Proposal to increase investment in the mountainous areas of Da Nang.

On June 28th, in Quang Nam, the Steering Committee for the reorganization and merger of administrative units of Quang Nam province and Da Nang city held a conference to gather feedback from former key leaders of the two localities on the draft Political Report to be presented at the 23rd Congress of the Da Nang City Party Committee, term 2025-2030.

Attending the conference were former leaders of the Central Committee and Military Region 5 who have retired in Quang Nam province and Da Nang city, former members of the Standing Committee of the Da Nang City Party Committee and the Quang Nam Provincial Party Committee… who have retired in the area from 1997 to the present, along with the Standing Committee of the Da Nang City Party Committee and the Quang Nam Provincial Party Committee.

Speaking at the conference, Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee, said that the Politburo has issued decisions on the establishment of the Da Nang City Party Committee based on the merger of the Da Nang City and Quang Nam Province Party Committees; a Politburo decision appointing a 74-member Executive Committee and a 23-member Standing Committee; a decision of the National Assembly Standing Committee appointing the leaders and committees of the City People's Council; and the Government appointing the Chairman and Vice-Chairmen of the City People's Committee.

According to Mr. Nguyen Van Quang, Da Nang's key leadership includes a Secretary and four Deputy Secretaries. The plan after the congress is to add one more Deputy Secretary from the personnel of the former Quang Nam province; the City People's Council has a Chairman and four Vice-Chairmen; and the City People's Committee has a Chairman and eight Vice-Chairmen. The Steering Committee for the reorganization and merger of administrative units of Quang Nam province and Da Nang city has directed the urgent and systematic implementation of the work to prepare documents for the 23rd Congress of the Da Nang City Party Committee, term 2025-2030. To date, the third draft of the Political Report has been completed.

Mr. Nguyen Van Quang hopes that the Nguyen leaders and generals, with their experience, dedication, and knowledge, will contribute their opinions, especially regarding the important orientations, goals, and tasks of the new Da Nang City in the coming term. At the same time, he requests their input on the tasks and solutions for building and reforming the Party and the political system in the context of Da Nang's new situation and conditions.

Commenting on the draft, Lieutenant General Huynh Ngoc Son, former Vice Chairman of the National Assembly , said: “After the merger, further research is needed on developing the maritime and island areas, including Cu Lao Cham Island and Son Tra Peninsula. In addition, the new Da Nang City has over 157km of land border, therefore, the draft political report should include a section on foreign affairs.”

To develop Da Nang City, Mr. Tran Tho, former Secretary of the Da Nang City Party Committee, believes that since Da Nang has an approved master plan, it is necessary to quickly integrate it after the merger to ensure synchronization and development. The development space of the new locality, oriented towards the East and West regions, is reasonable. At the same time, focus should be placed on researching and investing in port cities, heritage cities, industrial cities, etc.

According to former Da Nang Party Secretary Tran Tho, in the eastern region, connecting the coastal roads with National Highway 1 would lead to better development. As for the western region, after the merger with Da Nang City, it has the largest mountainous population among centrally-governed cities. The current investment rate in Quang Nam is only 34%, which is low, making it difficult to narrow the gap between the plains and mountainous areas, and between the eastern and western regions. Therefore, to promote development in this region, Mr. Tran Tho proposed increasing the total investment in the midland and mountainous areas to approximately 40% to shorten the gap between the two regions.

According to Nguyen Van Quang, Secretary of the Da Nang City Party Committee, the contributions of former Central Committee members, former Party and State leaders, generals, and key leaders of Da Nang City and Quang Nam Province have helped to improve and enhance the quality of the Political Report to be presented at the 23rd Congress of the Da Nang City Party Committee, term 2025-2030.
