
In reality, in areas where religious activities are conducted within the framework of the law and linked to civic responsibilities, a solid foundation is created for the development of the community.
In many parishes and sub-parishes, the dissemination of the Party's guidelines and policies, and the State's laws and regulations on belief and religion is carried out regularly through religious activities, village meetings, and encounters and exchanges between government representatives and religious leaders and officials.
For example, in Ninh Cuong commune, where over 74% of the population are Catholic, with 8 parishes and 19 sub-parishes, the local Party committee and government regularly and seriously implement the Law on Beliefs and Religions, ensuring the people's right to freedom of belief, while emphasizing the responsibility to comply with the law in religious activities.
As a result, this has created positive changes in the awareness and actions of religious leaders, officials, and parishioners, ensuring that religious activities comply with the law and contribute to maintaining political security and social order in the area.
Alongside religious activities, movements to build a cultured way of life, create "peaceful parishes and communities," and establish "exemplary Catholic families" are implemented comprehensively. Parishioners actively participate in environmental protection, maintaining a bright, green, clean, and beautiful landscape, adhering to community regulations, and remaining vigilant against harmful and malicious information, preventing hostile forces from exploiting religious issues to incite unrest and divide the community.
Currently, the entire commune has 42 Catholic Party members participating in the Fatherland Front Committee and its member organizations, and 91 influential figures among the Catholic community. In 2025 alone, the commune's Party Committee admitted 7 outstanding Catholic individuals into the Party, contributing to strengthening the Party's leadership role at the grassroots level.
Through dialogue conferences and interactions with voters, the legitimate concerns and aspirations of Catholic compatriots are listened to, compiled, and addressed promptly. This further strengthens the people's trust in the Party committees and government, creating high levels of consensus in implementing socio-economic development tasks, especially in building advanced new rural areas.
In Xuan Truong commune, a newly established administrative unit since July 2025, over 41% of the population are Catholic, and it is home to the Bui Chu Bishopric and a large-scale system of religious facilities. Given this unique characteristic, the commune's Party committee and government have always identified leveraging religious resources as one of the key drivers for local development.
Catholic parishioners in the area actively participate in patriotic emulation movements, building a cultured way of life, practicing civilized customs in weddings, funerals, and festivals, participating in environmental protection, and maintaining security and order. Humanitarian and charitable activities, promoting education, and providing healthcare for the people are widely implemented, with many religious establishments becoming shining examples in social welfare work, contributing to strengthening the unity between Catholics and non-Catholics.
Xuan Duc Parish in Xuan Truong Commune is a vivid example of the effectiveness of leveraging the internal strengths of the Catholic community. With over 1,200 households and 4,300 inhabitants, 100% of whom are Catholic, the parish has clearly identified building a new rural area as its own responsibility.
With the consensus of village officials, religious leaders, and all parishioners, many welfare projects have been invested in and upgraded through social mobilization: village main roads, field roads, lighting systems, security cameras, sports facilities, and recreational areas. The church grounds have been renovated to harmonize with the overall new rural planning, maintaining the solemnity of the religious institution while contributing to the beautification of the general landscape.
Beyond infrastructure development, Xuan Duc parish also focuses on promoting education, nurturing talent, and social welfare. Each year, the parish allocates 50-60 million VND to reward outstanding students; and mobilizes hundreds of millions of VND to care for the poor and vulnerable, spreading the spirit of charity and sharing within the community. These concrete results at the grassroots level affirm the positive role of the Catholic community in the overall development of the province.
According to a report by the Provincial Catholic Solidarity Committee, in recent years, Catholics in the province have donated more than 180 hectares of agricultural and residential land, contributing billions of dong to build infrastructure such as transportation, lighting, cultural centers, schools, and health stations. Throughout the province, 895 parishes and communities have been recognized as "Advanced Parishes/Communities," and 151,782 families have been awarded the title of "Exemplary Catholic Family."
Mr. Tran Van Nghiep, Permanent Vice Chairman of the Provincial Catholic Solidarity Committee, emphasized: "These results show that when Catholic compatriots effectively promote the spirit of living a 'good life and a beautiful faith,' connecting religion with life, they will become an important resource in building new rural areas, maintaining social stability, and developing the province's socio-economic development."
The vibrant reality in Catholic rural areas shows that when the people's trust is strengthened, Catholic compatriots are always an active and responsible force in building and developing their homeland. The face of the countryside is becoming increasingly beautiful, the material and spiritual lives of the people are constantly improving, and the great national unity is firmly consolidated.
The transformation of Catholic parishes today is compelling evidence of the effectiveness of the Party and State's correct policies on religious affairs; at the same time, it affirms the important role and position of Catholic people in the cause of socio-economic development and building a prosperous, beautiful, and civilized homeland.
