The Ministry of Construction has just sent an official dispatch to the People's Committee of Ho Chi Minh City and the People's Committee of Dong Nai province regarding the management and exploitation of the entire Ring Road 3 of Ho Chi Minh City.
Accordingly, the Ministry of Construction requested the People's Committee of Dong Nai province to study and agree on the proposal to assign the People's Committee of Ho Chi Minh City to manage and exploit the entire Ring Road 3, including the section of Component Project 1A, and send it to the Ministry of Construction and the People's Committee of Ho Chi Minh City.
On that basis, the Ho Chi Minh City People's Committee synthesizes and reports to the Prime Minister for consideration and assigns the Ho Chi Minh City People's Committee to manage and exploit the entire Ring Road 3 according to regulations.
The Ministry of Construction said that Component Project 1A of the Tan Van - Nhon Trach Construction Investment Project Phase 1 is one of the component projects of Ho Chi Minh City Ring Road 3, connecting Component Project 1 invested by Ho Chi Minh City People's Committee and Component Project 3 invested by Dong Nai Provincial People's Committee.
Up to now, Component Project 1A, invested by My Thuan Project Management Board (Ministry of Construction), has basically been completed and is implementing acceptance procedures, putting into operation on August 19, 2025 on the occasion of the 80th anniversary of National Day.
The project will contribute to completing the traffic network connecting Ho Chi Minh City and Dong Nai province, especially important in connecting with Long Thanh International Airport.
According to the Ministry of Construction, after investment and completion, Ho Chi Minh City Ring Road 3 will form an expressway connecting neighboring localities in the Ho Chi Minh City area.
The organization of management and exploitation of the entire route needs to be studied and assigned to a presiding agency to ensure comprehensiveness and synchronization, especially in relation to the management and operation of works serving exploitation and toll collection (intelligent traffic system, automatic toll collection system, etc.).
In Resolution No. 105/NQ-CP dated August 15, 2022 of the Government on the implementation of Resolution No. 57/2022/QH15 dated June 16, 2022 of the National Assembly on the investment policy of the Ho Chi Minh City Ring Road 3 construction investment project, the Government assigned the Ministry of Construction to coordinate with the Ministry of Finance and relevant localities to develop a plan to recover investment capital for the Project, including studying the organization of collecting service fees for using expressways according to the price mechanism into the state budget.
However, Resolution No. 57 has not yet determined the management and exploitation tasks for the entire Ho Chi Minh City Ring Road 3.
According to the 2024 Road Law and Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government detailing and guiding the implementation of a number of articles of the Road Law, it is stipulated that: Provincial People's Committees are responsible for managing national highways passing through special urban areas and national highways when decentralized.
“Based on current legal regulations, to facilitate and synchronize the management, exploitation, maintenance, protection of corridors, protection of traffic infrastructure and collection of service fees for using Ring Road 3, assigning the Ho Chi Minh City People's Committee to manage and exploit the entire Ring Road 3 is the optimal solution,” said the leader of the Ministry of Construction.
It is known that the Ho Chi Minh City Ring Road 3 is about 99.7 km long, planned with a roadbed width of 40 m - 60 m, including 4 motor vehicle lanes and 2 mixed lanes on both sides, allowing vehicles to travel at a speed of 100 km/h.
At the 3rd Session, the 15th National Assembly passed Resolution No. 57/2022/QH15 dated June 16, 2022 deciding on the investment policy for the Ho Chi Minh City Ring Road 3 construction investment project with a length of 76.34 km according to the scale of a class 100 expressway, divided into 4 lanes (roadbed width of 19.75 m) and parallel roads on both sides (urban roads with 2-3 lanes) with discontinuous investment.
The project has a preliminary total investment of 75,378 billion VND; investment preparation progress, implementation from 2022, basically completed in 2025 and put into operation from 2026.
The project is divided into 8 component projects including 4 construction component projects and 4 site clearance component projects, assigned to the People's Committee of Ho Chi Minh City, the People's Committees of Dong Nai, Binh Duong, and Long An provinces as the managing agencies, implementing investment in the form of public investment.
