural land; some households in Gio My commune and Gio Linh town are affected by the road safety corridor, and the bypass route plan proposes the acquisition of additional land beyond the area already cleared. Some households in Truc Lam village, Gio Quang commune, have requested land compensation.

At the Nguyen Hoang - Nam Song Hieu bridge intersection, six households have yet to agree on compensation plans, including three households at the Phu Le bridge location, leading to a temporary halt in bored pile construction. Some shrimp farmers in Dong Luong ward are requesting the complete removal of their shrimp ponds outside the project area, as these ponds are interconnected and include a rearing pond, a water reservoir, and a sedimentation pond for water treatment. These land clearance issues are affecting the project's construction progress.

Regarding land clearance work, Chairman of the Provincial People's Committee Vo Van Hung requested Gio Linh district and Dong Ha city to strengthen propaganda and mobilization efforts to encourage households to support the project, comply with the law, and hand over the land as soon as possible.
In addition, actively coordinate with relevant departments and agencies to review legal regulations, especially the compensation and support policies recently issued by the Provincial People's Committee and new land law regulations, in order to provide support in the most beneficial way for the people while ensuring compliance with regulations.
At the same time, accelerate the construction of resettlement areas to help people settle down, paying attention to ensuring that the new housing is better than the old housing. Focus on applying legal regulations flexibly so that people understand that policies and laws always prioritize the rights of the people.
Local support policies must be implemented consistently not only for this project but also for other projects. Only then can we achieve uniformity in land clearance and accelerate the construction progress of projects.
