The new regulations from the Ministry of Education and Training (MOET) on tightening control over tutoring and supplementary classes have received widespread support and agreement. Accordingly, ensuring a healthy environment for tutoring and supplementary classes is essential to create fairness among students and teachers within the educational system.


Tutoring is considered a legitimate need for many students who wish to enhance their knowledge and improve their understanding. However, in recent times, this activity has also caused considerable concern among parents due to the lack of clear and strict regulations on organizing tutoring both inside and outside of school. Therefore, Circular 29, issued by the Ministry of Education and Training, regulating tutoring, has attracted much public attention because of the many new regulations introduced.

Unlike the previous draft that sparked controversy, this circular has many revised points that are more in line with teaching and learning practices and follow progressive trends. Specifically, the new regulation does not prohibit teachers from giving extra lessons to students in a "if you can't manage it, then ban it" manner. It should be clarified that extra tutoring itself is not inherently bad; it only becomes bad if done incorrectly and in an uneducational way.

According to the new Circular, the Ministry of Education and Training stipulates three categories of students who are not allowed to receive extra tutoring within the school: students whose academic performance in a subject is below the required level; students selected by the school for advanced training; and students preparing for graduation exams or entrance exams. Thus, schools and teachers adhering to the prescribed class schedules ensure students acquire the necessary knowledge and meet the program's requirements. If students do not meet the requirements, the school is responsible for providing extra tutoring, also known as remedial instruction. The same applies to students selected for advanced training and those preparing for final exams, as part of the school's plan. For the rest, teachers should guide students on self-study and independent research methods to better understand the content taught in class, avoiding the practice of cramming information into extra classes that is ineffective.

Therefore, specifying three groups of students who are eligible for free extra tutoring within schools is both a requirement and an expression of the desire for teachers to mentor and nurture students with dedication. As Mr. Nguyen Xuan Thanh, Director of the Secondary Education Department (Ministry of Education and Training), stated, restricting these three groups to free extra tutoring within schools aims to create schools that do not offer such services.

Associate Professor Dr. Nguyen Chi Thanh - Head of the Faculty of Education, University of Education (Vietnam National University , Hanoi ) expressed his agreement with the current tightening of regulations on extracurricular tutoring. He specifically analyzed: Extracurricular tutoring is an activity directly related to education, affecting the rights of students and teachers. Therefore, this work needs to be strictly managed through the issuance of specific regulations and guidelines from all levels to ensure the legitimate rights and interests of teachers, students, and their families, in accordance with current legal regulations. Furthermore, the organization of extracurricular tutoring must be carried out in a way that does not affect the school's main curriculum. Importantly, the core element of extracurricular tutoring is the benefit of the students. The new regulations contribute to preventing cases where students who do not wish or need to participate in extracurricular classes organized by the school or teachers are forced to do so.

Mr. Thanh also stated that the new regulations on free extra tutoring within schools will bring both advantages and disadvantages. To achieve maximum effectiveness, synchronized coordination between schools, teachers, and parents is needed, along with efforts from the students themselves.

In reality, tutoring is a genuine need for both teachers, students, and parents. The key issue is how to manage and organize it effectively to minimize the negative consequences and distortions that tutoring can bring about. While many aspects of tutoring have been specifically regulated, stricter supervision is needed to ensure its proper functioning.
