Speaking at the discussion at the Hall, National Assembly delegate Tran Hoang Ngan - Ho Chi Minh City National Assembly delegation expressed his joy at the results achieved in 2024 and the first 5 months of 2025.
According to the delegate, despite the unfavorable international context, we still achieved and exceeded 15/15 socio-economic targets, the macro economy was stable, inflation was controlled below 4% for 10 consecutive years, major balances of the economy were ensured, trade surplus was continuous from 2016 to present, per capita income approached the upper middle income standard. In particular, the global innovation index, brand index all increased and most recently the happiness index increased 8 places to 46/143.
Delegates highly appreciated the success in the fields of culture, society, health,education and tourism in recent years. Culture and cultural industry have developed remarkably, becoming the endogenous driving force of the economy.
The country's major holidays in 2024 and the first 5 months of 2025, especially the parade to celebrate the 70th anniversary of Dien Bien Phu Victory; the parade to celebrate the 50th anniversary of the Liberation of the South and National Reunification, will all be solemnly organized, with many unique and creative cultural activities and positively responded to by the people.
"The red flag with yellow star flies throughout the streets and villages, spreading national pride and belief in the country's success in the new era under the Party's leadership across cyberspace," the delegate said.
National Assembly Delegate Tran Hoang Ngan - Ho Chi Minh City National Assembly Delegation spoke at the Hall on the morning of June 16.
According to delegate Tran Hoang Ngan, in nearly 40 years of renovation, the country has grown continuously, with the highest growth year reaching over 9.5%. However, we have also suffered several external shocks such as the Asian financial crisis; the global economic crisis and recession in 2010 and the US-China trade war.
In order for the country to grow rapidly and sustainably in the new period, delegate Tran Hoang Ngan proposed fundamental solutions with long-term strategic scope to minimize external shocks.
In particular, we must persevere in three strategic breakthroughs in institutions, infrastructure and human resources. Delegate Tran Hoang Ngan emphasized that institutions were identified by the General Secretary as "the bottleneck of bottlenecks". Over the past time, the National Assembly and the Government have made efforts to perfect institutions, especially the socialist-oriented market economic institutions.
Right at this 9th session, the National Assembly will pass 65 laws and resolutions institutionalizing the Party's major policies in Resolution 60 of the 11th Central Committee and 4 resolutions of the Politburo, known as the "four pillars" for the country's development.
Delegates also said that it is necessary to restructure the three growth drivers: export, investment and consumption. In particular, more attention should be paid to domestic consumption with a population of 100 million.
The Government needs to have policies to unleash three new driving forces including science and technology, innovation, digital transformation and promote new development space dynamics from the National Assembly's resolution on having 34 new provinces and cities.
"If we have a compatible institution and synchronous infrastructure investment, these three new driving forces will help us accelerate in the coming time," the delegate emphasized.
In addition, the delegates also said that it is necessary to pay more attention to and maximize the country's potential and advantages, including advantages in agriculture, marine economy, tourism, and services (banking services, high-quality medical services).
Regarding tourism, delegate Tran Hoang Ngan said that our country's tourism has made a certain contribution to socio-economic development in recent times. However, our country's tourism potential is still very large. If there is a proper investment policy and more investment in tourism infrastructure, tourism will contribute even more. At the same time, solving the problem of export difficulties, "on-site export" through tourism will be a new driving force.
