Requesting the police to investigate the case of personal information leak causing blood donors to lose all their money

On July 17, Mr. Tran Truong Son, Chairman of the Ho Chi Minh City Red Cross Society, said that he had reported the incident to the Ho Chi Minh City Police and requested intervention and handling of people impersonating medical facilities organizing blood donations, taking advantage of the kindness and anxiety of blood donors, in order to appropriate property...

From the end of May until now, on blood donation groups and clubs, many people said that they received calls claiming to be employees of the Ho Chi Minh City Department of Health , Blood Transfusion - Hematology Hospital, Ho Chi Minh City Blood Donation Center... informing them that their blood donation results were abnormal and that they needed to connect with a "doctor" to "register for a medical examination".

Ms. KT ( Ho Chi Minh City) expressed her surprise when all the information from her blood donations were accurately stated by the scammers, even the time she could not donate blood because she did not meet the health requirements after the screening. Therefore, she did not suspect anything and followed the request of the "medical staff". After connecting Zalo with the "doctor", downloading the app to register for a medical examination according to the instructions, and entering the password, my account was deducted almost all the money out of the total of more than 4.2 million VND in the account...

Requesting Ho Chi Minh City Police to intervene and handle the case of blood donor information leak -0
Warning information from Ho Chi Minh City Blood Donation Center.

Many people were called and asked to follow the steps as Ms. KT mentioned. And it is worth mentioning that the information about the donor's blood donation history (time, location), blood type, and even daily living habits were all known almost exactly by the callers. Because of this, many donors believed that the person on the other end of the line was a medical staff at the place where they had donated blood.

When they see their “prey” losing their guard, the subjects will tell them in a threatening way that the donor’s blood results are abnormal (high red blood cell count, hepatitis B, C, high blood fat...) making them worried. Then, they will ask the blood donor to make friends on Zalo with the “doctor” to get instructions for examination.

This “doctor” will send a link to the blood donor’s Zalo account to download the application, confirm biometrics (take a photo of the face), provide VNeID... From here, the donor’s bank account is highly likely to have money withdrawn. At that moment, no matter how the victim calls back, all the phone numbers of the subjects who called the blood donor before will be locked, and of course the “doctor” Zalo account will no longer exist.

According to the Ho Chi Minh City Blood Donation Center, more than 300 blood donors have reported to the center because these calls impersonate medical facilities that are organizing blood donations to scam people. With sophisticated tricks, knowing blood donation history and then threatening with abnormal blood results, some people have fallen into the trap, including 2 cases of blood donors following the instructions of strange phone numbers and being scammed out of 2.3 million VND and 6.4 million VND...

The question is why is blood donor information leaked in such detail for bad guys to take advantage of to defraud and appropriate property?

According to the Chairman of the Ho Chi Minh City Red Cross Society, upon receiving the report from the City Blood Donation Center, the society directed the center to immediately contact the information technology department to check and, together with the Ho Chi Minh City Blood Transfusion and Hematology Hospital, post a warning about the above behavior on social networking sites and the Golden Blood Drop application (giotmauvang.org.vn).

The Ho Chi Minh City Red Cross Society assessed that the above situation has affected voluntary blood donation, blood supply for patients, and the reputation of voluntary blood donation organizations. Therefore, the society has directed the City's Humanitarian Blood Donation Center to continue to coordinate with the City's Information Technology Association, the City's Blood Transfusion and Hematology Hospital, and a number of related units to develop information security measures. At the same time, the society proactively works with the City Police to ensure the safety and security of blood donor data.
