The Ministry of Education and Training (MOET) has just announced the score distribution and scores of the 2025 high school graduation exam. From this year's high school graduation exam score distribution, many experts believe that the exam has shifted its focus from testing knowledge to assessing students' actual abilities, in line with the goals of the new general education program.

From the score distribution of 12 subjects in the 2025 high school graduation exam that the Ministry of Education and Training has just announced, it shows that, except for the first two subjects included in the high school graduation exam, which are Information Technology and Technology, for which there is no data for comparison, and Physics, the average scores of the subjects this year generally decreased compared to 2024. In particular, Math has the lowest average score among the 12 subjects in the high school graduation exam with 4.78 points, much lower than 6.45 points in 2024. Literature has an average score of 7.0, slightly lower than 7.23 points in 2024.

The average score for Chemistry is 6.06 points, down from 6.68 points in 2024. The average score for Biology is 5.78 points, down from 6.28 points in 2024. The average score for History is 6.52 points, down slightly from 6.57 points in 2024. The average score for Geography is 6.63 points, down from 7.19 points in 2024. The average score for Economic and Legal Education, formerly Civic Education, is 7.69 points, down from 8.16 points in 2024.

In Physics alone, the average score was 6.99 points, a slight increase compared to 6.67 points in 2024.

In 2025, the whole country will have more than 15,000 exams with a score of 10.

The average score for Information Technology is 6.78 points. The average score for Technology-Industry is 5.79 points and the average score for Technology- Agriculture is 7.72 points. These are the subjects that will be included in the 2025 High School Graduation Exam for the first time.

Notably, among the 12 high school graduation exams according to the 2018 general education program, the number of exams with a score of 10 was more than 15,300, a sharp increase compared to nearly 11,000 scores of 10 in 2024. Of which, Geography had more than 6,900 exams with a score of 10. Physics ranked next with 3,930 scores of 10. History ranked third with 1,518 scores of 10. Economic and Legal Education had 1,451 scores of 10.

The number of 10-point tests for Chemistry is 625; 513 tests for Math have a score of 10. 141 tests for English have a score of 10; 82 tests for Biology have a score of 10. 60 tests for Information Technology have a score of 10; 101 tests for Technology - Agriculture have a score of 10 and 4 tests for Technology - Industry have a score of 10. As for Literature, this year there is no test with a score of 10.

Prof. Dr. Nguyen Dinh Duc, University of Technology, Vietnam National University, Hanoi shared: "When I watched the score distribution this year, I was personally surprised "because the exam was better designed than I expected".

According to Professor Duc, Mathematics, which is a "measure" of thinking ability, has clearly shown differentiation. The low average score is not a failure, but shows that the exam requires students to understand the nature and know how to apply it instead of memorizing. In particular, the exam is not easy, nor does it puzzle but clearly classifies students - that is a very noteworthy point. In Literature, according to Professor Duc, although it is an essay subject with a new way of setting questions, without familiar materials in textbooks, this year the average score is still high, showing that the direction of setting questions is suitable for the level of high school students. This shows that students have adapted well to the new requirements.

Regarding English, Professor Duc assessed that "this year, the score distribution has changed positively". Although there is still a gap between localities, the appearance of mountainous provinces such as Dien Bien in the leading group in terms of average scores shows that the effectiveness of investment in education in disadvantaged areas is showing its effectiveness. Of course, the quality of English teaching still depends a lot on teachers and learning conditions, but with the innovation roadmap, it will continue to improve more strongly in the coming years.

Experts say the 2025 high school graduation exam results are reliable enough for university admission.

Regarding Chemistry and Biology, Professor Duc commented that the percentage of scores is lower, but that is not too unusual because the number of candidates choosing these subjects for admission has also decreased sharply. This reflects that the trend of students choosing exam combinations is gradually becoming more practical and has a clearer direction, closer to the admission methods of universities.

Prof. Dr. Pham Hong Quang, Chairman of the Council of Professors of Educational Sciences, also emphasized: The innovations in the way the high school graduation exam is designed this year show that the exam is not only for admission but also returns to the nature of learning. Not learning to get points but learning to develop personal capacity. This year's essays have depth in context and critical thinking, showing the urgent need to expand learning materials and textbooks in the direction of culture-social-politics, not just serving exams. According to Prof. Quang, although the construction of exam questions and differentiation still need to continue to be improved, it is clear that this year's score distribution meets the dual goal: both for graduation consideration and as a basis for university admission.

Dr. Quach Tuan Ngoc, former Director of the Department of Information Technology, Ministry of Education and Training, also said that the exam questions need to shift from qualitative to quantitative assessment. This year's Math and English questions seemed difficult, but the score distribution was balanced, proving their suitability. Most importantly, it has reduced the situation of "luck", rote learning, and random scoring. That is a significant step forward in building a modern educational philosophy in the direction of learning to be a human, learning to develop.

Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, Head of the National Steering Committee for the 2025 High School Graduation Exam, said that the analysis of this year's score distribution is not only theoretical but also reflects the practical operation of the exam, from the stage of creating questions to organizing the exam and enrolling students. No longer simply testing knowledge, the 2025 High School Graduation Exam has shifted its focus to assessing capacity. In particular, students are allowed to choose subjects according to their strengths - a step forward in personal career orientation. For the first time, the subject of Information Technology and Technology has been included in the selection, clearly demonstrating the principle of "no one is left behind." Even in some subjects, there is a province with only 1 candidate registered for the exam, but the maximum conditions are still created for that student to take the exam. That flexibility has helped students maximize their personal capacity, while posing new challenges for teachers in teaching.

Also according to the assessment of Deputy Minister Pham Ngoc Thuong, in general, this year's score distribution is assessed to be highly reliable and sufficient to serve as a basis for university admissions.
