In Quang Trach commune, which is the largest epidemic outbreak in the province, many solutions are still being implemented to contain the epidemic. Mr. Tran Quoc Tuan - Vice Chairman of Quang Trach Commune People's Committee said: As soon as the dead pigs were discovered, the commune promptly announced the epidemic, mobilizing all forces to coordinate with the people in preventing it. The commune has a large area, including 13 villages. When many villages had an epidemic, the commune divided its forces because it could not concentrate in one place to avoid cross-contamination.
According to research in Quang Tri, the disease mainly occurs in households and small-scale farms with rudimentary barns, making it difficult to fully apply disease prevention measures. The transportation and circulation of breeding animals and animal products are not strictly controlled between epidemic areas and neighboring localities, creating conditions for pathogens to penetrate and spread locally. Therefore, the Department of Agriculture and Environment of Quang Tri province calls on people not to hide the disease, not to trade or transport sick pigs, strictly follow the destruction process, and immediately report to veterinary agencies when detecting abnormalities.

When information was received, it was discovered that some places had the phenomenon of dumping dead pigs into streams, ponds, lakes, etc., affecting the environment and spreading disease. Quang Tri Provincial Police directed relevant departments and commune police in the area to immediately take action. On one hand, Quang Tri Police force, together with local authorities and people, collected dead pigs and took them away for destruction.
At the same time, the police of communes set up checkpoints on roads in areas where African swine fever is complicated to inspect and prohibit the transport of pigs from epidemic areas to other areas, and increase the handling of the act of dumping dead animals. Police of many communes in Quang Tri issued propaganda documents, stating that if cases of dumping dead pigs into the environment are detected, a fine of 5 to 6 million VND will be imposed.

The commune police have coordinated with local authorities to set up checkpoints and patrol continuously on rural roads where dead pigs were dumped into the environment. According to the commune police, from the end of June to the beginning of July, a number of cases of dead pigs being dumped into deserted areas were discovered, causing serious environmental pollution. After the police force intervened, this situation has decreased and stopped completely.
At the checkpoints, the Commune Police force coordinates with related forces to block 24/7 to carry out epidemic prevention tasks.
Mr. Hoang Nam - Permanent Vice Chairman of Quang Tri Provincial People's Committee requested departments, communes, wards, and special zones to strengthen epidemic prevention and control, and control epidemic recurrence. Proactively establish an epidemic prevention steering committee, maintain 24/7 duty in areas with outbreaks, and develop appropriate response plans. Organize veterinary staff to ensure that specialized forces at the grassroots level promptly implement epidemic prevention and control measures. Manage animal businesses, commit to not transporting pigs that have not been quarantined, and organize periodic chemical disinfection.
The People's Committee of Quang Tri province requested the People's Committees of communes, wards and special zones to strengthen the role and responsibility of the leaders; urgently establish a Steering Committee for animal disease prevention and control, assign specific tasks to each member; deploy rapid response teams to check each household and each barn and be the direct force for destruction to ensure safety in disease prevention and control.
The People's Committee of Quang Tri province assigned the Department of Natural Resources and Environment of the province to direct the inspection and handling of outbreaks in accordance with regulations, and provide instructions on proper destruction procedures, without causing pollution. Increase the number of staff to support localities, inspect the situation of herd restoration, and prevent widespread herd restoration when safety conditions are not yet ensured. Inspect epidemic prevention work at the grassroots level, and rectify slow, subjective, and negligent reporting. The Departments of Industry and Trade, the Provincial Police, the Border Guard, and the Provincial Customs Department coordinate to deploy epidemic prevention measures. Control transportation and strictly handle cases of illegal trading and slaughter, especially at border gates, trails, and border openings.

It is known that the African swine fever outbreak in Quang Tri province was discovered on May 15, 2025 in Kim Phu commune, then spread to communes such as Quang Trach, Tan Gianh, Tan Thanh... As of July 25, the province has recorded 16 communes with the epidemic with 4,626 pigs forced to be destroyed, with a total weight of 272,681.6 kg. Up to now, Kim Phu commune has gone through 21 days without new cases; the remaining 15 outbreaks have not gone through 21 days, concentrated in the communes: Tan Thanh, Phong Nha, Quang Trach, Tan Gianh, Dong Le, Tuyen Son, Tuyen Lam, Trung Thuan, Con Tien, Hoa Trach, Tuyen Hoa, Minh Hoa, Dan Hoa, Nam Gianh, Nam Ba Don.
