Requesting to promote decentralization and delegation of power to localities, the Prime Minister acknowledged that having a department in a ministry review all projects nationwide would easily lead to delays and negativity.
One of the issues that the Prime Minister believes needs to be thoroughly understood is related to the revolution in the organization of the political system, including the arrangement of administrative boundaries at all levels and the organization of two-level local governments, which is to promote decentralization and delegation of power to localities along with resource allocation and improving implementation capacity.
Along with that is the strengthening of supervision, inspection, implementation of "knowing then managing, not knowing then not managing", eliminating the mechanism of asking and giving.
" For example, in environmental impact assessment, if an environmental management department in a ministry were to review all projects nationwide, it would lead to delays, prolongation, and even negative consequences, " said the Prime Minister.
Through reviewing a total of 5,076 legal documents, there are 152 tasks delegated by the Government and Prime Minister to local authorities, 913 tasks delegated by ministries and ministers to local authorities, and 1,248 tasks and authorities are identified to determine authority.
On that basis, ministries and ministerial-level agencies have submitted to the Government 28 decrees on decentralization, delegation of authority, and assignment of authority by sector and field, associated with ensuring resources, strongly reforming administrative procedures, along with a decree on public administrative service centers; clearly defining between the state management function at the central level and the implementation function at the local level.
" The Prime Minister does not sit down to review each project and the National Assembly does not do this, only then can the apparatus run, can the staff be streamlined and strengthened for the grassroots, towards the grassroots, towards the people. In the coming time, we will continue to review to continue decentralization, decentralization, strengthen post-inspection, reduce pre-inspection, reduce hassles, harassment, requests - grants, reduce the need to keep official documents ," the Prime Minister emphasized.
The Head of the Government reiterated the opinion of General Secretary To Lam: We are making this revolution in the organizational apparatus not only to create new development space, new development momentum, with a wider, larger, stronger, and more comprehensive scope and target; but most importantly, to transform the state of the political apparatus from passively receiving and solving the problems of the people and businesses to creating, proactively serving, and solving the work and problems of the people and businesses.
" We must thoroughly understand this spirit, because the people are eagerly waiting, and international friends are also very interested in this revolution, in the context that our country has never had such a foundation, potential, position and international prestige as today. Of course, we must be humble, waiting for the effectiveness of this revolution to impact the economy and society, " said the Prime Minister.
He said the revolution is also a solution - along with other solutions such as implementing the "four pillars" - to contribute to boosting growth from 8% this year and double digits in the coming years, realizing the two 100-year goals set. These are also additional solutions compared to the Resolution of the 13th National Party Congress.
Expressing his expectation that the two-level local government would actually transform into such a state, the head of the Government said that the Central Government must of course transform.
According to Prime Minister Pham Minh Chinh, ministries, branches and central agencies play a creative role, not doing specific work but focusing on implementing groups of state management tasks: building strategies, planning and plans; building institutions and laws to manage and create development; building mechanisms and policies to mobilize resources for development.
Along with that is designing tools to inspect, monitor, and control power; evaluating, summarizing practices, drawing experiences, building theories, replicating good models, good practices, and removing difficulties and obstacles; implementing emulation, commendation, and disciplinary actions promptly, accurately, fairly, reasonably, and effectively.
The Prime Minister said that when 63 provinces and cities are reduced to 34 provinces and cities with a population of over 2 million people each and implementing a two-level government, eliminating the district level, there will be more work, the subjects and scope of management will be wider, and the nature will be more complicated, so Party committees and authorities at all levels need to promote the spirit of initiative, creativity, flexibility, high responsibility, closer to the people, proactively create, serve the people, and try harder.
The Prime Minister requested Party committees, authorities at all levels, the Vietnam Fatherland Front, socio-political organizations, especially leaders, especially at the grassroots level, to listen to the voices of the people and businesses, closely follow reality, increase field visits, focus on the grassroots and solve practical problems.
" The state must manage strictly but must be creative, creative for development, reduce inconvenience for people but still have to be able to manage. And the more creative, the more institutions we build, the easier our management will be because people will participate in supervision. "I wish each province had a planning exhibition center, so that people could better monitor the implementation of planning ," said the Prime Minister, requesting to listen to opinions with openness to boldly amend and perfect the institutions, with the goal of basically removing institutional obstacles from now until the end of the year.
The Prime Minister stated that we have determined that this is a revolution in the organization of the apparatus in the political system, which must be done with great determination, drasticness, consensus, comradeship, synchronization, uniformity, and concurrentness.
As a revolution, there are advantages that must be maximized to create resonance, motivation, and inspiration; at the same time, there are also many difficulties and obstacles, because moving from one state to another requires delay, time, adaptation, and adaptation, so we must be persistent and steadfast in doing it, learn from experience while doing it, gradually expand, not be perfectionist, not impatient, when there is an opportunity, promote it with the spirit of "faster, bolder", but once done, we must win for sure, not half-heartedly.
Emphasizing that our Party has no other goal than to gain independence and freedom for the nation, protect the country's sovereignty and territorial integrity, and bring a prosperous and happy life to the people, the Prime Minister believes that with the current strong momentum, motivation, and resources, the two-level government will operate smoothly and efficiently, bringing benefits to the people.
