Investigate signs of violations by Vo Ha Linh.
On the afternoon of May 16th, in an interview with a reporter from the Industry and Trade Newspaper, Mr. Tran Huu Linh, Director of the Department of Domestic Market Management and Development ( Ministry of Industry and Trade ), stated that, in accordance with the directives of the Ministry of Industry and Trade's leadership regarding a consumer complaint against Ms. Vo Ha Linh (also known as TikToker Vo Ha Linh) for engaging in predatory pricing practices and violating the law, thereby harming investors, the department has taken action.
"Immediately after receiving instructions from the Ministry of Industry and Trade, the Department of Domestic Market Management and Development issued a document requesting the Ho Chi Minh City Market Management Sub-Department to expedite the inspection and handling of violations related to the complaint concerning Ms. Vo Ha Linh," said Mr. Tran Huu Linh, Director of the Department of Domestic Market Management and Development.
Previously, a consumer filed a complaint regarding TikToker Vo Ha Linh's unusually deep discounts during livestream sales, selling products significantly below market prices, even below the manufacturer's or distributor's listed prices. This behavior is considered to not only disrupt market pricing but also affect the rights of legitimate investors and distributors.
Specifically, in the complaint, consumers cited an example from a livestream on March 15, 2025, where Ms. Vo Ha Linh advertised a sleeping mask for only 367,500 VND (after applying a discount code), while the market price of the same product was reportedly 1,880,000 VND. This price was less than one-fifth of the listed price, causing confusion among consumers and official distributors alike.

Furthermore, TikToker Vo Ha Linh is also accused of encouraging consumers to hoard goods, claiming that "e-commerce platforms are about to increase fees at the beginning of April 2025." This call to action was publicly posted on Vo Ha Linh's personal Facebook page but was later removed, further raising suspicions about the transparency of the information.
In addition, according to this consumer's feedback, during live streams on social media, Vo Ha Linh also showed signs of arbitrarily reducing prices by more than 70% compared to the market price (based on the listed price published by the manufacturer/distributor).
Clarify responsibilities for providing product information.
According to sources from the National Competition Commission, regarding consumer protection laws, based on recorded information, Ms. Vo Ha Linh can currently be considered an influential person as defined by law. Regarding competition law, there is currently insufficient basis to consider and apply the provisions of the Competition Law to the allegations of dumping in this case.
"However, based on the provisions of the Law on Consumer Rights Protection, Ms. Vo Ha Linh's responsibility in fulfilling her duty to provide information about products and goods to consumers can be considered and assessed. This includes, in particular, information about the origin, quality, and price of the products," a source from the National Competition Commission stated.

Lawyer Truong Quoc Hoe (Hanoi Bar Association) stated that selling goods at prices 50-70% lower than the market price is a clear indication that authorities need to investigate thoroughly. According to lawyer Truong Quoc Hoe, in a market economy , promotions are normal activities. However, if the price reduction is prolonged, systematic, and lacks transparency regarding the source of goods, it could very well constitute predatory pricing.
“Price dumping not only affects legitimate businesses but also distorts competition and threatens the stability of the consumer market. In the case of TikToker Vo Ha Linh, if she did indeed sell below cost or below market price in an unusually low manner, the origin of the goods needs to be traced and the business motive proven. Specifically, authorities must verify where the goods were imported from, whether there are legitimate invoices and documents, and why they are so cheap,” lawyer Truong Quoc Hoe analyzed.
Lawyer Truong Quoc Hoe also emphasized that allowing predatory pricing on social media would create serious inequality in the business environment, erode consumer trust, and disrupt the legitimate e-commerce ecosystem.
In late March 2025, the Vietnam Consumer Protection Association (Vicopro) sent a document to relevant authorities requesting a review of the online sales activities of KOLs and KOCs. Among them, Vo Ha Linh (Ha Linh Official channel) was mentioned in connection with allegations of predatory pricing, supplying substandard goods, and encouraging people to hoard merchandise. On the evening of March 30th, on Vo Ha Linh's official verified personal page, the Ha Linh Official team issued a statement affirming their commitment to transparency in livestreaming sales activities on e-commerce platforms and always prioritizing consumer rights. |
