On the morning of June 7, the National Assembly held a question-and-answer session with Minister of Science and Technology Huynh Thanh Dat. 120 delegates registered to question the Minister, the questions revolved around technological breakthrough solutions and the development of the Vietnamese technology market.
Delegate Tran Chi Cuong (Da Nang delegation) said that Resolution No. 52 dated September 27, 2019 of the Politburo has a policy to promote the development of the creative startup ecosystem, accelerate the establishment of national creative startup centers, initially in Hanoi, Da Nang and Ho Chi Minh City. The Government also issued Resolution No. 50 dated April 17, 2020 on the implementation of this policy.
However, after the Resolution of the Politburo, nearly 4 years, through many direct meetings and written exchanges between the People's Committee of Da Nang City and the Ministry of Science and Technology, the National Center for Innovative Startups in Da Nang has not yet been established.
“I request the Minister to explain why the Resolutions of the Politburo and the Government are being implemented so slowly? What is the Minister's responsibility in this matter and what is the Minister's commitment to completing the above important task?”, the delegate questioned.

In response, Minister Huynh Thanh Dat accepted responsibility for the delay as mentioned by the delegates. He hoped that the National Assembly delegates would share because this is a very new issue, without precedent, requiring careful research, consideration, and ensuring compliance with regulations and effectiveness.
The Minister said that the authorities have developed and completed a project to build a national startup and innovation support center in three cities: Hanoi, Da Nang, and Ho Chi Minh City.
It is expected that in June and early July, the Ministry will issue regulations to establish these centers to exploit local resources for innovative startups; aim at policy testing models such as sandboxes in new areas without regulations; select and exploit a team of national and international experts to advise localities on positioning and designing specific models.
The Ministry will decide to establish these centers, which will initially belong to a Department of the Ministry of Science and Technology. "We will put the centers into operation according to the Prime Minister's decision," the Minister said.

Providing more information on this issue, National Assembly Chairman Vuong Dinh Hue said that the general policy of the Government is to prioritize the establishment of a national innovation and startup center. Up to now, there has been a decree promulgating the functions and tasks, built at Hoa Lac High-Tech Park and will soon be inaugurated and considered for development in the regions.
"We also encourage foreign corporations to invest in innovation centers, with initial good results," said the National Assembly Chairman.
The National Assembly Chairman also cited the example of Samsung Group investing in a very large research and development center in Hanoi worth 220 million USD, which could have enough capacity for 3,000 scientists to research related fields.
"On that basis, we will continue to deploy regional innovation and startup centers," said the National Assembly Chairman, requesting continued promotion because building these centers is very difficult.

Participating in the debate on this issue, delegate Nguyen Lan Hieu (Binh Dinh delegation) said that Vietnam already has a model of innovation center. The delegate asked the Minister to share what experience has been drawn from managing this model over the past 4 years (since 2019), and how it is applied in the 3 new centers?
"The orientation of talent development is very difficult to implement. I would like to ask the Minister to propose solutions to recruit talents to work at the Ministry," Mr. Hieu asked.
In response, the Minister said that the Innovation Center was established in Hanoi, at the Hoa Lac High-Tech Park. There are many models and practices here that are worth learning and spreading to centers elsewhere. Experience is that there needs to be a specific tax deferral policy, connecting with effective insurance investment funds. In addition, it is necessary to develop a shared workspace for scientists, researchers and investors.
Regarding attracting talent, the Minister said this was a concern when he accepted the job at the Ministry, as well as before at the university.
"There is a policy, but implementation is very difficult due to regulations, civil servant and public employee laws, and financial regulations," the Minister said.
Recently, the Ministry has implemented Resolution 27 on building a team of intellectuals. The Ministry is developing a project, trying to really attract domestic and foreign scientists to work and contribute most effectively. The Ministry will seek opinions from management agencies, localities and scientists, and hopes that National Assembly delegates will contribute to this project .
