Shaping a new growth model for the Capital

Development with "3 visions", "4 values"

Speaking at the 18th Hanoi Party Congress on the morning of October 16, Vice Chairman of the Hanoi People's Committee Truong Viet Dung emphasized that the capital city of Hanoi, with its aspiration to develop and rise up with: "3 visions: Culture - Civilization - Modernity" and "4 values: Pioneer - Green - Smart - Sustainable", with "Capital thinking and Hanoi action", the solutions proposed in the Political Report of the 18th Hanoi Party Congress have established a growth model based on the pillars: Science and technology, innovation, digital transformation, creating strong growth breakthroughs, so that the capital can carry out its mission of leading and spreading development, contributing with the whole country to successfully implement the Resolution of the 14th National Party Congress.

The 2021-2025 period is a challenging journey, but with the solidarity, courage, creativity and determination of the Party Committee, government and people of the Capital, Hanoi has risen strongly, achieving important and comprehensive achievements in all fields; in particular, economic growth has created "3 bright spots: high speed - good quality - smart step by step", initially establishing a new growth model based on science and technology, innovation and digital transformation.

The City has oriented smart development in accordance with the spirit of the Central Resolutions and conclusions and the Capital's Planning: Promoting the development of shared data, building platforms, digital infrastructure, smart cities; forming a Data Center, IOC Operation Center and Innovation Center; developing high-tech industry (added value increases by over 7%/year, processing and manufacturing proportion 18% - 20% GRDP, digital economy accounts for about 23% GRDP); completing 11/22 tasks of institutionalizing the Capital Law 2024;

The Hanoi People's Council passed 6 specialized Resolutions on September 29, 2025 to implement Resolution 57-NQ/TW of the Politburo (specifying policies on: Technology Exchange; Venture Capital Fund; Innovation Center; Sandbox Controlled Testing Model...); initially forming a dynamic area for science and technology development, typically: Hoa Lac High-Tech Park with a scale of 1,582 hectares, attracting 111 projects (about 4.5 billion USD); 199-hectare Biotechnology Park (250 million USD)...; forming an R&D network; implementing "three-house" linkage, expanding international relations, attracting high-tech corporations.

At the same time, we will persistently carry out green development in all fields by synchronously implementing pollution control measures and restoring water resources in rivers and lakes; promoting the classification of domestic solid waste at source, increasing the collection and treatment of hazardous waste with advanced, environmentally friendly technology, combined with energy recovery.

5 groups of solutions to realize the aspiration to develop the Capital

In order to realize the aspiration of developing a green, smart, sustainable capital on the basis of establishing a growth model with science and technology, innovation, and digital transformation as the main driving force; at the same time, focusing on the fields of culture, society, social security, and environment, aiming at the goal of people having a happier life, Vice Chairman of Hanoi People's Committee Truong Viet Dung contributed 5 specific action solutions:

Firstly , institutional breakthroughs, continuing to build specific mechanisms - considering this as the "breakthrough of breakthroughs": Building pilot mechanisms for new technologies, saving energy, reducing emissions, developing renewable energy; continuing to perfect documents implementing the Capital Law 2024, focusing on implementing Resolution 66-NQ/TW of the Politburo; forming science and technology centers, national innovation and startup centers, of international stature in urban development areas in the West and North of the Capital according to the plan...

Second , strongly invest in promoting science and technology, innovation, and comprehensive digital transformation - the main driving force for growth: Increase the investment rate for research and development (R&D) to about 1% of GRDP. Promote the core role of Hoa Lac High-Tech Park. Put into operation 2 Hanoi Software Technology and Information Technology Parks with a scale of 58 hectares, Hanoi High-Tech Biotechnology Park with a scale of 199 hectares; closely linked with the National Innovation Center, research institutes, and universities; continue to lead the country in the Provincial Innovation Index (PII); start construction of a Technology Park with a scale of 460 hectares next to Hoa Lac High-Tech Park; build a number of specialized parks for science and technology, innovation, digital transformation and digital economy with a scale of 300 hectares... The city will implement 105 tasks of developing science and technology and innovation according to Resolution No. 57-NQ/TW of the Politburo: establish a number of high-tech research centers, train about 50,000 high-tech human resources; build a synchronous digital infrastructure system with 100% 5G coverage, IoT platform for 50% of industrial parks and clusters.

Third , promote development momentum from urban economy and urban space; pay attention to protecting the ecological environment, strive to be in the Top 50 of the global prestigious smart city rankings, and develop in the direction of "taking people as the center".

Promote the process of urban renovation and reconstruction in the inner city area, first of all, underground spaces, old quarters, old streets, the area east of Hoan Kiem Lake, and the space around West Lake; build a synchronous infrastructure system along both banks of the Red River, optimally exploiting natural resources and space on both sides of the river, so that the Red River can truly be the "new development symbol" of the Capital.

Deploying urban development models associated with traffic orientation (TOD). Building a Smart Capital model integrating digital government - digital economy - digital society - digital citizens on the platform of "one cloud - one network - one data warehouse"...

Fourth , develop culture, ensure social security at the same pace as economic development - for the happiness of the people: Pay attention to the restoration, embellishment, preservation, and promotion of the value of historical and cultural heritages. Apply technology, build a cultural and artistic database system, connect and integrate synchronously with the national database; digitize and create digital copies of ranked relics, national treasures, documentary heritages, etc., contributing to building the capital into a leading cultural destination in the region.

Develop a medical network and take care of people's health so that each person can have a regular check-up at least once a year. Improve the quality of comprehensive education and training, reach regional and world levels; replicate the smart education model using artificial intelligence, build happy schools with creative models according to Resolution 71-NQ/TW of the Politburo so that Hanoi will become: "Global learning city", "cultural center - a gathering place for science and technology talents, innovation and digital transformation", a place "the capital forever". Strive to lead the country in social security, have a multi-layered, modern, inclusive, flexible and sustainable system...

Fifth , ensure socio-economic development associated with strengthening national defense and security potential, promoting international integration: Building highly dual-use projects; focusing on improving the quality of defense construction; building an increasingly solid defense zone for the City. Maintaining political stability, ensuring security, social order and safety so that people can live, work and contribute with peace of mind.

Innovate thinking, broaden vision, improve the effectiveness of foreign relations and international integration, turn Hanoi into a creative city, a safe and attractive destination in Asia, truly a "Green, smart capital, a place worth visiting and worth living" to practically implement Resolution 59-NQ/TW of the Politburo...
