Lesson 4: Improving people's quality of life

The socio -economic development goals and solutions set by the Da Nang City Party Committee all aim at the highest goal of improving people's quality of life.

Among them, focus on developing a synchronous, closely linked, harmonious and equal socio-cultural development with economic development, building a city rich in identity and humanity.

Promote education and human resource development

The 1st Congress of the Da Nang City Party Committee set the goal of synchronously implementing innovative solutions, improving the quality of education and training, ensuring at least 20% of the total budget for education and training associated with promoting socialization and international integration; gradually making English the second language.

The city has determined to invest synchronously and complete the education and training network, both public and non-public. The rate of trained workers with degrees and certificates will reach 37-40%.

According to Ms. Nguyen Thi Bich Thuan, Director of the Department of Education and Training of Da Nang City, with the goal of building a learning city, an education and training center of the whole country, Da Nang continues to improve the network of schools and modern educational facilities; improve the quality of teachers and educational managers; apply modern technology in management and teaching...

To ensure fairness in enjoying achievements in education and training, the city prioritizes developing education and training in rural, mountainous and border areas; in which, reviewing and planning the school network in accordance with the specific conditions of each locality.

The city invests in consolidating schools and equipment; prioritizes the construction of boarding and semi-boarding school models for ethnic minority and highland students; and has policies to support teachers and educational administrators in mountainous and particularly disadvantaged areas.

Standing Vice Chairman of the People's Committee of Da Nang City, Ho Ky Minh, emphasized that in order to build Da Nang into a dynamic and creative development center of the region and the world, it is necessary to attract and develop high-quality human resources.

Among them, the city focuses on building and implementing start-up and innovation programs at educational institutions; regular training, coaching and fostering programs at home and abroad for civil servants, public employees and private sector subjects.

The city needs to connect and attract innovation experts to work and live in Da Nang; connect to form research groups, Da Nang and international students to solve challenging problems, participate in competitions and innovation activities.

Mr. Ho Ky Minh informed that the city continues to promote investment in human resources to serve the local Vietnam International Financial Center and the Free Trade Zone.

Specifically, Da Nang promotes research on forms of cooperation with international universities, organizations, and financial associations to integrate international professional certificates; strengthen bilingual teaching, update global curriculum, and build financial clubs/forums.

The city applies a variety of mechanisms, incentives, working conditions, housing and visas to attract international managers, financial experts and high-quality human resources.

Developing tourism associated with preserving cultural identity

In the 2025-2030 term, Da Nang sets the goal of continuing to build a cultural and civilized urban lifestyle, rich in humanity, healthy behavior in the digital environment; forming unique identity values, consistent with the traditions, history and culture of Quang people.

Mr. Nguyen Manh Ha, Director of the Department of Ethnic Minorities and Religions of Da Nang city, stated that after the merger, the city has more than 161,000 ethnic minorities, accounting for 5.5% of the city's population, including 4 long-standing ethnic groups including Co Tu, Xe Dang, Gie-Trieng and Cor.

Ethnic minorities have a unique culture, passed down through many generations with high material and spiritual values. Each ethnic group has its own cultural nuances; contributing to creating a rich and diverse cultural appearance, imbued with national identity.

Da Nang has formed many unique eco-tourism spots such as Bho Hoong Village, DhRoong Village, Dong Giang Heaven Gate, Tay Giang Cinnamon Peak, Bh'noong Cultural Conservation Tourist Area, Cao Son Community Tourism Village, Ta Lang-Gian Bi Community Tourism Village...

The locality continues to promote the role of ethnic minorities in linking cultural preservation with sustainable livelihood development. The city carries out cultural preservation in parallel with livelihood development to bring benefits to the community; cultural heritage must live in the true sense in ethnic minority communities. Da Nang will focus on investing in restoring and recreating traditional festivals that both ensure the folk nuances and identity of each ethnic group and contain modern elements in community activities.

Ms. Truong Thi Hong Hanh, Director of the Department of Culture, Sports and Tourism of Da Nang city, shared that the locality possesses many unique types of folk culture with 2 world cultural heritages, 1 representative intangible cultural heritage of humanity (UNESCO), 1 documentary heritage belonging to the Memory of the Asia-Pacific Program, 26 intangible cultural heritages on the national list, 4 special national relics, 84 national relics, 475 city-level relics.

Many heritage and craft village tours have been built and upgraded, gradually forming a chain of cultural industrial products bearing strong local imprints.

Exploiting heritage values combined with traditional art products such as: Hat Ba Trao, Ho Hat Bai Choi, Tuong performances, traditional craft performances in tourism tours have contributed to transforming cultural values from preservation to highly creative and economic products.

According to Ms. Truong Thi Hong Hanh, the locality has identified goals and orientations for developing cultural industries in the city's planning; at the same time, it has made efforts to build Da Nang into a "creative city" in the UNESCO network.

Improve people's lives

The Resolution of the 1st Congress of the Da Nang City Party Committee set the target: the growth rate of gross regional domestic product (GRDP) in the period of 2026-2030 will reach an average of 11%/year or more; GRDP per capita will reach 8,500 USD/person.

According to Secretary of the Da Nang City Party Committee Luong Nguyen Minh Triet, this is a big goal that requires strong determination from the entire political system in the coming years.

Immediately after the Congress, each Party committee, Party organization, each cadre, Party member and citizen needs to urgently grasp and widely propagate the Congress Resolution and the Action Program to implement the Resolution; promptly put the Resolution into life with specific and practical actions; create clear, comprehensive and synchronous changes in all areas of political, economic, cultural and social life.

In particular, each member of the Executive Committee, Standing Committee of the City Party Committee and Standing Committee of the City Party Committee must truly set an example and be a pioneer in action; demonstrate courage and determination in leadership and direction; be close to the grassroots, understand the thoughts and aspirations of the people; flexibly apply the Party's guidelines and policies, the State's policies and laws into practice.

Units and localities together focus on removing difficulties, grasping and effectively exploiting opportunities, especially specific policy mechanisms and new development drivers to make the city develop quickly, strongly and sustainably, worthy of the trust and expectations of the Central Government, cadres, party members and people of the whole city.

Speaking at the 1st Da Nang City Party Congress, Politburo member and Standing member of the Secretariat Tran Cam Tu believed that the Party Committee, government and people of Da Nang City will continue to promote the glorious revolutionary tradition, solidarity, unity, join hands and unite to continue to promote the innovation process, successfully carry out and excellently complete the goals and tasks set out by the 1st Da Nang City Party Congress.

Standing member of the Secretariat Tran Cam Tu suggested that Da Nang continue to make efforts and strive to join the group of globally competitive cities; have the aspiration to turn the city into a center of science, technology, international trade, service-tourism, finance and technology with developed transport and digital infrastructure.

The city built here deserves to be the regional nucleus, promoting the pivotal role of a growth pole with high spillover effects to localities in the region and the whole country.

Most importantly, the Standing Secretariat believes that it is necessary to concretize and realize the orientation and numbers in the Resolution into reality with the core and consistent goal of stabilizing, developing and constantly improving people's lives, all for the prosperous and happy life of the people./.
