On the afternoon of June 17, continuing the program of the 9th session of the 15th National Assembly, the National Assembly discussed the Supplementary assessment of the results of the implementation of the socio -economic development plan and the state budget in 2024; the implementation of the socio-economic development plan and the state budget in the first months of 2025.
Giving her opinion on the discussion, delegate Ma Thi Thuy - National Assembly Delegation of Tuyen Quang province expressed her high agreement with the Government's report and the verification report of the National Assembly's Economic and Financial Committee on the Supplementary assessment of the results of the implementation of the socio-economic development plan in 2024; the implementation of the socio-economic development plan in the first months of 2025.
In 2024, the country's GDP growth rate will reach 7.09%. In particular, tourism growth has contributed to the growth of the service sector as well as the entire economy. The added value of the service and tourism sector in 2024 will increase by 7.38%, contributing 49.46% to the overall growth of the economy.
Continuing that growth momentum, in the first 5 months of 2025, there were over 9.2 million international visitors to Vietnam (up 21.3% over the same period last year), domestic visitors reached 61.5 million, total revenue from tourists reached 418 trillion VND.
The National Assembly discussed the Supplementary Assessment of the results of the implementation of the socio-economic development plan.
According to the delegate, there are many reasons for achieving the above results. There are 3 main reasons.
Firstly, the Government and the Prime Minister have correctly and accurately identified the role of the tourism industry and focused on directing it very strongly. Tourism is determined to make a positive and effective contribution to the economic growth target of 8% or more, contributing to accelerating, breaking through, creating momentum, position and strength for double-digit growth in the next stages.
At the beginning of the year, the Prime Minister issued a Plan to implement the Tourism System Planning for the 2021-2030 period and vision to 2045. At the same time, he issued an Official Dispatch on promoting tourism development, ensuring double-digit economic growth.
Second, visa exemption policies, tourism promotion and investment promotion programs are being effectively implemented, associated with many activities to celebrate major national holidays. Participation in prestigious international tourism awards is emphasized.
Third, the proactive and active participation of localities and businesses with many new tourism products that are more attractive to tourists.

According to delegate Ma Thi Thuy, despite the impressive recovery and growth, the tourism industry needs to frankly acknowledge some of its shortcomings. According to the announcement of the Global Tourism Development Capacity Index Report 2024 by the World Economic Forum, Vietnam's tourism development capacity index in 2024 decreased by 3 levels. In particular, some pillars such as aviation infrastructure and sustainable tourism demand decreased sharply. In particular, tourism infrastructure is the weakest point of Vietnamese tourism.
Tourism is a key economic sector, having a large spillover effect on the economy. To realize the target of 8% growth in 2025 and double-digit growth in the following years, delegate Ma Thi Thuy suggested that the Government and the Ministry of Culture, Sports and Tourism continue to pay attention and direct:
Firstly , promptly summarize Resolution 08 of the Politburo on developing tourism into a spearhead economic sector, and at the same time review and amend the 2017 Tourism Law in accordance with the practical situation.
Second , continue to research and propose visa policy adjustments in the direction of expanding the list of visa-exempt countries, extending visa exemption periods for key and potential markets, providing incentives for specific groups, and improving visa approval procedures for tourists.
Third , focus on investing in important traffic connection infrastructure, associated with effectively implementing the Tourism System Planning for the 2021-2030 period and vision to 2045, especially after rearranging administrative units so that the unique landmarks and tourism products of each locality are preserved and developed.
Fourth , focus on building high-class tourism products, unique tourism products, promoting tourism development, consumer services, tourism services associated with on-site production, cultural agricultural and industrial products in which Vietnam has strengths.
Fifth , promote the application of digital technology and green technology in tourism business, develop a smart tourism ecosystem.
