Proposal for guidance on the use of waste land on Khanh Hoa - Buon Ma Thuot highway
Dak Lak Provincial People's Committee said that the dumping work still faces many difficulties due to problems in compensation and agreements with landowners, slowing down the progress of the Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1.
The People's Committee of Dak Lak province has just issued a document requesting the Ministry of Natural Resources and Environment to guide the use of unsuitable land and organic land from the Project to reclaim, renovate and restore the environment of material mines, serving the Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1.
Accordingly, the Provincial People's Committee said that during the construction of the Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1, the volume of unsuitable soil and organic soil from the removal of the covering layer to construct the roadbed was very large. Meanwhile, the dumping work still encountered many difficulties due to problems in compensation and agreements with landowners, slowing down the progress of the Project.
In fact, the construction contractors have proposed to use organic soil and unsuitable soil within the route to serve the restoration and reclamation of licensed material mines to serve the Project; to recover minerals as common construction materials at the Project's waste dumps for use in public investment projects of the province. This not only solves the need to dump unsuitable soil and organic soil from the layer stripping activities for roadbed construction, but also improves the mine's soil after the end of exploitation, so that it can be used for agricultural cultivation after environmental restoration and site clearance.
However, the law on minerals and guiding documents of the Ministry of Natural Resources and Environment do not have regulations on the use of surplus waste land of the expressway project to carry out environmental rehabilitation for material mines licensed under a special mechanism, serving the expressway project and recovering minerals as common construction materials at the waste sites of the expressway project, for use in works and public investment projects of the province.
From there, the Dak Lak Provincial People's Committee proposed the Ministry of Natural Resources and Environment to provide specific instructions on the procedures for using organic soil and unsuitable soil from the removal of the covering layer during the construction of the roadbed of the Khanh Hoa - Buon Ma Thuot Expressway Project, Phase 1, to carry out land reclamation, environmental rehabilitation for the project's material mines and recover minerals as common construction materials at the project's waste dumps for use in the province's public investment projects and works.
At a recent meeting to resolve difficulties and problems related to the dumping site and forest use conversion of the Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1, the Dak Lak Provincial People's Committee set a goal of striving to complete the handover of the site before June 30 this year in accordance with the direction of the Prime Minister. Dak Lak Province agreed to establish two inspection teams, assigning the Department of Natural Resources and Environment to lead the team to coordinate with relevant units to conduct a field survey, and by the end of May 2024, submit to the Provincial People's Committee a list of additional dumping sites for the project.
