BHG - On the morning of April 24, at the large hall of the Provincial People's Committee - Provincial People's Council, the National Assembly Delegation of the 15th tenure of Ha Giang province held a specialized meeting with voters (TXCT) with officials, civil servants, and public employees of agencies, units, and localities to collect opinions on the draft Law projects to be submitted to the 9th Session of the 15th National Assembly. Participating in the meeting were comrades: Ly Thi Lan, member of the Provincial Party Committee Standing Committee, Head of the National Assembly Delegation of the 15th tenure of Ha Giang province; Hoang Ngoc Dinh, Commander of the Provincial Border Guard Command. Also attending were comrade Hoang Van Vinh, Vice Chairman of the Provincial People's Council and leaders of the Party building committees of the Provincial Party Committee, the Provincial People's Committee Party Committee, the Provincial People's Council committees and over 200 voters who are officials of agencies, units, and localities in the province.

At the TXCT session, the 15th National Assembly Delegation of Ha Giang province informed voters of the expected content of the 9th Session's Program and information on amending and supplementing a number of articles of the 2013 Constitution and the main contents of the draft laws related to serving the work of reorganizing the apparatus of the political system.

In the spirit of democracy, voters had 13 recommendations such as: Voters basically agreed with the consultation on the project to arrange administrative units at all levels. However, voters still have concerns about changes when arranging administrative units due to the impact of the distance between communes, affecting the settlement of regimes and administrative procedures for people. Regarding the names of administrative centers of communes, it is recommended to choose names with historical and traditional meanings. Regarding the implementation of policies for cadres who are subject to retirement under Decree 178 and 67 of the Government, many cadres in area 0.7 are of the same age as cadres in area 0.4, but when registering for retirement, they are not entitled to the regime according to the Decree, which affects the results of streamlining the apparatus. In addition, the arrangement of redundant cadres after the merger of communes still has many difficulties, it is recommended that all levels and sectors have specific instructions. The National Assembly Delegation is requested to advise the National Assembly and the Government to have separate regulations for subjects who are not allowed to rent official housing according to the provisions of the Housing Law 2023; At the same time, it is recommended to pilot a number of specific mechanisms and policies on social housing development to meet the housing needs of officials, civil servants and public employees due to the merger of provinces and centrally-run cities.

Responding to voters' opinions and recommendations, Head of the XV National Assembly Delegation of Ha Giang Province, Ly Thi Lan, and leaders of departments, branches and units explained and clarified issues within their authority and summarized opinions outside their authority to submit to the relevant agencies and the upcoming 9th Session of the National Assembly. At the same time, Head of the XV National Assembly Delegation of the province emphasized: This is a key moment, requiring each cadre and party member to uphold the spirit of responsibility, pioneering and exemplary. The consensus, sharing and determination of cadres and civil servants will be an important foundation for the province to overcome the transitional period with the spirit of "leaving no one behind".
