Rescuers have found the last victim missing due to flash floods at the construction site of the Dong Dang-Tra Linh Expressway project in Cao Bang. Previously, two missing people were found on October 1.

The Project Management Board is mobilizing human resources to clean up, overcome the damage, stabilize the construction site and re-organize construction.

Mr. Nguyen Quang Huy, General Director of Deo Ca Group, said that at 9:00 a.m. on October 2, after 3 days of urgent search and rescue, the authorities had found the body of the last victim. The Group's Executive Board and the Project Management Board are carrying out procedures to bring the last victim back to his hometown for burial.

“The death of 3 officers and employees due to flash floods is an extremely great loss for Deo Ca Group, which cannot be compensated for by anything. As soon as he received the information, the Chairman of Deo Ca Group directly directed the Group's Board of Directors to go to the scene that night to share with the families and deploy a plan to search for the missing victims at all costs,” Mr. Nguyen Quang Huy shared.

Previously, at around 7:30 p.m. on September 29, due to heavy rains after storm No. 10, a large flash flood devastated the Project Management Board area (Duc Long commune, Cao Bang province), causing the official residence to quickly be submerged in rushing water. The Project Management Board urgently evacuated workers to safe shelters and conducted an emergency roll call, discovering 3 officers and employees missing.

The identities of the three missing officers and employees were determined to be: Ms. D.TH (1989, Y Yen, Ninh Binh), Mr. N.VT. (2002, Ba Vi, Hanoi ), and Mr. LLAT (2003, Na Ri, Thai Nguyen).

Deo Ca Group and the project enterprise have coordinated with local authorities and functional forces to mobilize resources, vehicles, communication equipment, flycams, etc. to determine access locations and deploy search and rescue plans. At the same time, contact the families of the missing victims, arrange vehicles and staff to pick up relatives from the locality to the construction site that same night.

Upon finding the victim, to share the family's loss, the Group carefully arranged the funeral, brought the victim back to his family and organized a burial according to local customs.

Based on the reality of the complex and unpredictable nature of the weather during the rainy and stormy season, Deo Ca Group continues to update the code of conduct and proactive response plan to natural disasters to propagate and train staff and workers at the projects. Some items at risk of flash floods and landslides continue to be temporarily suspended to prevent incidents, ensure the safety of workers, and relocate machinery and equipment to high, safe areas.

The project enterprise and contractors are making plans to overcome the consequences for each construction phase such as re-establishing service roads, adding drainage capacity, reinforcing slopes, arranging temporary bridges and spillways, and continuing to adjust construction methods to make up for the progress when conditions permit.

Mr. Nguyen Quang Huy said: "The project progress is very urgent, striving to complete the goal of opening the route in 2025. Besides overcoming the consequences of floods, we are proactively applying many flexible construction options."
