
Also attending were leaders of ministries, branches, localities, international delegates, experts and more than 500 large, medium and small enterprises to discuss and reach a consensus on new actions to realize the best values and goals that ViPEL has built.
This is a key event of the Vietnam Private Economic Panorama (ViPEL) model that began with Committee-level meetings of key economic sectors, demonstrating the spirit of “Public-private nation-building” between the private sector and the Government , ministries, branches and localities. This is the spirit of “three together”: the State and enterprises have the same goal of nation-building, work together, and share responsibility.
Implementing the direction of Resolution 68-NQ/TW of the Politburo on private economic development, after many months of preparation, the Private Economic Research and Development Board (Board IV of the Prime Minister's Advisory Council for Administrative Procedure Reform) and a team of typical large, medium and small entrepreneurs in the economy have proactively gathered forces, built the ViPEL model, initially gathered the core forces of economic sectors, tightly organized into the Executive Council and 4 specialized Committees. The diverse structure, from large to small, in all scales and fields, linked according to the industry development goals, has created a Vietnamese ecosystem ready to act to focus on mastering core competencies in the economic development process.

With the desire to "work together" with the State, ministries, branches and localities, at the meetings on October 10, more than 500 businesses participating in 4 sessions of the Committee and the Women Entrepreneurs Forum under the ViPEL model identified "big problems", growth/breakthrough room of industry groups and proposed projects with the spirit of "Public-private cooperation to build the nation", with the desire to pilot new ways of doing things and spread positive values.
At Committee 1 on emerging technologies and innovation, a Low-Altitude Economic Alliance (LAE) with 10 representatives of enterprises, institutes, and schools of emerging technologies was formed. At Committee 2 (infrastructure and competitive industries), large-scale projects on the world maritime center in Ho Chi Minh City, offshore wind power in the South... were proposed to shape the private sector leading team in key infrastructure projects, solving national problems.

At Committee 3 on Manufacturing Industry, the “Vietnam Supporting Manufacturers Alliance” consisting of many large industrial manufacturing enterprises and business associations was established to increase the localization rate in the manufacturing industry through close association and optimization of production and business processes...
Meanwhile, Committee 4 (Resource and Service Development) is joining hands to create projects to improve the quality of service sectors with the criterion: "Making Vietnamese people happier, smiling more" through the form of public-private partnership.

In order for the ViPEL initiative and the spirit of "three together" to be brought into life in a practical way and create value, based on the initial proposal of Board IV and the founding team of entrepreneurs, the ViPEL Executive Board recommends that the Prime Minister assign relevant ministries and branches to advise on the mechanism or method of piloting the "Public-private nation-building" cooperation model.
This will open up opportunities and move towards a legal basis to allow pilot implementation of difficult and new mechanisms: such as applying specific mechanisms in selecting investors, assigning leadership to reputable domestic enterprises for national and local strategic projects, along with conditions on goals, responsibilities and transparent supervision, eliminating the "ask-give" mechanism.

Speaking at the event, Prime Minister Pham Minh Chinh emphasized that in the exciting atmosphere of commemorating the 80th anniversary of President Ho Chi Minh sending a letter to the industrial and commercial community of the whole country; welcoming the Vietnamese Entrepreneurs Day on October 13, the Prime Minister attended this event with the spirit of "3 together": Sharing thoughts and visions together; Working together, enjoying together, winning together and developing together; Sharing joy, happiness and pride together.
The Prime Minister is happy that Committee IV “talks and acts”; happy that the atmosphere at the event makes our hearts warmer; our minds more creative, our thoughts stronger; our confidence is strengthened; our determination to develop the country faster, greener, more sustainably, and higher; our smiles are brighter.

On behalf of General Secretary To Lam, Party, State and Government leaders, the Prime Minister respectfully sends best wishes to entrepreneurs and businesses across the country and the Vietnamese business community abroad.

The Prime Minister stated that the Vietnamese private economic sector has been affirming its role as one of the important driving forces of the socialist-oriented market economy, demonstrated in the following aspects: Making an important contribution to promoting economic growth, creating jobs, livelihoods, income, improving people's lives, ensuring social security; promoting international integration; making an important contribution to the cause of building, defending the Fatherland and developing the country.

The Prime Minister pointed out that looking back at 40 years of Doi Moi, there are three pillars: eliminating bureaucracy and subsidies; implementing economic sectors and economic integration. The results are that agriculture helps the country escape poverty and export rice; industry and foreign investment help us escape the middle-income trap; science and technology, innovation and digital transformation will help us become a high-income developed country. From there, we are proud and confident to move forward.
The Prime Minister believes: "With this momentum, we will certainly achieve the set target; clearly stating that growth is the most important indicator in economic development, contributing to increasing the scale of the economy and increasing GDP per capita. This is a difficult target but nothing is impossible. The third quarter was very difficult, with 8 storms, and 4 storms in September, "storm after storm, flood after flood", but with high determination in the spirit of "The Party has directed, the Government is unified, the National Assembly agrees, businesses accompany, the people support, the Fatherland expects, then only talk about doing - not about retreating", up to now, we have achieved economic growth in the third quarter of 7.85%. If there are no major fluctuations, it is likely that we will achieve growth of over 8% this fourth quarter, thereby completing the growth target for the whole year. The more difficult goals and tasks we set, the more determined we will be, the greater our efforts, the stronger our actions will be with the spirit of "the more pressure, the more efforts". This is the core culture of our nation that has been proven in any historical circumstances."
The Prime Minister expressed his joy at feeling the determination to develop at this event; believed that the ViPEL mechanism would be successful; and hoped that the business community and entrepreneurs would implement the "3 pioneers":
Firstly, to be a pioneer in contributing to the realization of the country's two 100-year strategic goals: by 2030, becoming a developing country with modern industry and high average income; by 2045, becoming a developed country with high income. Linking the development goals of enterprises and entrepreneurs with the goals of the nation.
Second, be a pioneer in the patriotic emulation movement, demonstrated by each enterprise, each entrepreneur, each person having a "measurable" and quantifiable product each year, contributing to making the country strong and prosperous, improving the material and spiritual life of the people.
Third, pioneer in implementing equality, fairness, social progress, social security, leaving no one behind.
Two “Growing Strong”: One is to grow stronger beyond oneself, beyond one’s own limits to develop faster and stronger; go straight into science and technology, innovation, and develop green economy, digital economy, creative economy, and circular economy. Two is to grow stronger in the process of international integration to compete equally and fairly with businesses around the world; be ready to effectively participate in global value chains with the spirit of diversifying markets, products, and supply chains to contribute to overcoming difficulties in the context of the current fierce political, international security, and strategic competition situation in the world.
The Prime Minister requested that we must look far and wide, think deeply and do big; reach out to the ocean, go deep into the earth, and fly high into space. Enterprises must grow strong, do well, master and effectively exploit the sky, the ocean, and the earth.
With three “Pioneers” and two “Strong”, the Prime Minister is optimistic and believes that the private business community will successfully carry out a consistent goal and mission assigned by the Party, the State and the people: “The private economy is the most important driving force of the national economy”, combining harmoniously and effectively with the state economy as the main force, contributing to bringing the country into a new era of prosperity, civilization and happiness.
The private economy is the most important driving force of the national economy, together with the state economy, playing a leading role in building an independent, self-reliant, self-reliant economy, ensuring economic security, enhancing national competitiveness associated with deep international integration. The Prime Minister hopes that entrepreneurs and enterprises will join in “Solidarity-Discipline-Creativity-Prosperity-Development-Sustainability”, further promoting the pioneering, innovative, creative and connecting role, not only enriching their businesses and industries but also enriching society and the country, helping people, ensuring equality, progress and social justice, leaving no one behind.
Closing the Conference, the Prime Minister gave the Conference the following 20 words: "Constructive State - Pioneering Entrepreneurs - Public and Private Partnership - Strong Country - Happy People".
