Proposal to prosecute the subject of land fraud in Phu Quoc

On the afternoon of September 23, the Investigation Police Agency of An Giang Province Police announced that it had completed the investigation conclusion and transferred the case file to the People's Procuracy of An Giang Province to propose prosecuting Nguyen Thanh Sy (born in 1984, residing in Phu Quoc special zone, An Giang province) for fraud and appropriation of property.

According to the investigation results, in 2017, Nguyen Thanh Sy met Mr. NMD (born in 1962, residing in Phu Quoc special zone, An Giang province). Sy told Mr. D that he had 2 plots of land in Cua Can commune, Phu Quoc city, Kien Giang province (old) for sale and committed that the land was legal and not in dispute. If Mr. D bought it, Sy would make the paperwork to issue a land use right certificate in Mr. D's name.

However, Sy did not know who owned this land and what its legal status was, but he still promised Mr. D that he would do the measurement procedures and issue a red book for Mr. D.

To gain Mr. D's trust, Sy asked him to make two applications for confirmation of land origin for two plots of land and give them to Sy to go through the confirmation and procedures for issuing the certificates. At this time, Sy asked someone to go online and forge the confirmation of the People's Committee of Cua Can commune, Phu Quoc city on the back of the two confirmation applications to give to Mr. D as collateral.

In addition, Sy also gave Mr. D a photocopy of the land inspection receipt bearing Mr. D's name, signed and stamped with confirmation by the leader of the People's Committee of Cua Can commune.

Based on these documents, Mr. D believed that Sy's commitment was correct and agreed to buy the two plots of land for 2.3 billion VND. But in reality, the two plots of land that Sy sold to Mr. D were located within the boundaries of Phu Quoc National Park. In 2023, Mr. D. discovered that Sy had fraudulently sold him land managed by the State, so he filed a complaint with the police.
