Proposal to add 4 land lots to pay for the 10,000 billion VND tide prevention project in Ho Chi Minh City

On October 16, Trung Nam Construction Investment Joint Stock Company (investor of the project to solve flooding caused by tides in Ho Chi Minh City area taking into account climate change factors, phase 1) sent a document proposing that the Ho Chi Minh City People's Committee pay for the land plots signed in the BT contract, so that this project can continue.

Accordingly, the unit proposed to continue to keep 5 land plots including: Area C8A, Area A, South City urban area, Tan My ward; land plot No. 232 Do Xuan Hop, Phuoc Long ward; land plot No. 762 Binh Quoi, Binh Quoi ward; Land plot of Phuoc Long ward (Nuclear Center); land plot at No. 290 Dao Tri, Phu Thuan ward.

At the same time, the investor proposed to add 4 land lots to the payment land fund including: Residential & resettlement area of ​​Nha Be commune (20.2 ha); Nhon Duc - Phuoc Loc Urban Area, Hiep Phuoc commune and Nha Be commune (89.6 ha); Land lot No. 420 No Trang Long (now Vu Ngoc Phan), Binh Loi Trung ward (14.8 ha); Land lot No. 257 Tran Hung Dao, Cau Ong Lanh ward (2,374 m2)

According to the investor, 2 land lots including: Residential & Resettlement Area of ​​Nha Be Commune; Nhon Duc - Phuoc Loc Urban Area, Hiep Phuoc Commune and Nha Be Commune, have been approved by the City People's Committee to be added to the land fund for payment of the BT Contract of the Project in Document No. 2626/UBND-DA dated August 6, 2021.

Regarding the remaining 2 land plots, previously, in Document No. 5671 dated September 16, 2025 of the Department of Agriculture and Environment sent to the Department of Finance to coordinate in reviewing the legality and current status of use, there were specific opinions on the Land Fund expected to pay for the BT contract of the Project to solve flooding caused by tides in the Ho Chi Minh City area taking into account climate change factors (phase 1). The proposal is based on Resolution 212/NQ-CP dated July 21, 2025 of the Government to remove difficulties for the project, assigning Ho Chi Minh City to use the land fund for payment if it is in accordance with regulations, and if the land fund is not enough, the remaining part will be paid with public investment capital.

Started in 2016 with the expectation of completion before 2018, the 10,000 billion VND tidal prevention project is designed to control flooding caused by high tides for more than 570 km², serving about 6.5 million people in the right bank of the Saigon River and the city center. However, the construction progress has been "frozen" since 2020 due to problems with capital and payment mechanisms, causing the project to be unable to operate even though it has completed about 94% of the volume.

According to the investor, the bottleneck of the project is that the BT contract between Ho Chi Minh City and Trung Nam only commits to payment by land fund (and capital from the budget for the difference). However, the determination, land allocation, signing of BT appendix and completion of land transfer procedures for investors encountered many problems, causing the payment to "run slowly".

According to the unit, adding 4 plots of land, if approved, could help "match" the missing value in the BT contract, creating conditions for the city to pay Trung Nam and the investor to continue construction.

However, in reality, the additional lots are in very different states: some lots have not been cleared, some lots are occupied by households, and some lots are in business and will need to be synchronously handled for relocation, compensation, establishment of land use rights, and adjustment of land use purposes.

If procedures such as price appraisal, land allocation, and signing of BT appendix are processed quickly, the tide prevention project can speed up progress in the near future.
