On the morning of November 23, the National Assembly discussed in groups the draft Law on Management and Investment of State Capital in Enterprises. Prime Minister Pham Minh Chinh clearly stated his views on the need to change the mindset of managing and operating state-owned enterprises to suit the new development trend. According to the Prime Minister, innovation in thinking is a core factor in promoting sustainable development and improving the operational efficiency of these enterprises.

Speaking at the discussion, Prime Minister Pham Minh Chinh said that in the context of the country's strong transformation, innovation in thinking is not only an urgent requirement but also the main driving force for development. "Thinking is a resource, a vision, a driving force for development. Only when we have the right thinking can we encourage creativity, innovation and achieve success," the Prime Minister emphasized. This also means that there must be clear legal regulations to help agencies, organizations and individuals carry out their responsibilities accurately and effectively, thereby promoting innovation in all fields.
According to the Prime Minister, the goal of building a rich, powerful, prosperous country and a happy, prosperous people, as mentioned by General Secretary To Lam, can only be achieved if all sectors of society, including state-owned enterprises, change their thinking, working methods and management. It is necessary to "promote what has been done well, overcome weaknesses, remove obstacles and overcome challenges," the Prime Minister affirmed.
One of the issues that the Prime Minister paid special attention to was that the operations of state-owned enterprises must strictly comply with market rules, including value, supply and demand, and competition. According to the Prime Minister, it is impossible to continue maintaining administrative intervention measures in the operations of state-owned enterprises, because this will lead to market distortion and affect sustainable development.
"State-owned enterprises must operate according to market mechanisms, without administrative intervention as before. We must ensure that these enterprises can integrate internationally and operate effectively, in accordance with Vietnam's conditions," the Prime Minister emphasized.
The Prime Minister also shared that although the current state enterprise management model is not yet complete, research, reform and expansion must be carried out gradually, without haste or perfectionism. This adjustment must be based on the reality of the economy and the scale of the country, and at the same time, unnecessary administrative intervention must be avoided.
Need to boldly decentralize and delegate authority in business management
Prime Minister Pham Minh Chinh also said that it is necessary to boldly decentralize and delegate authority in the management of state-owned enterprises, especially in deciding on business plans. The Prime Minister said that the Board of Directors (BOD) of enterprises must take full responsibility for preserving and developing capital, and fighting waste and negativity.
"The Government cannot replace the Board of Directors. The Government and management agencies should only provide tools for orientation, inspection and supervision, but should not interfere too deeply in their decisions. We must delegate authority to competent agencies to make decisions and take responsibility, which will help improve efficiency and creativity in work," the Prime Minister emphasized.
In addition, the Prime Minister also emphasized that in the process of evaluating the performance of a business, we should not only look at each small task but also evaluate the overall value. For example, in a series of assigned tasks, if 7-8 tasks are completed well, even though 1-2 tasks do not meet the requirements, but the "overall is still positive" is to preserve and develop capital, this needs to be recognized and evaluated properly.
Finally, the Prime Minister said that it is necessary to overcome the situation of wasting time and cumbersome administrative procedures, which hinder creativity and work efficiency. "Time is money, if we keep fumbling, we will miss opportunities. We need to empower competent agencies to decide, design and implement laws, and not let everything follow lengthy administrative procedures," the Prime Minister emphasized.
The Prime Minister also pointed out that private enterprises often operate quickly and efficiently because they do not have to bid too much and can be flexible in handling work. This shows that once the processes and regulations are clear, enterprises will be free to promote their creativity and contribute to the overall development of the economy.
“For the country to develop, state-owned enterprises must change their thinking, comply with market rules and boldly decentralize and delegate power. At the same time, management agencies need to create a clear and fair legal environment so that enterprises can operate effectively, without being hindered by complicated administrative procedures. Along with that, it is necessary to evaluate the overall performance of enterprises to ensure sustainable development and bring long-term value to the country,” Prime Minister Pham Minh Chinh affirmed.
