Car rental inspection and registration services are skyrocketing in price

Mr. Nguyen Duc Hoa (Cau Dien, Nam Tu Liem, Hanoi ) reported that at 4:00 p.m. on March 6, he drove his wife's car to the 29.08D Vehicle Inspection Center (Hoai Duc District) to line up. At 11:00 p.m., he asked the security guard of the company where his car was parked to look after it. Although this person did not ask for it, he sent 100,000 VND to thank him for looking after it.

The next morning, his wife took her shift so that her husband could go to work. At 5 p.m. on March 7, his wife texted, “There’s still a long way to go.” Determined to wait another night, Mr. Hoa hurried home to change clothes, bring a thin blanket, and go to the inspection center to take a shift so that his wife could pick up their child.

On March 8, the car was still 200m from the center gate.

My husband and I had to take turns taking time off, waiting in line for 3 days and 2 nights, but it still didn’t work. I had no choice but to call a “relative” for help ,” Mr. Hoa said.

His “relative” was a young man who was tasked with holding a spot and driving the car to the inspection station when it was his turn. This “connection” was introduced by an acquaintance. The car was a large asset of the family, so Mr. Hoa did not dare entrust it to a stranger.

" It costs up to 1 million/half day but there is no other way ," said Mr. Hoa.

Overcrowding at inspection centers has forced many car owners to wait in line. Therefore, the service of helping people queue up and go to the inspection center has been advertised publicly on social networks by many people.

The price for parking and queuing for vehicle inspection is up to 2 million/day.

A woman named T. posted on social media that she was accepting orders to queue up for vehicle inspection. Ms. T said that her house is near the Inspection Center in Viet Tri ( Phu Tho ), and she is unemployed so she will do the job for anyone in need.

The price this woman offers is 500,000 VND/vehicle/day. She takes care of the vehicles. When the vehicle is near the assembly line, she will notify the owner to come and inspect it. In addition, this person also takes care of the entire inspection for the vehicle owner at a higher cost.

This is not the first time that someone has made a living by lining up to wait for vehicle inspection. Before Tet, the price for parking and queuing up to wait for vehicle inspection at locations in Hanoi’s inner city ranged from 200,000 to 300,000 VND/vehicle/night, but now the price has doubled, even tripled.

According to Mr. Hoa's observation, most of the time, the vehicle owners bring their vehicles for inspection. If they are fast, they will have to wait 2-3 days for their turn, if they are slow or have an incident and have to change the queue location, it will take a whole week to get inspected. If they hire a queue service, the vehicle owner will have to pay from 3-6 million, even tens of millions of dong.

There are people who go to 2-3 stations, wait 5-6 days but still can’t get the inspection done. If you hire someone to do it, the cost will increase a lot. Not to mention there are many potential risks. Maybe that’s why I think not many people choose this method. They accept taking time off from work, taking vacation, and waiting for the inspection to be done ,” said Mr. Hoa.

Sharing with VietNamNet, Dr. Lawyer Dang Van Cuong, Head of Chinh Phap Law Office, Hanoi Bar Association, said that overnight car parking services while waiting for registration numbers and rental registration services are spontaneous services, not managed by the State, and pose many risks to vehicle owners.

There is no guarantee that these people will perform the job as agreed; the risk of fraud, traffic accidents, and even vehicle loss can occur if the car owner gives the keys to strangers.

It is more worrying when handing over a vehicle to an unqualified person to drive and causing a traffic accident, leaving serious consequences, in addition to property damage, the vehicle owner may be in trouble with the law ,” noted lawyer Cuong.

The Government has just issued a Resolution of the regular Government meeting in February, requiring the Ministry of Transport to preside over and coordinate with relevant ministries and agencies to focus on quickly overcoming the congestion in vehicle registration activities; have effective solutions to completely resolve the situation, ensuring that vehicle registration activities return to normal operation in March 2023.
