On the morning of August 28, a working delegation of the Provincial Party Standing Committee led by comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, inspected the implementation of Directive No. 08-CT/TU of the Provincial Party Standing Committee on strengthening leadership and direction in site clearance to serve the implementation of investment projects in the province in Tien Hai district. The delegation included comrades: Pham Van Tuan, member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee; Nguyen Van Giang, member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Committee; Nguyen Quang Hung, member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; and leaders of a number of relevant departments and branches.

After 3 years of implementing Directive No. 08-CT/TU of the Provincial Party Committee Standing Committee, the District Party Committee Standing Committee focused on directing resolutely and determinedly completing the task of site clearance. Awareness and sense of responsibility of all levels, sectors, cadres, civil servants, enterprises, people of all walks of life and land users regarding site clearance work have been enhanced. From understanding the State's regime and policies on site clearance work, the purpose, significance, role, importance and benefits of projects for the economic , cultural and social development in the locality. In particular, the leadership role of the Party Committee, the implementation organization of the government, especially the head in performing site clearance tasks has been gradually improved. The implementation of site clearance work is carried out in accordance with the provisions of law; plans are developed for each project and specific tasks are assigned to departments, sectors and localities.

As a result, from July 2021 to July 2024, Tien Hai district has carried out the clearance of 78 projects, recovered land from 6,241 households and organizations, with an area of 529.6 hectares, of which the site clearance of 58 projects has been completed, the land recovery of 2,361 households and organizations, with an area of 223.6 hectares, with a compensation and support amount of 327.3 billion VND. In particular, 15 projects have been accelerated, shortening the time to complete site clearance, such as the road project from Tien Hai Industrial Park to Tra Ly inland port in Tien Hai town, Tay Ninh , Tay Luong and Dong Quy communes; the planning project of Doai Trung residential area, Tay Phong commune, the infrastructure project of Nghia village residential area, Tay Luong commune; Investment project of the factory producing precast concrete and non-burnt construction materials of Tin Thanh Hung Production and Trading Joint Stock Company in Tra Ly Industrial Cluster... Currently, the district is carrying out site clearance for 20 projects, reclaiming land from 3,880 households and organizations, with a reclaimed area of 306 hectares, of which 147.2 hectares have been cleared, and land from 1,800 households and organizations has been reclaimed. It must be affirmed that the completed projects have changed the face of the countryside, making an important contribution to promoting the economic, cultural and social development of the locality.

Speaking at the inspection, comrade Nguyen Quang Hung, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, said that the site clearance work in many projects is still slow, many long-standing problems have not been resolved promptly; especially, at the project of the No. 3 connecting axis road in Thai Binh economic zone. To continue to effectively implement Directive 08 of the Provincial Party Standing Committee, he requested Tien Hai district to continue to propagate and mobilize people to understand correctly and fully the role, meaning, importance and values that the projects bring to the people, thereby creating consensus and support among the people to urgently carry out site clearance, where the problems are, which stages must be considered to resolve immediately.

Concluding the inspection, the Provincial Party Secretary highly appreciated the active participation of the Party Committee and the Tien Hai District Government in the leadership, direction, and mobilization of the entire political system in implementing site clearance in the past time. However, in addition to the achieved results, he also pointed out a number of shortcomings and limitations related to site clearance for a number of key projects in the district.

The Provincial Party Secretary requested that the Party committees and authorities at all levels of Tien Hai district fully recognize the requirements and importance of site clearance work, especially the implementation of Directive No. 08-CT/TU of the Provincial Party Committee Standing Committee. Focus on immediately resolving existing problems and difficulties with a drastic and urgent spirit, considering each specific case to find solutions to handle backlogs and shortcomings on the basis of strictly complying with legal regulations. Strengthen the implementation of propaganda measures, mobilize people to agree with projects, ensure that projects in the area are accelerated, creating momentum to promote local socio-economic development. Along with the above tasks, Tien Hai district focuses on doing a good job of state management of the environment in industrial parks and clusters...
