Objectives of the Program: Closely follow the content of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo to promote communication to raise awareness, make breakthroughs in innovative thinking, determine strong political determination, resolutely lead and direct, create new momentum, new spirit in the whole society in developing science, technology, innovation and national digital transformation, contributing to the successful implementation of the Resolution's objectives.
By 2025: 100% of ministries, ministerial-level agencies, government agencies and People's Committees of provinces and centrally run cities develop and promulgate the Program Implementation Plan and organize its implementation. At the same time, develop and maintain a communication column to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo in accordance with the characteristics and actual situation of ministries, branches and localities on the electronic information portal of each ministry, branch and locality. 100% of leaders, cadres, civil servants and public employees in state agencies and public service units are informed and disseminated about the guiding viewpoints of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo and the system of related documents. 100% of key press and media agencies build specialized pages/columns/content channels for propaganda, develop, post, broadcast or publish media products in line with the principles and purposes of the press agency to communicate the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo. Invest resources in a number of TV channels, publications, and social media channels specializing in science, technology, innovation and digital transformation, especially for children, adolescents, students.
By 2030: 100% of science and technology tasks using the state budget (except for tasks related to state secrets) will be communicated, disseminated, and widely informed on mass media, digital platforms, and social networks. At least 80% of people will have access to information on the Party and State's orientations on science, technology development, innovation, and national digital transformation through the grassroots information system. At least 70% of specialized staff working in communications, staff working in grassroots information, and foreign information at ministries, branches, and localities will be trained in depth in digital communication skills and science and technology content.
Tasks and solutions: Promote communication, dissemination, and raise awareness of science and technology development, innovation, and national digital transformation in mass media, grassroots information systems, foreign press, social media, social networks, digital platforms, and other methods.

Implementation: The Ministry of Science and Technology presides over and closely coordinates with the Central Propaganda and Mass Mobilization Commission, the Ministry of Culture, Sports and Tourism, ministries, ministerial-level agencies, government agencies and People's Committees of provinces and centrally run cities; news agencies and press to organize the implementation of assigned tasks in the Program.
Coordinate, guide and urge ministries, branches, localities, agencies and units to develop annual plans to organize and implement communication contents and activities assigned in the Program. Synthesize annual plans and budget estimates and submit them to competent authorities for consideration and decision.
Regularly guide and inspect the implementation of the Program; organize annual assessments and reviews and organize a summary of the Program implementation.
Timely reward organizations and individuals who have made many contributions in the implementation of the Program.
The Ministry of Finance shall synthesize and submit to competent authorities the state budget estimates for agencies in accordance with the provisions of the State Budget Law, provisions of law on science, technology, innovation, digital transformation and relevant legal documents to implement the Program.
Coordinate with the Ministry of Science and Technology and relevant ministries, branches and localities to implement assigned tasks in the Program.
The Ministry of Culture, Sports and Tourism shall preside over and coordinate with the Central Propaganda and Mass Mobilization Commission, the Ministry of Science and Technology and relevant agencies to direct press and media agencies to organize the implementation of assigned tasks on press, publishing, grassroots information and foreign information of this Program.
Coordinate with the Ministry of Science and Technology in training, coaching, and providing information to reporters and editors of press and media agencies on communication skills in science, technology, innovation, and digital transformation and a number of assigned tasks in accordance with the assigned functions and tasks within the scope of the Program.
The Ministry of Education and Training presides over and coordinates with the Central Propaganda and Mass Mobilization Commission, the Ministry of Culture, Sports and Tourism and relevant agencies to carry out assigned tasks in the Program to enhance communication activities to raise awareness of the role of science, technology, innovation and digital transformation, arouse passion and inspire at educational, training and fostering institutions.
Coordinate with the Ministry of Science and Technology and relevant ministries, branches and localities to implement assigned tasks in the Program.
The Ministry of Foreign Affairs presides over and coordinates with the Central Propaganda and Mass Mobilization Commission, the Ministry of Culture, Sports and Tourism and relevant agencies to carry out assigned tasks in the Program to strengthen foreign affairs and international cooperation in science and technology communication, innovation and digital transformation.
Coordinate with the Ministry of Science and Technology and relevant ministries, branches and localities to implement assigned tasks in the Program.
Key press agencies and press management agencies coordinate with the Central Propaganda and Mass Mobilization Commission, the Ministry of Science and Technology, the Ministry of Culture, Sports and Tourism and ministries, branches and localities to implement the tasks of the Program.
Develop specialized communication programs on science, technology, innovation and digital transformation in line with the principles and purposes of the press agency, to be completed by 2025. Organize production and maintain programs to regularly communicate the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo.
Conduct communication and dissemination of science, technology, innovation and digital transformation on digital platforms and social networking sites owned and managed by agencies and units.
Annually develop plans and budget estimates for science and technology communication, innovation and digital transformation activities according to instructions and send them to the Ministry of Science and Technology for synthesis and reporting to competent authorities for consideration and decision.
Participate in communication campaigns related to science, technology, innovation and digital transformation launched by the Ministry of Science and Technology, the Central Propaganda and Mass Mobilization Commission, the Ministry of Culture, Sports and Tourism, ministries, branches and localities. Periodically on the 20th of each month or when requested, send a report on implementation results to the Ministry of Science and Technology, and update the reporting information system according to the instructions of the Ministry of Science and Technology to synthesize and report to the Prime Minister.
Ministries, ministerial-level agencies, government agencies and People's Committees of provinces and centrally run cities, based on Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo, the tasks and solutions of the Program, ministries, ministerial-level agencies, government agencies and People's Committees of provinces and centrally run cities are responsible for developing and promulgating plans to implement the assigned tasks in the Program, to be completed in 2025.
