Adjusting the time to organize the Northwest Quintessence Festival

Accordingly, after the Standing Committee of the Provincial Party Committee met to discuss and consider the Proposal of the Party Committee of the People's Committee of Dien Bien province on requesting the policy of adjusting the time to organize the Tinh Hoa Tay Bac Festival (in the Submission No. 155-TTr/DU UBND, dated August 11, 2025), the Standing Committee of the Provincial Party Committee agreed to adjust the time to organize the Festival as per the Submission of the Party Committee of the People's Committee of Dien Bien province; at the same time, requesting the Party Committee of the People's Committee of the province to lead the People's Committee to implement it effectively, practically and in accordance with regulations.

Report No. 155-TTr/ĐU UBND, dated August 11 of the Party Committee of the People's Committee of Dien Bien province, stated that according to the plan, the 2025 Northwest-Dien Bien Quintessence Festival will be held from August 29-31. However, from July 22 to August 7, due to the impact of storm No. 3 and heavy rains, flash floods, landslides and serious landslides occurred in the area, especially in the communes of Tia Dinh, Muong Luan, Na Son, Xa Dung, Phinh Giang, causing great damage to people, property and infrastructure. Therefore, the entire political system of the province is making efforts to focus all resources to overcome the consequences of natural disasters, in order to stabilize people's lives. In addition, the Festival's organization time coincides with the National Achievements Exhibition on the occasion of the 80th anniversary of National Day (September 2, 1945 - September 2, 2025) organized by the Central Government in Hanoi from August 28 to September 5, 2025, in which Dien Bien province also participates.

The time adjustment is necessary to ensure the most careful preparation, contributing to the success of the Festival, practically welcoming the 15th Congress of the Dien Bien Provincial Party Committee, term 2025 - 2030.

According to the plan, the adjusted Festival will take place from September 19-21, 2025, with activities such as:

Incense offering ceremony at the Martyrs' Temple at Dien Bien Phu Battlefield at 4:00 p.m. on September 19;

The Festival opening ceremony will be at 8:10 p.m. on September 19, broadcast live on Dien Bien Newspaper and Radio and Television and the extended Northwestern provinces, and Ho Chi Minh City;

The street festival "Quintessence of the Northwest" takes place at 8:10 p.m. on September 20 at the Dien Bien Phu Victory Monument and Vo Nguyen Giap Street;

Conference on promoting, advertising and developing tourism in the Northwest - Ho Chi Minh City takes place at 8:00 a.m. on September 20;

The art exchange program takes place at 8:00 p.m. on September 21 at 7/5 Square.

In addition, exhibitions, displays and culinary festivals will take place continuously from September 19 to 21 at 7/5 Square.
