
Fast, timely
In order to provide emergency support to help Dak Lak people stabilize their lives after the flood, Hai Phong city plans to deploy 2 support rounds for Dak Lak province. Specifically, in the first round, the City People's Committee will establish a working group to directly visit, encourage and support the people of Dak Lak province with an estimated budget of 40 billion VND from the city's Natural Disaster Prevention Fund. In addition, the city will support medicine and medical supplies according to the list proposed by the Dak Lak Department of Health and agreed with the Hai Phong Department of Health.
Then, based on the working results of the Working Group, the Vietnam Fatherland Front Committee of the city and socio -political organizations launched a campaign to support people in the Central region to overcome the consequences of floods. In the second phase, departments and branches (including: Finance, Health, Industry and Trade, Agriculture and Environment, Construction, City Police, City Military Command) coordinated with functional agencies of Dak Lak province to develop a plan to support human resources and materials and organize implementation in accordance with regulations, completing the task on November 26, 2025.
According to Director of Hai Phong City Department of Health Le Minh Quang, the health sector has mobilized 2.5 tons of Chloramine, 400,000 water disinfectant tablets and other medicines to handle the aftermath of the storm and flood. Hai Phong City Department of Health has ensured adequate resources to prepare for transportation to Dak Lak to promptly support people in affected areas.
Regarding human resources, the city's health sector will establish a support team of 21 doctors, nurses, and technicians with specialized professional qualifications in disease prevention and control and related medical examination and treatment from Viet Tiep Friendship Hospital and the Center for Disease Control (CDC). With a sense of responsibility, Hai Phong's doctors, nurses, and technicians are ready to depart as soon as there is a proposal from the Dak Lak Provincial Department of Health. The Port City's health sector is also preparing the next human resources when Dak Lak needs more reinforcement and support.
In mid-November, the Hai Phong City delegation also presented 10 billion VND in emergency support funds to the people of Dak Lak province; 10 billion VND to support the people of Gia Lai province to overcome the consequences of storm No. 13.
Previously, working delegations of the Vietnam Fatherland Front of the city directly visited and presented funds to support people in localities heavily affected by rain and floods such as: Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue city, Thai Nguyen, Bac Ninh, Cao Bang, Lang Son..., with a total amount of more than 34 billion VND. The Vietnam Fatherland Front of Hai Phong city transferred 15 billion VND in support funds to localities (Nghe An, Son La, Dien Bien) affected by storm No. 3 (Wipha). These charitable activities demonstrate the responsibility and deep spirit of sharing of the Party Committee, government and people of Hai Phong towards people facing risks, natural disasters and misfortunes.

People participate in response
Responding to the call of the Vietnam Fatherland Front Committee of the city, recently, many businesses, units and philanthropists in the city have proactively contributed funds to support people in the Central region affected by storms and floods. For example: cadres, party members and people of Le Thanh Nghi ward donated more than 2.1 billion VND; Thanh Dong ward supported 1.05 billion VND, Hai Duong ward donated more than 686 million VND; Con Ong Transport Joint Stock Company donated 200 million VND...
Currently, some organizations and volunteer groups in the city such as: SOS An Lao Group, Love Sharing Club... are calling for support: rice, instant noodles, milk cakes, drinking water, common medicines, urgently gathering warm clothes, packing blankets... to send immediately to people in flooded areas.
Venerable Thich Giac Hieu, manager of Hang Pagoda (Do Son Ward) said: Last month, the pagoda organized relief for people affected by natural disasters in Thanh Hoa, Hue... On this occasion, the pagoda continued to coordinate with Tu Dai Doan Club (Kien Thuy area) to mobilize monks, nuns, Buddhists, and philanthropists to donate an amount of 300 - 400 million VND. With the collected amount, it is expected that by December 2025, the pagoda will organize visits and give gifts to people in Dak Lak who suffered heavy losses due to storms and floods, with an amount of 1 million VND/household.
Acknowledging the "golden heart" of the people of the Port City towards the people in the flood-hit areas, comrade Nguyen Duc Tuan, member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the Vietnam Fatherland Front Committee of the city, noted that in order to ensure timely support activities, to the right subjects, and in accordance with actual needs, when organizing relief, volunteer groups need to proactively contact and closely coordinate with the authorities and forces in the receiving localities. Thereby, ensuring the support work is safe, public, transparent, and in accordance with regulations, without loss or waste of resources, with the meaning of sending the whole heart of the city's people towards the people in the flood-hit areas.
