Proposal to allocate 119 billion VND to repair traffic works, dykes and embankments damaged by floods

The Department of Finance has just submitted a document to the Provincial People's Committee to consider issuing an emergency construction order and a plan to arrange the State budget reserve capital plan for 2025 to repair traffic works, dikes, and embankments damaged by storm No. 10 and natural disasters from the beginning of 2025.

Accordingly, based on the situation of infrastructure damage and emergency situations issued by the Provincial People's Committee, the Department of Finance recommends that the Provincial People's Committee issue an Order to urgently construct traffic works, dykes, and embankments damaged by storm No. 10 and other natural disasters since the beginning of the year. The list of works that need to be repaired and remediated includes: 2 national highways, 2 provincial roads, 29 bridges, rural roads, dykes, and embankments.

The Department of Finance has proposed to allocate approximately 45% of the total investment from the central budget reserve and provincial budget reserve to urgently repair traffic projects, dykes and embankments to meet the travel needs of the people. The remaining capital will be balanced and allocated from local budget sources and other sources.

It is expected that about 119 billion VND will be allocated, of which 11 billion VND will be for emergency repairs of national highways; 9.8 billion VND will be for repairs of provincial roads and 98 billion VND will be for repairs of bridges, rural roads, dykes and embankments.

The flood caused by the circulation of storm No. 10 has caused heavy damage to people, property, infrastructure and production in the province. In particular, many communes and wards along the Red River such as Yen Bai , Au Lau, Nam Cuong, Van Phu, Tran Yen, Quy Mong were flooded and isolated; communes Viet Hong, Tu Le, Van Ban, Duong Quy, Ta Phin were hit by flash floods and landslides; some roads such as National Highway 32, 279, 37, 4D... Provincial Road 151, 162, 172 had many landslides and traffic jams.

Faced with the flood situation, the Provincial Party Committee and Provincial People's Committee have directed units and localities to urgently deploy timely measures to overcome the consequences of natural disasters, ensure quick stabilization of people's lives and production, temporarily overcome damage to technical infrastructure works and public works, and at the same time propose plans to respond to the next natural disasters.
