Accordingly, implementing the Government's Action Program to implement Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on International Integration in the new situation, the Ministry of Culture, Sports and Tourism issued the Implementation Plan for the period 2025-2030.
The objective of the Plan is to institutionalize and fully and seriously implement the viewpoints, goals, tasks and solutions set forth in Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on International Integration in the new situation.
Identify specific tasks for agencies and units under the Ministry of Culture, Sports and Tourism (hereinafter referred to as the Ministry) to develop annual plans, organize implementation, inspect and evaluate the implementation of tasks in Resolution No. 59-NQ/TW, realize the goal of improving the quality, efficiency, synchronization, comprehensiveness and breadth of international integration to promote the country's new potential, position and strength, maintain a peaceful and stable environment, contribute practically to building, developing and protecting the country; preserve and promote cultural values and the strength of the Vietnamese people; strengthen the country's overall strength; enhance the country's role, position and international prestige; contribute to striving to turn our country into a developed, high-income country with a socialist orientation by the middle of the 21st century.
The plan identifies the main tasks:
Organize and implement a program to regularly and extensively disseminate and thoroughly disseminate to Party Committees, Party Cells, Party members, cadres, civil servants, public employees and workers under the Ministry the contents of Resolution No. 59-NQ/TW and the Party and State's guidelines and policies on international integration; diversify and innovate content and methods, improve the quality and effectiveness of propaganda and dissemination work; specify propaganda content for each target group; clarify the requirements for innovation in thinking, awareness and action in international integration in the new situation. Promote digital transformation, develop digital data, enhance the application of information technology, digital technology and apply online platforms in information work, foreign propaganda and international integration.
Minister Nguyen Van Hung chaired a national workshop to discuss solutions to promote international cultural integration.
Continue to effectively implement Resolution No. 35-NQ/TW dated October 22, 2018 of the Politburo on strengthening and protecting the Party's ideological foundation, fighting against erroneous and hostile viewpoints in the new situation, Directive No. 23-CT/TW dated February 9, 2018 of the Secretariat on continuing to innovate, improve the quality and effectiveness of studying, researching, applying and developing Marxism-Leninism and Ho Chi Minh Thought in the new situation, contributing to firmly protecting the sovereignty, sovereign rights, legitimate and legal rights and interests of Vietnam in accordance with international law. Improve the quality and effectiveness of propaganda and education work for cadres and party members, especially young cadres, on awareness, responsibility and the ability to proactively fight against erroneous and hostile viewpoints in the process of international integration.
Improve the effectiveness of coordination mechanisms and information exchange between agencies and units under the Ministry to proactively identify, grasp the situation, analyze, evaluate, and forecast promptly and accurately the international situation, emerging issues in relations with partners, and adjustments to policies of partners; promptly advise the Ministry's leaders to direct agencies and units under the Ministry to have appropriate and timely plans, measures, and policy responses to prevent and limit negative impacts, maximize favorable factors, and mobilize resources from the international integration process.
Expand, diversify and deepen international cooperation mechanisms in the fields of culture, sports, tourism, information, communications, publishing and other management areas of the Ministry in accordance with the interests and specific conditions of the country.
Actively participate in and contribute to the development of regulations, policies and laws in emerging fields/issues, closely related to the interests and concerns of multilateral cooperation mechanisms in the fields under the Ministry's state management; proactively initiate and implement new cooperation initiatives and ideas and share experiences in the fields under the Ministry's management.
Review, continue to implement and sign new international treaties and bilateral and multilateral international agreements in the fields of culture, sports, information and communications.
Review the effectiveness of the implementation of agreements, treaties and cooperation mechanisms that have been established in the tourism sector; propose to sign and participate in new agreements and cooperation agreements, focusing on potential markets with large tourist sources, high quotas and long-term stays. Develop and implement mechanisms and policies to support businesses and localities in developing high-quality tourism services and products; attract technical assistance, investment and training of high-quality human resources in tourism. Participate in tourism cooperation and linkage initiatives in the ASEAN sub-region and region, and proactively propose new cooperation initiatives to promote Vietnam's tourism strengths.
Effectively implement tasks on international cultural integration and cooperation within the framework of the National Target Program on Cultural Development for the 2025-2035 period, focusing on establishing new ones and promoting the role of Vietnamese cultural centers abroad.
Mobilize international partners and organizations to share experiences, transfer knowledge, skills and provide financial support for the development of cultural industries. Develop and effectively implement mechanisms and policies to support Vietnamese enterprises, organizations and individuals in developing cultural products and brands with quality and global competitiveness. Complete and implement mechanisms and policies to monitor, manage and prevent the infiltration of unhealthy cultural products; control and respond promptly and effectively to misleading and false information products, ensuring national security, information security, human security and cultural security.
Host major international events on culture, sports and tourism at regional and international levels, in conjunction with high-level multilateral foreign affairs activities that Vietnam will host from now until 2030. Develop a strategy to promote Vietnamese culture abroad. Develop a plan/roadmap to participate in major international events on culture, sports and tourism, striving to create a mark and high achievements in these activities.
Actively mobilize international resources and knowledge to build, perfect and deploy institutions, policies and solutions to promote digital transformation, apply digital technology to cultural fields and activities, develop digital culture and digital cultural industries; effectively implement the Program to digitize Vietnamese Cultural Heritage for the period 2021 - 2030; build and deploy a mechanism to protect digital copyright for cultural products; perfect technical standards and regulations on building digital cultural heritage and the digital cultural ecosystem.
Effectively implement Conclusion No. 57-KL/TW dated June 15, 2023 of the Politburo on continuing to improve the quality and effectiveness of foreign information work in the new situation. Develop a plan to promote the application of digital platforms in implementing foreign information work and digital diplomacy. Participate and proactively contribute to international cooperation frameworks on information and communication. Develop and implement mechanisms to promote connection, sharing and exploitation of data, ensuring network safety and security.
Heads of agencies and units under the Ministry shall, based on the contents of the Government's Action Program, key tasks, list of tasks in the Appendix attached to this Plan and the functions, tasks and powers of the unit, focus on directing and implementing effectively and be responsible to the Ministry's leaders for the results of performing assigned tasks.
The Department of International Cooperation shall preside over and coordinate with agencies and units under the Ministry to monitor and urge the implementation of the Plan, promptly report and recommend to the Ministry's leaders necessary measures to ensure synchronous, comprehensive and effective implementation of the Plan.
