Regarding the job arrangement of commune-level civil servants after implementing the 2-level local government organization model, Mr. Vu Hai Nam, Director of the Department of Organization and Personnel ( Ministry of Home Affairs ) said that based on the actual situation in the locality and the requirements of key tasks by sector and field at the commune level, the People's Committee at the commune level proactively determines the requirements for specialized training of specialized civil servants in each field accordingly, ensuring good performance of assigned tasks.
At the same time, based on the workload of each group of tasks by sector and field, the People's Committee at the commune level arranges full-time or part-time civil servants to perform assigned tasks, ensuring compliance with the orientation of the civil servant payroll framework at the commune level according to regulations of competent authorities.
Accordingly, during the implementation process, the Ministry of Home Affairs will regularly take the initiative and closely coordinate with ministries, departments, branches and localities to promptly guide and remove difficulties and obstacles, and resolve issues arising from local practices, so that the new organizational model can operate smoothly and effectively.
