Focus on resolving land acquisition issues for National Highway 14E project

The provincial People's Committee leaders assessed that the progress of compensation and site clearance (GPMB) is still slow, directly affecting the construction progress as planned. There is very little time left, the provincial government requested the People's Committees of Thang Binh and Hiep Duc districts to identify this as an important political task of the locality; it is necessary to accelerate strongly and drastically; mobilize the entire political system to synchronously participate, closely coordinate with relevant departments and branches to focus on reviewing and thoroughly removing existing difficulties and obstacles.

Comrade Tran Nam Hung suggested that some problems with compensation and site clearance should not affect the effectiveness and progress of the entire project; the remaining area should be handed over to Project Management Board 4 (representing the investor) on schedule as required. In particular, it should be noted that the implementation of the policy of not organizing district-level authorities should not affect the effectiveness and progress of compensation and site clearance.

The leaders of the Provincial People's Committee agreed on the policy to resolve specific cases. For Thang Binh, compensation and support for 2 graves and architectural objects (outside the land acquisition area) belonging to Mr. Dang Ha's household were allowed to facilitate the household in arranging and rebuilding a house on the same plot of land.

Support for Mrs. Nguyen Thi Thanh's household with 60% of the compensation price for houses and architectural works to remove difficulties, stabilize life and create conditions for the family to hand over the land soon. In the case of Mr. Thai Tan Tao's household, it is agreed to compensate for the land area affected by the project according to the type of agricultural land based on the actual usage status of the family at the time of inspection, ensuring the legitimate rights of the people.

For the case in Hiep Duc, it is agreed in principle to assign the District People's Committee to base on the provisions of Decision No. 31, dated October 25, 2024 of the Provincial People's Committee to provide support for stabilizing production for households and individuals whose agricultural land has been recovered in accordance with the regulations as reported and proposed by the district.

In case the conditions for resettlement are not met and the households and individuals within the project's scope of influence do not have any other residential land or houses in the area where the residential land is recovered, the District People's Committee shall consider and arrange resettlement for the above households in the resettlement area according to the approved detailed subdivision plan. On the contrary, the land users must pay 100% of the land use fee for the allocated resettlement land plot in accordance with regulations.

Comrade Tran Nam Hung proposed that the Standing Committee of the District Party Committee: Thang Binh, Hiep Duc strengthen the leadership role, comprehensively direct the compensation and site clearance work in the district; direct the District People's Committee, Party committees, authorities and relevant agencies and units to actively coordinate, organize and synchronously and drastically implement the assigned tasks. Specifically assign the members of the Standing Committee of the District Party Committee and the leaders of the District People's Committee to strengthen propaganda, mobilization, grasp the thoughts and aspirations and dialogue with the people to create high consensus in the implementation process.

Regularly check and urge progress; promptly direct the handling of difficulties and problems arising, especially cases that are at risk of affecting the progress of site handover. Strive to complete and hand over the entire site through the area before the time of merging provincial administrative units and no longer having district-level government organizations.
