Previously, the work of numbering and attaching house numbers was only concentrated in central areas, main roads of the city, towns, residential areas far from the center, not located on main roads have not been implemented. In order to create a unified and accurate address system, serve administrative management, ensure security and order, and at the same time support the digital transformation process, the Provincial People's Committee issued Plan No. 123/KH-UBND dated May 30, 2024 on implementing numbering and attaching house numbers in the province. At the same time, direct functional branches, districts and cities to urgently and effectively implement the numbering and attaching house numbers in the area to ensure consistency and synchronization. Immediately after the direction of the Provincial People's Committee, the Department of Construction coordinated to survey and count houses without number plates in the whole province. The results showed that there were about 40,000 houses in the whole province that needed to be numbered.
Mr. Ha Vu Khoi, Deputy Director of the Department of Construction, said: The terrain of Lang Son province is characterized by many hills and mountains, uneven population distribution, many households are scattered, in locations far from the center; in rural areas, the population is sparse, the distance between houses is far, so the work of numbering and attaching house number plates still faces many difficulties. In order to effectively implement this work, the Department has coordinated with the People's Committees of districts and cities to guide specialized departments and offices on numbering rules, as well as remove obstacles in actual implementation. At the same time, preside over and coordinate with investors of urban areas and apartments to review, evaluate and implement appropriate plans.
Based on the plan of the Provincial People's Committee, the People's Committees of districts and cities have deployed the plan to each commune, town, and residential group; directed specialized departments and offices to promote propaganda work to raise awareness among the people. At the grassroots level, village heads and residential group leaders organize propaganda through residential area meetings, party cell and association activities, and directly visit each household to propagate, explain, and mobilize people to participate.
As a result, from 2024 to present, the whole province has had 26,422 houses with completed license plates, including 21,103 houses on main roads and streets; 4,799 houses in alleys; 520 houses in alleys. This not only helps people to make transactions more convenient, but also increases access to online public services, rescue, and security and order.

Every time an acquaintance or a delivery unit came, I had to give very detailed instructions over the phone, go to the end of the alley to pick them up, or the person had to ask for directions many times. After being granted and having a house number plate attached, this situation has ended, finding the house is very easy and convenient.
Currently, there are about 13,000 houses in the province that need to be numbered. From the benefits of numbering and attaching house numbers, in the coming time, relevant agencies and units are continuing to speed up the progress of numbering and attaching house numbers according to the instructions of the Ministry of Construction to ensure conditions for residence, information and transactions.
Numbering and attaching house numbers is a practical activity towards completing the address database, thereby promoting the digital transformation process in the province. When address information is integrated into the national database, people will find it more convenient to perform online public services; the government will also improve the efficiency of population, land, planning management, etc. This is an important basis for moving towards address identification, building digital maps as well as smart urban platforms in the future.
