Immediately after becoming operational under the two-tiered local government system, the Public Administrative Service Center (PVHCC) of Dam Rong 3 commune, Lam Dong province, focused on implementing solutions to improve the quality and efficiency of its operations in order to best meet the needs of organizations and individuals in resolving administrative procedures in the area.

The Public Administrative Service Center in Dam Rong 3 commune has done a good job of guiding and supporting the people.

According to Ms. Nguyen Thi Thu Ha, Deputy Director of the Public Service Center of Dam Rong 3 commune, to facilitate citizens, the locality has publicly and transparently posted administrative procedures, processes, and personnel responsible for handling administrative procedures; and fully disclosed regulations on fees and charges in accordance with regulations. At the same time, it has reviewed and simplified the process of receiving and handling administrative procedures at the Public Service Center, while strengthening the application of information technology and providing online public services at levels 3 and 4.

According to representatives of the People's Committee of Dam Rong 3 commune, the center has recently promoted the application of information technology in resolving administrative procedures. All administrative procedures are now handled electronically. Citizens, organizations, and state management agencies can monitor the administrative procedure resolution process of each agency and unit.

To date, the number of administrative procedure applications received, processed, and results returned ahead of schedule or on time accounts for a high percentage, while the number of applications with delayed results is very low. The satisfaction rate of organizations and individuals when carrying out administrative procedures at the center is high. However, in the initial phase of implementing the two-tiered local government system, some specialized agencies have not shown sufficient interest in and direction in resolving administrative procedures, leading to some overdue applications (5 out of 912 applications, accounting for 0.5%).

Connections to national and specialized databases managed by ministries and agencies are slow, unreliable, unstable, or inconsistent. The civil registration and management software sometimes experiences congestion and lacks synchronization, hindering the retrieval of information and documents for citizens (such as birth and death certificates); the electronic civil registration software also frequently loads slowly or freezes during digital signing.

The Deputy Director of the Public Service Center of Dam Rong 3 commune informed: To improve the quality of administrative procedure resolution at the Public Service Center of the commune to meet the needs of organizations and individuals, in the coming time, Dam Rong 3 commune will continue to seriously instill the spirit, attitude, and responsibility of the staff and officials working at the center; building the center into a truly reliable address for organizations and individuals to come to resolve administrative procedures.

Timely update and publicly list newly arising administrative procedures under the jurisdiction of the commune level as prescribed. Guide and support people in resolving administrative procedures; promptly receive, digitize, monitor, control, urge, coordinate the resolution and return results of administrative procedures, ensuring that over 95% are resolved early or ahead of schedule...

At the same time, coordinate with relevant departments and units to advise on building e-government, implementing one-stop and integrated one-stop mechanisms in resolving administrative procedures and providing online public services to citizens and businesses.

From July 1st to August 15th, the Public Service Center of Dam Rong 3 commune received 912 applications and resolved 832 of them, accounting for 91.2% of the total applications received.
