Proposal to spend more than 256,000 billion VND to develop culture

(Dan Tri) - The Government proposed 256,250 billion VND to invest in the National Target Program on Cultural Development for the 2025-2035 period with many goals.

On the morning of November 1, authorized by the Government, Minister of Culture, Sports and Tourism Nguyen Van Hung presented a report on the investment policy decision for the National Target Program on Cultural Development for the 2025-2035 period (program).

More than 256,000 billion VND in 11 years

Mr. Hung said that the total resources mobilized to implement the program for the 2025-2030 period is expected to be 122,250 billion VND.

Of which, the central budget capital directly supporting the implementation is arranged at least 77,000 billion VND (accounting for 63%); local budget capital is about 30,250 billion VND (accounting for 24.6%); other legally mobilized capital is about 15,000 billion VND (accounting for 12.4%).

It is expected that the total resources mobilized to implement the program in the 2031-2035 period will be 134,000 billion VND.

Examining this content, Chairman of the National Assembly's Committee on Culture and Education Nguyen Dac Vinh said that the Committee basically agreed with the plan on total investment and capital sources to implement the program.

According to Mr. Vinh, some opinions said that the total investment of the program is very large; it is necessary to carefully study and evaluate the scale, structure, ability to mobilize and arrange resources to implement the program to ensure feasibility, suitability with the ability to respond to national resources, and effective use of the budget.

Consider some specific goals

According to Mr. Hung, the program includes 7 general goals.

One is to create a strong and comprehensive transformation in cultural development and to build and perfect personality, ethical standards, identity, mettle, and the system of values of Vietnamese people and families.

Second is to improve people's spiritual life, access to and enjoyment of culture, and their need for exercise and entertainment, narrowing the gap in cultural enjoyment between regions, social classes, and genders, thereby improving labor productivity and work efficiency.

Third is to mobilize the participation of all organizations, individuals and communities in managing, protecting and promoting the value of the nation's cultural heritage.

Fourth is to mobilize resources, focus on key, quality and effective investments for cultural development, directly contribute to socio-economic development, and promote cultural industries to become important components of the national economy.

The fifth is to build a professional, high-quality cultural and artistic human resource with political courage to serve domestic needs and aim to meet foreign markets.

Sixth, promote the national, scientific and popular character of culture through investment to preserve traditional national culture, build a grassroots cultural environment, with the people as the creative subjects, and the intellectual and artistic team playing an important role.

Seven is international integration and absorbing the quintessence of human culture, building an advanced culture imbued with national identity, promoting the soft power of Vietnamese culture.

The auditing agency believes that it is necessary to consider the feasibility of two specific goals by 2030. One is the goal of striving for 100% of cultural and artistic units to carry out digital transformation and apply achievements of the 4th industrial revolution.

Second, consider the feasibility of the goal of 100% of students in the national education system having access to and effectively and regularly participating in arts education and cultural heritage education activities.

The review body recommends that the Government continue to consider the possibility of achieving these targets.

In addition, there are suggestions to continue reviewing and narrowing down the goals and tasks, ensuring that the allocation of resources for the program is focused, key, and feasible in order to create breakthroughs in cultural development. At the same time, attention should be paid to investing in cultural development at the grassroots level, to better meet the people's enjoyment needs.

In addition, according to Mr. Vinh, there are opinions suggesting that the Government should carefully consider the investment policy to build a number of Vietnamese cultural centers abroad, ensuring feasibility, efficiency, avoiding waste and being consistent with existing resources.

Mr. Vinh said that there was consensus on the investment policy to build a Vietnamese Cultural Center abroad in the form of public investment, but suggested not using capital from the program but using other State budget capital sources.
