With the establishment of a two-tiered local government system, the development of science, technology, innovation, and digital transformation has become a key driver of growth.
However, the locality still faces many major difficulties. Information technology infrastructure and databases are not synchronized, especially between urban areas and remote areas; many information systems are not interconnected. The volume of archived documents at the district level before the merger has not been fully digitized, causing difficulties in accessing and resolving administrative procedures. In addition, the province's scientific and technological human resources do not meet the requirements for rapid and sustainable development, lacking leading experts. Information technology personnel at the commune level are also insufficient…
The Department of Science and Technology will continue to advise the province to focus on investing in the synchronous development of digital infrastructure, prioritizing the upgrading of equipment and expanding telecommunications coverage. At the same time, it will promote comprehensive digital transformation across three pillars: digital government, digital economy , and digital society; and establish shared and specialized databases. Regarding human resources, the key solution is to focus on training digital skills for grassroots officials and building appropriate mechanisms to attract experts.

The new model brings about positive changes in governance methods, shifting from administrative management to development governance, with citizens and businesses at the center of service delivery. Clear decentralization and delegation of authority help shorten work processing times and improve management efficiency in all areas.
Improved governance capacity has contributed to promoting socio-economic development. Trade and services have grown steadily, agricultural production has developed sustainably, and urban and land management have gradually become more organized. Administrative reform and digital transformation have been accelerated, and the rate of timely and accurate processing of applications has reached a high level. By 2025, Ea Kao will rank 10th out of 102 communes and wards in public services and 12th out of 102 in administrative reform.
However, the locality still faces difficulties due to a shortage of civil servants and uneven quality; a large workload, and many positions requiring multiple responsibilities. In the coming time, the ward will continue to streamline its organizational structure, improve the quality of its staff and civil servants; strengthen administrative discipline and order, promote digital transformation, and improve the quality of service to the people.

Despite facing many initial challenges, with the decisive leadership and guidance of the Party committee and government, and the consensus of the people, the local government apparatus has gradually stabilized and ensured smooth operation.
A notable achievement after the restructuring is the streamlining of the organizational structure, with clear and distinct points of contact; coordination between agencies and specialized departments has become increasingly systematic. The Public Administrative Service Center maintains stable operations and promptly handles many administrative procedures for citizens. Administrative reform and digital transformation have seen many positive changes, with a high rate of document digitization and the application of electronic documents, digital signatures, and digital platforms being increasingly promoted.

As a company operating in the electrical equipment manufacturing sector, we are very concerned about the stability of the management mechanism and the government's support for businesses. Positive changes in state management have created more confidence for businesses to boldly invest and expand their production and business activities.
I expect the two-tiered local government model to continue to be effective, creating a transparent, open, and business-friendly investment environment. I hope that all levels of government will strengthen dialogue, listen to, and promptly resolve difficulties for businesses, especially in the areas of digital transformation, technological innovation, and high-quality human resource training. This will be an important driving force for businesses to confidently develop in the long term and make positive contributions to the socio-economic development of the locality.

♦ Ms. Nguyen Thi Anh My , Head of the Administrative Reform Department, Department of Internal Affairs: Innovation and creativity to serve the people
After a year of operating the two-tiered local government model, the most noticeable change is the improved sense of responsibility and service attitude of the staff and civil servants; the handling of administrative procedures has shifted strongly from a management-oriented mindset to a service-oriented one.
One of the outstanding achievements is that the province has implemented 100% of administrative procedures in a non-geographical manner, creating favorable conditions for people and businesses to access public services. As a result, the rate of timely processing of applications has improved, and the time and cost of implementing administrative procedures have been significantly reduced. Specifically in 2025, the province reduced the processing time for many key administrative procedures by approximately 30%; in 2026, it aims to further reduce processing time and compliance costs by at least 50%, as directed by the Government.
Furthermore, decentralization and delegation of authority, coupled with accountability for leaders, have enabled local governments to be more proactive. Many issues are resolved at the grassroots level, reducing the tendency to shirk responsibility and contributing to improved efficiency and effectiveness of the administrative apparatus. As a result, in 2025, the province's Public Administration Reform Index (PAR INDEX) reached 89.38 points, ranking 22nd out of 34 provinces and cities, the highest level in recent years.

♦ Mr. Chu Van Thao , a resident of Ea Ly commune: Frankly acknowledging difficulties in order to overcome them promptly.
I have observed that the staff and officials of Ea Ly commune have made many efforts and endeavors in operating the administrative apparatus, aiming for efficiency in serving the people.
Despite our best efforts, in my opinion, the quality of qualified personnel remains insufficient and weak. When work pressure increases and the workload grows, the local administrative apparatus cannot fully meet the needs of the people. Furthermore, improvements are needed in the physical infrastructure and information technology infrastructure of the commune.
These shortcomings need to be addressed promptly so that the government apparatus can improve its operational quality, effectively implement socio-economic development, and improve people's lives.
