Working session scene
According to the report at the working session, after completing the arrangement of administrative units and officially putting the 2-level local government model into operation from July 1, 2025, the People's Committee of Gia Lai province issued the Administrative Reform Plan (ARRP) of Gia Lai province in 2025, ensuring the right time and full contents and fields according to the guidance of the Ministry of Home Affairs . The plan has identified a list of 34 key tasks of administrative reform in the last 6 months of the year of the province; to date, the province has deployed and completed 22/34 tasks. Regarding the implementation of tasks assigned by the Government and the Prime Minister, from January 1, 2025 to present, the Government and the Prime Minister have assigned Gia Lai province a total of 86 tasks; to date, the province has handled and completed 82 tasks on time, and 4 tasks are being handled within the deadline.
The whole province currently has 2,205 administrative procedures, of which: 1,876 are at the provincial level, 415 are at the commune level and 86 are implemented at both levels. 100% of administrative procedures at the provincial and commune levels are made public on the National Database of Administrative Procedures and have completed the development of internal procedures and established electronic procedures on the Information System for handling administrative procedures in accordance with regulations.
Implementing the one-stop, one-stop mechanism, from July 1, 2025 to September 30, 2025, the whole province received 365,855 records; of which, 342,183 records were resolved and returned results, 23,584 records are being resolved; the rate of administrative procedure records resolved before and on time reached 97.5%. Regarding online public service indicators, up to now, Gia Lai province has provided 877 full-process online public services, reaching 85.7% of the total number of qualified public services; the number of online public services generating online records reached 100% of the total number of online public services generating records. The rate of online application process reached 93.6%, the rate of online payment reached 70%, the rate of digitization of input application components reached 99%, the rate of electronic result issuance reached 95%, and the rate of exploitation and reuse of digitized information reached 67%.
The inspection and supervision of administrative reform are focused on, periodic inspections are organized, and regular activities are maintained to evaluate the implementation results, monitor and grasp the implementation situation of agencies, units and localities. The reform of the state administrative apparatus and the reform of the civil service system are focused on. Information and propaganda on administrative reform and propaganda and dissemination of legal education are promoted in many forms and with rich and diverse contents.

At the working session, representatives of departments and branches of Gia Lai province made recommendations related to the application of information technology in the management and measurement of cadastral maps; simplifying procedures related to certification; supporting connection, statistics of data received, processing, and completing records for procedures such as: Resolving Unemployment Benefits, Suspension of Unemployment Benefits, Continuing Unemployment Benefits, serving reporting and statistics work at the local level;....
Speaking at the working session, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Pham Anh Tuan respectfully accepted the opinions of the Inspection Team, affirming that the province will continue to promote the achieved results, effectively operate the two-level government, arrange and assign officials according to job positions, increase the number of officials at the grassroots level, ensure the synchronous operation of the administrative apparatus, and serve the people and businesses well. He also expressed his wish to continue receiving the attention and support of the Ministry of Home Affairs in the process of implementing administrative reform and operating the two-level local government in the coming time.
Concluding the working session, Deputy Minister of Home Affairs Nguyen Van Hoi highly appreciated the efforts and comprehensive results of Gia Lai province in administrative reform work in recent times. He affirmed that Gia Lai is one of the localities that has performed very well in administrative reform work and has achieved many positive results.

Regarding the tasks in the coming time, the Deputy Minister of Home Affairs suggested that the province orientate the construction of a unified commune-level government model; have a plan to handle surplus assets after the merger; strive to achieve 100% of administrative procedures meeting the conditions to provide full online public services. Strengthen information, propaganda, and dissemination of effective models in the operation of two-level local governments. Pay attention to arranging and assigning commune-level officials and civil servants to vacant positions; focus on training and fostering human resource development. Implement innovation, digital transformation, taking people as the center and driving force for development; at the same time, research and deploy policies and mechanisms to improve the lives of the people and the contingent of officials, civil servants, and public employees.
Regarding the province's proposals and recommendations, he said the Inspection Team will record and consider resolving issues under the authority of the Ministry of Home Affairs as well as synthesize reports for the Government's Steering Committee for Administrative Reform to consider and resolve./.
