
Developing social housing, including housing for armed forces, is a major policy of the Party and State, specified in the Housing Law and related legal documents.
This is an important and urgent task, contributing to ensuring social security and stabilizing the lives of officers and soldiers, associated with national defense planning and long-term development requirements of the Army.

In recent times, the General Department of Logistics and Engineering and its agencies and units have thoroughly grasped the resolutions and directions of the Party, the State, the Central Military Commission and the Ministry of National Defense on social housing development; actively completed the "Project on housing development for armed forces in the Army"; proactively coordinated with localities and enterprises to select suitable construction land locations and synchronize infrastructure; and accelerated the progress of completing investment procedures for projects already in the plan.
According to the report of the Barracks Department, General Department of Logistics and Technology, up to now, many projects have been initially implemented in localities. In Hanoi , there are 11 planned land locations, of which 10 locations have been sent by the Ministry of National Defense to the City People's Committee for location agreement, 1 location has been approved, and the remaining 9 locations are awaiting feedback.

Bac Ninh province has 3 land plots, including 1 defense plot converted for use and 2 plots introduced by the locality. The Ministry of Defense and the Provincial People's Committee have agreed on the project location; of which only one plot in Tan Tien ward is eligible for construction.

Quang Ninh province has 2 land locations introduced by the locality, but one location in Quang Hanh ward does not meet the construction conditions, the General Department of Logistics and Technology will report to the Ministry of National Defense to request the locality to introduce another location.
In Ho Chi Minh City, there are 5 defense land locations that have changed their purpose of use. The Ministry of Defense has sent a document requesting the City People's Committee to unify the project location.
Dong Nai province has 11 land points, of which 10 points have been sent by the Ministry of National Defense to the province for location agreement, 1 point is being reported to the Ministry of National Defense. The Provincial People's Committee has agreed on 4 points; the General Department is synthesizing to submit to the Ministry of National Defense to send to the locality for agreement on 3 more projects.

At the conference, delegates focused on analyzing difficulties and obstacles in planning, investment procedures, site clearance and coordination mechanisms between parties; at the same time, proposed many solutions to speed up implementation progress.
Concluding the conference, Major General Ha Nhu Loi affirmed: Developing housing for the armed forces is an important political task that needs to be prioritized for implementation. He requested relevant agencies and units to promote a proactive spirit, closely coordinate with localities and businesses, promptly advise and propose to the Ministry of National Defense measures to remove obstacles and speed up the project implementation progress.

Major General Ha Nhu Loi assigned the task to agencies and units to start at least 3 projects at selected locations in 2025, the remaining projects will continue to be implemented and started in 2026.
He requested the competent agencies of the Ministry of National Defense to prioritize reviewing and resolving reports and proposals from the General Department of Logistics and Engineering and units during the implementation process; implementing procedures in a streamlined process, shortening the time, speeding up the progress of the investment preparation stage, creating conditions for the early realization of the goal of developing housing for armed forces throughout the army.
