- Since the beginning of 2025, in districts and cities in the province, there has been a sudden increase in the number of land administrative procedure (TTHC) records, due to people's desire to complete the procedures before the district-level model ends from July 1, 2025. The Provincial Land Registration Office (LDRO) under the Department of Agriculture and Environment and district-level branches have been "concentrating efforts" to resolve this situation, ensuring people's rights.
According to statistics from the Provincial Land Registration Office, the province has received over 17,600 land administrative procedure records since the beginning of the year, of which over 14,500 records have been resolved and results returned. The districts of Huu Lung, Chi Lang, Cao Loc, Loc Binh and Lang Son city have the highest number of records, from 10% to 40% compared to the same period. Currently, the province still has about 3,080 records being resolved. The districts with the largest backlog are Huu Lung (811 records), Lang Son city (625 records), Chi Lang (310 records), Bac Son (270 records) and Cao Loc (260 records).
The Cao Loc District Land Registration Office Branch is one of the units with a large and increasing number of records recently. Ms. Duong Thi Hang, Director of the Cao Loc District Land Registration Office Branch, said: From the beginning of 2025 to now, the branch has received a total of 1,094 land records. If calculated on average in the first 5 months of the year, the unit received nearly 220 records each month. This number shows a significant increase, from 30% to 40% compared to the average of the months in 2024. Notably, in the recent one-month period alone (from April 9 to May 9), the number of records has increased dramatically to nearly 300 records.
Through research, we learned that the number of land-related administrative procedures has increased recently because people are concerned about changes and confusion in documents and procedures in the future, or that administrative procedures will be transferred to the provincial level, becoming more complicated, time-consuming and costly when there is a reorganization of district-level administrative units, leading to their desire to complete land-related procedures early. Furthermore, in the past, the tax authority and the Department of Agriculture and Environment have reorganized their apparatus, so the change of seals and focal points for handling work has also disrupted and affected the coordination process between these agencies in resolving land-related administrative procedures...
To support the district level, the Provincial Land Registration Office has increased its human resources and promoted the application of information technology and improved processes. Mr. Ta Quoc Vinh, Deputy Director of the Provincial Land Registration Office, said: The solutions that the unit has implemented in recent months are to increase the number of staff from the office to the branches or to transfer staff from branches with more stable workloads to support the overloaded branches. Since the beginning of 2025, the office has transferred 5 staff to district-level branches, including 2 staff to Huu Lung district branch, 2 staff to Chi Lang district branch, and 1 staff to Van Lang district branch. It is expected that in May and June, the office will continue to transfer more staff to the branches: Lang Son city and Cao Loc district.
Along with increasing human resources, the Provincial Registration Office directed branches to organize overtime work, including holidays, to speed up progress; Synchronously deploy the software system for managing records, digitizing documents, and performing online administrative procedures to reduce processing time and travel time for people; regularly review and propose simplification of cumbersome procedures; strengthen coordination between relevant departments. The Office's leaders also regularly check the progress of handling records at branches to promptly direct and remove difficulties and problems that arise.
At the district level, branches have clearly and reasonably assigned tasks to each officer and civil servant; increased the application of IT, resulting in nearly 97% of records being received online through the public service portal each month; records are processed in a closed process from receiving, processing to returning results. Branches also create the best working conditions for officers such as ensuring overtime, providing adequate working equipment, and encouraging morale.
The Lang Son City Land Registration Office Branch is the unit with the largest number of records, increasing sharply in the first months of the year. From January to the end of March, the branch received 500 - 600 records each month, and in April alone, it received nearly 900 records. Accumulated from the beginning of the year until now, the branch has received 3,778 records. In order to avoid backlog of records and return results on time, the 13 officers and civil servants in the unit always uphold their sense of responsibility and "do all the work, not all the hours", often working on holidays or overtime.
Mr. Tran Duc Nguyen, an official of the Lang Son City Land Registration Office Branch, said: In recent months, on average, my colleagues and I have been assigned to handle 6 or 7 files per day, an increase of 2 files per day compared to before March 2025. In order to avoid any files being returned late, I have prioritized complicated files to resolve them completely and worked twice or three times harder, even working on weekends, holidays, etc.
To speed up the process of handling documents, the Provincial Land Registration Office and its district branches have strengthened close coordination with the tax authorities. The two sides regularly exchange information and review procedures related to financial obligations on land to promptly remove obstacles, helping to shorten the time to determine revenues and speed up the process of completing procedures for people.
The continuous efforts of the staff of the Land Registration Office at all levels in Lang Son in "concentrating efforts" to handle the sudden increase in the number of records have begun to bring positive signals, clearly demonstrated through the satisfaction of the people. Mr. Tran Quang Thang, Tong Huong - Na Sen village, Hoang Dong commune, Lang Son city excitedly said: Last week, I completed the procedure "Requesting a certificate of land use rights and ownership of assets attached to land". On May 13, I received the results. I was very satisfied with the procedure because my records were processed quickly, on time and the staff guided me enthusiastically, especially the convenience of submitting the records online.
The increasing number of administrative procedures related to land has created considerable pressure on the branches of the Land Registration Office at the district level. However, with determination and synchronization in solutions, the Land Registration Office of Lang Son province and its branches are making efforts to overcome the peak period, ensuring the legitimate rights of the people before the change of the district-level administrative apparatus.
