Proposal to reduce up to 50% of many fees and charges

The Ministry of Finance is seeking comments on a draft Circular regulating the collection rates of a number of fees and charges to support people and businesses.

The draft proposes to reduce the collection of many fees and charges by 50%, from July 1, 2023 to December 31, 2023. Specifically as follows:

Fee for appraisal of granting international travel service business license, domestic travel service business license: Equal to 50% of the fee prescribed in Clause 1, Article 4 of Circular No. 33/2018/TT-BTC stipulating the collection rate, collection, payment and management regime of appraisal fees for granting international travel service business license, domestic travel service business license; appraisal fee for granting tour guide card; fee for granting license to establish representative office in Vietnam of foreign travel service business enterprises.

Fees and charges in the securities sector (except for securities supervision fees and fees for new issuance, exchange and re-issuance of securities practice certificates for individuals practicing securities at securities companies, securities investment fund management companies and securities investment companies ): Equal to 50% of the fee and charge rates prescribed in the Table of fee and charge rates in the securities sector issued together with Circular No. 25/2022/TT-BTC regulating the collection rates, collection, payment, management and use of fees and charges in the securities sector.

Fee for granting a license to operate sending workers to work abroad for a limited period: Equal to 50% of the fee collection rate specified in Section 1 of the Fee Collection Rate Schedule in Article 4 of Circular No. 259/2016/TT-BTC stipulating the collection rate, collection, payment, management and use of document verification fees, and fees for granting a license to operate sending workers to work abroad for a limited period.

Registration fee (confirmation) for using foreign barcodes: Equal to 50% of the fee prescribed in Clause 2, Article 4 of Circular No. 232/2016/TT-BTC regulating the fee collection, collection, payment, management and use of barcode issuance fees.

Industrial property fees: Equal to 50% of the fee collection rate specified in Section A of the Schedule of industrial property fees and charges issued together with Circular No. 263/2016/TT-BTC regulating the collection rates, collection, payment, management and use of industrial property fees and charges.

Fire prevention and fighting design appraisal and approval fee : Equal to 50% of the fee rate calculated according to the provisions of Article 5 and the Table of rates for calculating fire prevention and fighting design appraisal and approval fees issued with Circular No. 258/2016/TT-BTC regulating the collection rate, collection, payment, management and use of fire prevention and fighting design appraisal and approval fees.

Citizen identification card issuance fee : Equal to 50% of the fee collection rate prescribed in Article 4 of Circular No. 59/2019/TT-BTC regulating the collection rate, collection, payment and management regime of citizen identification card issuance fees.

Fees in animal husbandry: Equal to 50% of the fee rate specified in the Fee Rate Schedule in animal husbandry issued with Circular No. 24/2021/TT-BTC regulating the collection rate, collection, payment, management and use of fees in animal husbandry.

The Ministry of Industry and Trade wants to reduce registration fees for cars by 50% . It is necessary to continue applying the policy of supporting the reduction of registration fees for domestically produced and assembled cars for an appropriate period of time. Previously, the Ministry of Finance had expressed disagreement.
