Urging to check and reflect Vo Ha Linh livestreaming selling goods at dumping prices

The Department of Domestic Market Management and Development urged the Ho Chi Minh City Market Management Department to check the reflection of TikToker Vo Ha Linh selling goods at dumping prices.

Check for signs of violation by Vo Ha Linh

On the afternoon of May 16, speaking with a reporter from the Industry and Trade Newspaper, Mr. Tran Huu Linh, Director of the Department of Domestic Market Management and Development ( Ministry of Industry and Trade ), said that, implementing the direction of the Ministry of Industry and Trade's leaders regarding the case of a consumer reporting that Ms. Vo Ha Linh (aka TikToker Vo Ha Linh) during the sales process on social networking platforms showed signs of dumping goods, violating the law, causing harm to investors.

“Immediately after receiving the direction from the Ministry of Industry and Trade, the Department of Domestic Market Management and Development sent a document requesting the Ho Chi Minh City Market Management Department to urge the inspection and handling of violations related to the reflection on Ms. Vo Ha Linh,” informed Mr. Tran Huu Linh, Director of the Department of Domestic Market Management and Development.

Previously, a consumer filed a complaint about TikToker Vo Ha Linh showing signs of unusually deep discounts during livestream sales, selling significantly lower than market prices, even lower than the listed prices of the manufacturer or authorized distributor. This behavior is said to not only disrupt market prices but also affect the rights of investors and legal distributors of goods.

Specifically, in the complaint, the consumer cited the example of the livestream session on March 15, 2025, where Ms. Vo Ha Linh advertised a sleeping mask product for sale at only VND 367,500 (after applying the discount code), while the market price of this product is said to be up to VND 1,880,000. This price is less than 1/5 of the listed price, causing confusion for consumers as well as official distributors.

In addition, TikToker Vo Ha Linh was also accused of calling on consumers to buy goods with the reason that "e-commerce platforms are about to increase fees in early April 2025". This call-to-action post was once publicly posted on Vo Ha Linh's personal Facebook but was later removed, raising further doubts about the transparency of the information.

In addition, according to this consumer's feedback, in livestreams on social networks, Vo Ha Linh also showed signs of arbitrarily reducing prices by more than 70% compared to the market (based on the listed price announced by the manufacturer/distributor).

Clarify responsibility for providing product information

According to the National Competition Commission, regarding the law on consumer rights protection, according to the recorded information, Ms. Vo Ha Linh can be considered an influential person according to the regulations. Regarding competition law, there is currently no sufficient basis to consider and apply the provisions of the Competition Law to the reflection on dumping behavior in the case.

“However, based on the provisions of the Law on Consumer Protection, it is possible to consider and evaluate Ms. Vo Ha Linh’s responsibility in providing information about products and goods to consumers. In particular, information about the origin, quality and price of the product is prominent,” a source from the National Competition Commission informed.

Lawyer Truong Quoc Hoe (Hanoi Bar Association) commented that selling goods at prices 50-70% lower than the market price is a clear sign that needs to be thoroughly investigated by the authorities. According to lawyer Truong Quoc Hoe, in a market economy , promotions are normal activities. However, if the price reduction behavior is prolonged, systematic and the source of goods is not transparent, it is very likely an act of dumping.

“Dumping not only affects legitimate businesses but also distorts competition, threatening the stability of the consumer market. In the case of TikToker Vo Ha Linh, if there is indeed an unusual sale below cost or below market price, it is necessary to trace the origin of the goods and prove the business motive. In particular, the authorities must clearly verify where the goods were imported from, whether there are legal invoices and documents, and why they are so cheap?”, lawyer Truong Quoc Hoe analyzed.

Lawyer Truong Quoc Hoe also emphasized that if the phenomenon of dumping goods on social networks is allowed to continue, it will create serious inequality in the business environment, erode consumer trust and disrupt the legitimate e-commerce ecosystem.

At the end of March 2025, the Vietnam Association for Consumer Protection (Vicopro) sent a document to the authorities requesting to review the online sales activities of KOLs and KOCs. In particular, Vo Ha Linh (Ha Linh Official channel) was mentioned with reports of dumping, providing poor quality goods and calling on people to stockpile goods.

On the evening of March 30, on the official personal page with a blue tick of Vo Ha Linh, the Ha Linh Official team spoke up, affirming their commitment to transparency in livestream sales activities on e-commerce platforms and always putting the interests of consumers first.
