There are 23 provinces and centrally-run cities with 100% of communes meeting NTM standards (an increase of 10 provinces compared to the end of 2021), of which 17 provinces and cities have 100% of communes meeting NTM standards. There are 9 provinces: Nam Dinh, Ha Nam , Ninh Binh (now Ninh Binh province), Hung Yen, Hai Duong (now Hai Phong City), Tra Vinh (now Vinh Long Province), Dong Nai , Tien Giang (now Dong Thap), Quang Ninh, have been recognized by the Prime Minister as having completed the task of building new rural areas. The average income of rural people in 2024 will reach about 54 million VND/person/year, an increase of 1.3 times compared to 2020.
Practice shows that continuing to separately implement the two national target programs on new rural construction and sustainable poverty reduction is no longer suitable in the new context. The content of the current national target program on new rural construction is very open, and it is completely possible to effectively integrate the contents related to sustainable poverty reduction. This is a scientific , reasonable approach, in line with the requirements of inclusive development, leaving no one behind, in accordance with the consistent direction of the Party, State and Government. Therefore, in the period of 2026-2035, the Ministry of Agriculture and Rural Development proposes to merge the national target program on new rural construction; the sustainable poverty reduction program (SPR) into the national target program on new rural construction and the sustainable poverty reduction program (SPR).
The general objective in the period of 2026-2030 is to deploy the construction of modern, comprehensive and sustainable new rural areas, adapting to climate change; synchronously developing economic and social infrastructure to meet the requirements of integration and green and circular development. Promoting the rural economy towards the application of science, technology, digital transformation and innovation; improving income, quality of life and access to essential services for rural people, gradually approaching urban living standards. Building green, clean, beautiful, safe rural areas with strong cultural identity; ensuring social security, reducing multidimensional and inclusive poverty; maintaining national defense, security, social order and safety; forming a civilized, humane, cohesive and happy rural community.
Speaking at the workshop, Deputy Minister of Agriculture and Environment Tran Thanh Nam asked the delegates to focus on discussing the construction of new rural areas. In the coming time, our country will have changes when arranging and merging administrative units at commune, provincial and city levels (eliminating district and county levels) - 2-level local government. The issue of population aging, including population aging in rural areas, will affect the construction of new rural areas in the coming period, income for people in rural areas, sustainable poverty reduction, quality of human resources in rural areas...
