"Go to every alley, knock on every door, check every participant" of voluntary social insurance

Voluntary social insurance (VSI) is one of the social security policies with humane significance for workers, contributing to reducing difficulties and risks in old age, ensuring income and stabilizing life when the working age is over for participants. However, in reality, the State's voluntary social insurance type has not really attracted a large number of people to participate. In order to effectively implement and exploit this policy, Lai Vung Social Insurance (now Hoa Long Social Insurance, Dong Thap province) has deployed many flexible and effective solutions to develop voluntary social insurance participants.

“GO TO EVERY ALLEY, KNOCK ON EVERY HOUSE, SCREEN EVERY PARTICIPANT”

Before merging with Tien Giang province, the main economy of Lai Vung district, Dong Thap province was agriculture, with the cultivation of fruit trees, especially Lai Vung pink grapefruit - a famous specialty. The district also focused on converting ineffective rice growing areas to fruit trees with higher economic value such as: oranges, grapefruits and vegetables, ornamental flowers.

Representatives of Hoa Long Social Insurance received awards from Dong Thap Provincial Social Insurance for their outstanding achievements in implementing patriotic emulation movements of the Vietnam Social Insurance sector in the period 2020 - 2025.

This place has the craft village of Ba Dai boat building, the traditional craft village of making Lai Vung spring rolls recognized by the Ministry of Culture, Sports and Tourism as National Intangible Cultural Heritage. However, Lai Vung has inherent difficulties such as: large, scattered area, high rate of agricultural labor, freelance labor, social insurance participation awareness of a part of the population is not really deep due to unstable income.

Recognizing this, Lai Vung District Social Insurance (now Hoa Long Social Insurance under Dong Thap Province Social Insurance) has proposed many solutions suitable to the actual situation in the locality, thanks to which the rate of voluntary social insurance participants has continuously increased over the years.

Mr. Tang Phuoc Long, Director of Hoa Long Social Insurance, said that to achieve the above results, Hoa Long Social Insurance actively consulted, sought the attention and drastic participation of the Party Committee, the government, and the support of relevant sectors; especially, every year, Hoa Long Social Insurance proactively coordinated with collection service organizations to establish the model of "Small groups mobilize people to participate in voluntary social insurance" (referred to as the Model).

Looking back at the period 2020 - 2025, the report of Hoa Long Social Insurance has outlined an optimistic picture of the strong development of social security policies in the locality.

The most notable thing in the overall picture of social insurance and health insurance development in Lai Vung is the spectacular growth in the number of people participating in voluntary social insurance.

In the past 5 years, from the beginning of 2020 to the end of 2025, the number of people participating in voluntary social insurance has increased sharply. Specifically, in 2020: Voluntary social insurance was implemented for 1,173/1,083 people, reaching 59.15%; by June 2025, it was implemented for 2,904/2,708 people, reaching 107.24%; from 2020 to June 2025, the number of people participating in voluntary social insurance increased by 48.09%.

Specifically, Hoa Long Social Insurance reviewed the implementation and mobilization of voluntary social insurance participants in 12 communes and wards in the area. Coordinated with the Post Office and Viettel to select communes with the lowest number of voluntary social insurance participants and those that are difficult to mobilize to coordinate with the Party Committees and People's Committees of communes and towns to establish small groups of at least 5 people/group to mobilize and propagate voluntary social insurance.

The groups simultaneously departed to the People's Committee Offices of hamlets and villages to advise and propagate the voluntary social insurance policy so that people could understand and directly participate in the propaganda session. In case the target and plan on the launching day were not achieved, the group members would directly go to people's houses to mobilize with the motto "Go to every alley, knock on every door, check every participant", "slow and steady wins the race" to complete the assigned target.

At the end of the launch day, the Social Insurance synthesizes a written report to the leaders of the Party Committee, People's Committee of the commune and ward on the results of the campaign to mobilize people to participate in voluntary social insurance on the launch day to help local leaders know and draw experience for the next launch to be more effective. At the same time, the District Social Insurance sends it to the Zalo group of the leaders of the People's Committee and the District Social Insurance so that communes and wards that have not yet organized the campaign know to implement it better for their localities.

In particular, the highlight of Hoa Long Social Insurance is to focus on managing and sustainably maintaining the number of voluntary social insurance participants. There is no situation of forgetting to pay due dates or participants not understanding the regulations on payment, reducing the number of participants.

Specifically, periodically on the 25th of each month, the Hoa Long Social Insurance agency transfers the list of participants who are due to pay voluntary social insurance for the following month and the list of participants who have not yet collected voluntary social insurance contributions for the previous month to the collection service organizations so that employees can promptly review and urge participants to pay voluntary social insurance contributions on time, avoiding interruptions in the voluntary social insurance participation period, affecting the rights of voluntary social insurance participants.

At the same time, Hoa Long Social Insurance issued an official dispatch requesting the Centralized Collection Service Organization to direct staff and collaborators of hamlets and villages to urgently review and strengthen the mobilization of voluntary social insurance and family health insurance participants to timely pay their premiums according to the list of participants due for voluntary social insurance and report in writing the results of the mobilization to participate in the voluntary social insurance premium payment (specifically reporting each person on the reasons for not collecting the premium on time) to the Hoa Long Social Insurance agency before the 20th of each month.

Based on the report on the reasons for not collecting the due payment for voluntary social insurance participants in the month from the collection service organization, Hoa Long Social Insurance coordinated with the collection service organization and the People's Committees of the communes to assign social insurance officials to directly meet with participants to find out the reasons and encourage them to continue participating to ensure the benefits of the voluntary social insurance policy. The way of managing voluntary social insurance participants in Hoa Long has brought about positive results.

The average monthly result is that voluntary social insurance premiums collected on time reached over 98%, while those not collected on time accounted for 2%. From April 1, 2025 to June 13, 2025, Hoa Long Social Insurance coordinated with collection service organizations (Post Office, Viettel) and communes and wards in Hoa Long to establish 81 models.

As a result, 428 new people were mobilized to participate in voluntary social insurance and 415 new people were mobilized to participate in health insurance; bringing the total number of voluntary social insurance participants to 2,654 people, reaching 98.01% compared to the plan assigned by the provincial social insurance.

INNOVATION AND IMPROVEMENT OF PROPAGANDA WORK EFFECTIVENESS

According to Lai Vung District Social Insurance, Vietnam Social Insurance has just issued an Official Dispatch dated July 9, 2025 on the implementation of Decision 2286 dated June 30, 2025 of the Ministry of Finance amending and supplementing a number of articles of Decision 391 dated February 26, 2025 stipulating the functions, tasks, powers and organizational structure of Vietnam Social Insurance, accordingly, Lai Vung District Social Insurance will be renamed Hoa Long Social Insurance with the management area including 4 communes: Hoa Long, Lai Vung, Phong Hoa, Tan Duong.

Social insurance staff at Hoa Long base propagated and mobilized people with the motto "Go to every alley, knock on every door, check every participant", "slow and steady wins the race" to complete the assigned targets.

In order to maintain and continue to develop voluntary social insurance participants, aiming at the goal of universal social insurance coverage, Hoa Long Social Insurance has thoroughly grasped the contents and directives of the Central Government; at the same time, clearly identified key tasks and solutions in the coming time.

Specifically, Hoa Long Social Insurance will continue to proactively advise, periodically develop and submit to the People's Committees of communes and wards to issue a plan to develop voluntary social insurance participants. This plan is not just a document on paper, but is built in great detail, suitable for each specific time and specific characteristics of the locality.

Along with that, continue to improve the effectiveness of propaganda work, innovate both the content and form of propaganda to suit each target and each diverse residential area. In addition to traditional media such as: local radio and television, Hoa Long Social Insurance also makes the most of social networking platforms to spread information about social insurance and health insurance policies. The goal is to ensure accurate and timely information reaches all classes of people, from farmers, small traders to cadres and workers.

At the same time, special attention is paid to organizing direct, in-depth consultation sessions in communes, wards, and residential areas to answer all questions, better understand their rights and obligations in a specific way, helping people feel more secure when participating.

Continuing to implement the Model, these groups not only operate during office hours but are also very flexible, actively operating every Saturday (including working days during the week as requested by the locality) and assigning targets for the number of people participating in voluntary social insurance to the advocacy groups on the launch day; reporting results and evaluating lessons learned on the launch day.

With the health insurance coverage rate approaching 96% and the voluntary social insurance growing remarkably, Hoa Long Social Insurance is affirming its position as one of the leading localities in social security work. This is a solid foundation for the unit to continue moving towards the goal of universal insurance.
