Storm No. 10 (Bualoi) caused severe damage to the mountainous areas of the North and North Central regions. Thousands of households were isolated, many traffic works, irrigation works, schools were damaged, thousands of hectares of crops were submerged in water.

Sectors and localities urgently and synchronously deploy measures to help people overcome the consequences of floods, soon stabilize their lives and restore production.

On the afternoon of October 1, Deputy Prime Minister Mai Van Chinh inspected the flood situation and worked with leaders of Tuyen Quang province on responding to and overcoming the consequences of storm No. 10.

Deputy Prime Minister Mai Van Chinh deeply sympathized with the loss of life and property that the people of Tuyen Quang had to endure, and commended the proactive and determined spirit of the Party Committee, government, armed forces and people of the whole province in responding to natural disasters. In the face of increasingly complicated natural disasters, the province needs to closely monitor weather developments, absolutely must not be subjective, negligent, lose vigilance, and must put the goal of ensuring the safety of people's lives first.

Prioritize protecting people's lives

The historic flood from September 28th caused Cao Bang to suffer heavy losses, including 3 deaths, 2 missing people, more than 2,200 houses affected, more than 5,800 hectares of corn, rice, crops and other plants buried, flooded and damaged. Many traffic routes were cut off, 390 rural roads and 8 bridges were severely damaged; many schools, irrigation works, medical facilities, and agency headquarters were damaged. Preliminary damage is estimated at more than 750 billion VND. Many households in low-lying areas, along the Hien River were flooded 2-2.5m deep, their lives were disrupted.

During the difficult time, Mr. Trieu Thanh Hai, in Tan Giang ward, and many people, along with the police force, built plastic boats, donated 60 bags of mineral water and some banh chung and banh gai to support people in flooded and isolated areas.

Mr. Vu Duc Nam in Group 2 Hop Giang, Thuc Phan Ward (Cao Bang Province) was cleaning tables and chairs while saying: "As the floodwater receded, we took the opportunity to clean up the mud in our houses to stabilize our lives soon." Secretary of the Party Cell of Group 2 Hop Giang Vu Thi Thai Bang said: "On October 1, hundreds of meals, candies, and drinking water were given to deeply flooded households."

Cao Bang Provincial Party Committee Deputy Secretary Vu Hong Quang requested sectors and localities to implement the "4 on-the-spot" motto, synchronously and quickly deploy measures to help people overcome the consequences of floods and storms, and soon bring healthcare, education, and production back to normal...

In Nghe An, the circulation of storm No. 10 caused heavy rain lasting for many hours, causing the water level of the Con River in Tan Ky commune to continuously rise, exceeding the flood peak in 2007 and nearly equaling the flood peak in 1978, causing the hamlets: Doi Cung, Hung Cuong, Tien Phong, Tan Da, Dien Nam, Truong Tho, Tan Van, Quy Hau and Block 4 to be deeply flooded and completely isolated.

Priority must be given to protecting the lives of the people, especially the elderly and children, and absolutely no shortage of food, clean water, or medicine. Urgently supply food, clean water, and medicine to isolated villages and hamlets, ensuring absolutely no people go hungry, lack water, or lack medical care.

In the entire Tan Ky commune, 22 out of 25 hamlets were flooded, affecting more than 9,000 people. Many flood-prone areas in Anh Son, Do Luong, Nam Dan, Thanh Chuong... are still submerged in water. In the flood zone, thousands of police and military officers and soldiers promptly evacuated people, transported belongings, and provided relief food and medicine...

On the morning of October 1, communes in the (old) districts of Nghe An province such as Anh Son, Do Luong, Nam Dan, Thanh Chuong, Tan Ky... were still submerged in floodwaters and isolated. Chairman of Nghe An Provincial People's Committee Le Hong Vinh, when inspecting the field, requested: Prioritize protecting people's lives, especially the elderly and children, absolutely do not let hunger, lack of clean water, lack of medicine. Urgently supply food, clean water, medicine to isolated villages and hamlets, absolutely ensure that people do not go hungry, lack water or lack medical care.

Efforts to reach isolated households

In Lao Cai province, many landslides and flash floods suddenly appeared, causing serious damage, some people are missing, thousands of houses are flooded. At about 6:00 a.m. on October 1, in Lang Giang village, Bao Thang commune, a landslide suddenly swept away a group of four people on their way home from work; Mr. Tan A Thong and his wife, Dao ethnic people in Nam Ma commune (Lai Chau) were lucky to escape, the remaining two people are still missing.

While being treated at Lao Cai General Hospital No. 2, Mr. Tan A Thu was still in shock when recalling the life-and-death moment: "Everything happened so fast that no one had time to react, in just a split second the water rushed and swept us away. Luckily we were rescued in time. Currently, the health of both husband and wife is stable."

Heavy rains for many days in Ta Phin commune and Sa Pa ward (Lao Cai) caused landslides, completely blocking traffic routes. Police, army and militia forces stayed at the scene, urgently dealt with the consequences and reopened the roads.

Lieutenant Colonel Nguyen Thanh Chung, Chief of Sa Pa Ward Police, said that immediately after the landslide on National Highway 4D connecting Sa Pa to Lai Chau, during the night, the ward police force supported vehicles and people to move to a safe place; mobilized excavators to temporarily clear a part of the road to clear the road... According to statistics, the storm caused damage to Sa Pa ward of more than 3.5 billion VND, more than 100 households had to move, there are currently 52 points at high risk of landslides and flash floods.

In Chu Lin 1 village, Ta Phin commune (Lao Cai), Mr. Bui Van Loi's house was buried by rocks and partially collapsed, many properties were severely damaged, but fortunately there were no casualties. According to the Commander of the Ta Phin Commune Military Command, Nguyen Van An, immediately after receiving the news, the forces quickly assisted people affected by the natural disaster to move their properties as well as overcome the initial consequences.

In Yen Bai ward, hundreds of officers and soldiers used fire trucks and water trucks to clean up, clear mud, and disinfect the streets of Nguyen Thai Hoc, Hoang Hoa Tham, Hoa Binh, etc.

In Tuyen Quang, by noon on October 1, 5 people were reported missing, 1 person died due to being buried by rocks and soil, nearly 300 households had to be urgently evacuated; more than 4,300 houses were affected, 2,033 houses were isolated; more than 2,973 hectares of crops were damaged; 41 communes and wards were located in the key areas of flash floods and landslides.

Traffic routes, irrigation works, schools, and houses were severely damaged, and many remote communes such as Chiem Hoa and Bac Me were completely isolated. Amid the rapids of the rising Lo River, authorities are still trying to find 4 missing people in Lung Cu commune on September 30 and HBN, 13, who was swept away by floodwaters in Lung Cang village, Ha Giang 2 ward.

The deceased victim in Ta Tung Chu village, Dong Van commune has been found. Nguyen Danh Hung, Party Secretary of Ha Giang 1 ward, said: “In the early morning of October 1, it rained heavily, the water level of Lo river rose, causing the entire road and residential area to be flooded and isolated. Since the morning of September 30, we have been on duty at key locations, coordinating with the police and army to move people and property to safety. By 11 o'clock, many areas were flooded 4-5m deep. In the rain and wind, rescue forces still tried to reach isolated households, providing food and drinking water…”.

In Minh Xuan Ward (Tuyen Quang), the water level of Lo River flooded the streets, the ward police mobilized all forces and vehicles to evacuate people in deeply flooded areas. Lieutenant Colonel Trinh Ngoc Anh, Head of Minh Xuan Ward Police, said: "We mobilized people to move to safe places, anchored 34 rafts on Lo River, and set up barriers to warn of flooding and subsidence. Prepared full life jackets and rescue boats to be ready for emergency response."

Currently, in Tuyen Quang province, there are 38 large hydropower plants, 6 medium hydropower plants, and 7 small hydropower plants. Hydropower plants related to flood areas on Lo River, Gam River, and Mien River are actively monitoring and grasping the development of rain and floods to promptly develop flood control plans, ensure dam safety, and reduce risks for downstream areas.

Director of Tuyen Quang Hydropower Company Vu ​​Van Tinh said that the company is currently maintaining a 24/7 command and disaster prevention and control team, closely monitoring the developments of rain and floods, the flow to the reservoir, the water levels upstream and downstream of the reservoir to promptly report to the National Civil Defense Steering Committee and the Ministry of Agriculture and Environment to decide on an operational plan to cut and reduce floods downstream.

According to the report of the Department of Dyke Management and Natural Disaster Prevention and Control (Ministry of Agriculture and Environment), as of 6:00 p.m. on October 1, storm No. 10 and floods had killed 34 people, left 20 missing, and injured 140 people; 154,565 houses had their roofs blown off or damaged (of which 93,976 were in Ha Tinh alone, and 50,544 were in Nghe An); 48,714 hectares of rice and crops, and 13,334 hectares of aquaculture were flooded and damaged; many infrastructure works for transportation, irrigation, dykes, production and business establishments, etc. were severely damaged.
