In the past revolutionary practice of our country and the current socialist construction, this has been a consistent goal, always given special attention by the Party and all levels of government, and has yielded many achievements. In the national development orientation for the period 2026-2031, the Resolution of the 14th National Party Congress affirms: “Continue to strongly innovate thinking, promote strategic breakthroughs, create a new development ecosystem, ensure the viewpoint of using development for stability, stability to promote development, and continuously improve the lives and happiness of the people.”
In Hanoi, alongside economic development, the quality of life for its citizens is receiving increasing attention. During the 2020-2025 period, the capital's economy is projected to grow by 6.57%, 1.1 times faster than the national average, with its GRDP accounting for 12.6% of the national total. The economic structure is shifting positively, with a growing proportion of services; budget revenue consistently exceeds projections, accounting for approximately 25% of the national total. This provides a foundation for investment in culture, healthcare, and education; and improves the quality of human resources. Social security and welfare are ensured; and there are no longer any poor households according to the city's poverty standards.
Notably, at the 18th City Party Congress, for the 2025-2030 term, the criterion of "happiness" was included in the Congress documents for the first time. And, one of the emphasized development principles is "Harmonious development between socio-economic development and environmental protection, effective adaptation to climate change, and improvement of people's quality of life."
Immediately following the 18th City Party Congress, a series of resolutions, programs, and action plans were issued and implemented vigorously by all levels and sectors to realize the set goals, with the ultimate goal being to improve the quality of life for the people. Recently, on May 8, 2026, the Hanoi People's Committee issued Decision No. 2405/QD-UBND on consolidating working groups to implement Action Program No. 06-CTr/TU dated January 12, 2026, of the Standing Committee of the City Party Committee on implementing Resolution No. 72-NQ/TW dated September 9, 2025, of the Politburo on some breakthrough solutions to strengthen the protection, care, and improvement of people's health.
Accordingly, Task Force No. 1 focuses on digital transformation, science and technology, and innovation; Task Force No. 2 focuses on cutting-edge, high-tech, specialized models, and international cooperation; Task Force No. 3 focuses on preventive medicine , primary healthcare, and universal health care; and Task Force No. 4 focuses on health security - caring for vulnerable groups and people who are disadvantaged. These task forces are responsible for advising the City People's Committee on directing and organizing the implementation of the main tasks and targets of Action Program No. 06-CTr/TU.
It can be said that healthcare and education are closely related to and have a significant impact on every family and individual. Improving quality and reducing cumbersome administrative procedures are what every citizen desires. Hanoi, with its unique characteristics, is home to many large hospitals and medical facilities.
Over the years, the Hanoi health sector has made significant contributions to public health care. The city's work in caring for vulnerable groups and preventive medicine has long been considered a "bright spot" nationwide. The technical level of many hospitals and medical specialties in Hanoi has caught up with and is on par with central and international standards. Digital transformation and the application of technology in medical examination and treatment have also brought about positive changes in many facilities, but frankly, it is still not truly convenient or easy for people to access, especially in suburban and remote areas.
The coordinated implementation of these task forces with the specific tasks mentioned above is therefore expected to bring about significant changes in people's healthcare, so that people can truly enjoy happiness!
