(Haiphong.gov.vn) - On April 11, the Central Economic Commission's working delegation worked and surveyed in Hai Phong on the implementation results of resolutions 10, 11, 12 dated June 3, 2017 of the 5th Central Conference (12th term). Comrade Nguyen Duc Hien, Deputy Head of the Central Economic Commission, Head of the Project Editorial Team, was the Head of the delegation.

After 6 years of implementing Resolutions 10, 11, 12, Hai Phong's economy has been operating basically and fully according to the laws of the market economy, with a socialist orientation suitable to each stage of development. The subjects participating in economic activities in the city have coordinated more and more harmoniously, ensuring the process of operation, existence and development, in which: enterprises are the center, the State guides and issues laws, regulations and standards that other subjects must implement, the State inspects and controls the implementation; professional social organizations, residential communities and people have the role of monitoring and criticizing state agencies and enterprises.

Specifically, for Resolution 10 on developing the private economy into an important driving force of the socialist-oriented market economy. Up to now, Hai Phong has 39,891 enterprises, the contribution rate of the private economic sector to GRDP is from 40 - 48%. For Resolution 11 on perfecting the socialist-oriented market economic institution, Hai Phong focuses on economic development associated with cultural and human development, implementing social progress and equity, ensuring social security, protecting the environment, and sustainable development. For Resolution 12 on continuing to restructure, innovate and improve the efficiency of state-owned enterprises, Hai Phong has gradually restructured; divested capital from a number of enterprises; dissolved and bankrupted weak and loss-making enterprises...

Comrade Nguyen Van Tung, Deputy Secretary of the City Party Committee and Chairman of the City People's Committee, proposed that the Central Government have more specific and clear regulations on divestment of State capital in State-owned enterprises.

Comrade Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee, proposed that the Central Government continue to have solutions, perfect the institution for private economic development; study and supplement the digital economic development index for the private economic sector in the period of 2024 - 2030. At the same time, continue to perfect the institution on ownership, develop economic sectors, types of enterprises; have breakthrough policies to remove obstacles, create favorable conditions to support business development; have more specific and clear regulations on divestment of State capital in State-owned enterprises; joint venture enterprises; Party enterprises; simplify the bankruptcy process; allow Hai Phong to study the construction of a Free Trade Zone. Along with that, remove obstacles and difficulties to promote investment, restructuring, innovation and improve the operational efficiency of State-owned enterprises; promote the role of Party organizations, attach importance to inspection and examination work in State-owned enterprises; clearly define the responsibilities of Party committees and heads of Party organizations in state-owned enterprises when losses, damages, violations, etc. occur.

Comrade Nguyen Duc Hien, Deputy Head of the Central Economic Commission, received Hai Phong's opinions, synthesized them, and reported to the Politburo .

Comrade Nguyen Duc Hien, Deputy Head of the Central Economic Commission, acknowledged and highly appreciated Hai Phong's approach in implementing resolutions 10, 11, and 12 on economic development. In particular, it has promoted the role of private enterprises and mobilized many non-budgetary resources for development. At the same time, he requested Hai Phong to analyze and evaluate the advantages, difficulties, and obstacles in current mechanisms, policies, and laws related to the content of each resolution; clarify typical models, good and creative practices in implementing resolutions; adjust and supplement the goals, viewpoints, tasks, and solutions stated in the resolutions; propose and suggest key contents in the draft Conclusion of the Politburo on continuing to implement resolutions in the coming time. The Working Group acknowledged, absorbed, synthesized, and reported to the Politburo the opinions of Hai Phong.

* Previously, on the morning of April 11, the working group conducted a field survey at Thieu Nien Tien Phong Plastic Joint Stock Company and VinFast Trading and Service Company Limited. These are two typical enterprises of Hai Phong, achieving high efficiency in production and business, contributing a lot to the State budget. At the same time, it is the clearest evidence that policies on equitization and private economic development have come into life, becoming an important driving force of the socialist-oriented market economy.
