On May 15, a Facebook account named PT posted the following information: “Nha Trang, go swimming in the morning, park your motorbike for an hour: 10 thousand VND, SO COOL, SO COOL!!!”.
Attached to this article is a photo of the parking fee receipt and price list for motorbike and bicycle parking services at parking lot number 3 in Nha Trang beach park.
The above images were then shared by a social networking site in Khanh Hoa with hundreds of thousands of followers with the content "Went to the beach in Nha Trang, parked my car for 1 hour but something was wrong...".
Ms. PT (residing in Nha Trang City), who posted the above content on Facebook, said that at 5:05 a.m. on May 15, she parked her motorbike at parking lot number 3 at Nha Trang beach park to swim in the sea. At 6:02 a.m. the same day, she took her motorbike home and was charged a parking fee of 10,000 VND.
"In general, I have no opinion. I will send out as many printed forms as I want. What other people say is their personal opinion," said Ms. T.

According to Tuoi Tre Online , the price list for motorbike and bicycle parking services at parking lot number 3 specifically states: motorbike parking fee during the day from 6am to 6:59pm is 4,000 VND/time, at night from 7pm to 5:59am is 6,000 VND/time, 10,000 VND/time for both day and night.
Meanwhile, in the case of Ms. T., parking her motorbike from 5:05 to 6:02, the price is 10,000 VND, so this time frame is within the two fee collection time frames mentioned above.
Regarding this, the leader of Nha Trang City Public Service Management Board admitted that there were shortcomings in collecting parking fees at Nha Trang coastal park.
According to this person, the fee collection level during the time frames has been approved by Khanh Hoa Provincial People's Committee, then Nha Trang City Public Service Management Board entered the data into the software.
However, people "accidentally" swim in the sea from 5-6am, when the software fee is added to the extra money.
According to this person, the Nha Trang City Public Service Management Board has reported to the leaders of the Nha Trang City People's Committee to ask for opinions on adjustments to suit the needs of the people.
"Currently, Nha Trang City People's Committee has agreed, in the coming time we will adjust the toll collection schedule to suit people's needs" - this person said.
Previously, Nha Trang City Public Service Management Board installed toll kiosks at 8 parking lots along Nha Trang coastal park.
Among the above parking lots, there are 3 parking lots including: the one located between Thuy Duong restaurant and Yen Sao park; the one located opposite Tran Quang Khai street (south of Sailing Club restaurant); the one located between Phu Dong park and Louisiane restaurant.
5 motorbike parking spots include: opposite 32 Tran Phu - Intercontinental Hotel; opposite 36 Tran Phu; between Jellyfish Park and the park south of Tram Huong Tower; opposite the old headquarters of Khanh Hoa Radio and Television Station; between Phu Dong Park and Ana Mandara Resort (old).
