According to the Department of Construction, urban infrastructure and transport infrastructure are key factors and prerequisites for socio -economic development and strengthening national defense and security.

Recognizing that importance, throughout the 2020 - 2025 term, the province has made efforts to complete planning work, invest in building the province's traffic infrastructure system and urban infrastructure, achieving many outstanding results, promoting potentials and advantages, contributing to the province's socio-economic development.

Infrastructure goes first to pave the way for development

The Government and central ministries and branches have paid special attention to investment in transport infrastructure construction, achieving many positive results. Accordingly, investment in construction has completed component projects on the Eastern North-South Expressway.

In which, through Vinh Long, there are 2 projects: investment in construction of My Thuan 2 bridge across Tien river; investment in construction of My Thuan - Can Tho expressway, phase 1, with a total length of nearly 23km. Besides, investment in construction of Rach Mieu 2 bridge connecting Vinh Long and Dong Thap has been completed. Dai Ngai bridge on National Highway 60 connecting Vinh Long - Can Tho city has been completed.

In the recent period, the Department of Construction coordinated with the departments to advise the Provincial People's Committee to deploy investment in construction, renovation and upgrading of provincial roads: 902, 907, 910, 913, 915, 915B... Investing in construction of a number of important projects and works, aiming to improve the ability to connect trade and regional connectivity, notably the projects: Bung Lon bridge, Ba Dong bridge, upgrading National Highway 57 from Dinh Khao ferry to Mo Cay...

Along with that, the Department of Construction continues to advise the Provincial People's Committee to focus on investing in the construction of projects with strategic orientation and regional connectivity significance. Notably, the investment project to build Dinh Khao bridge under the public-private partnership model.

Currently, the Provincial Transport Project Management Board is urgently advising the Provincial People's Committee to complete procedures to organize the selection of investors.

The project is expected to start construction in December 2025. The project of National Highway 57 bypass (Dinh Khao bridge approach road), Quoi An bridge on Provincial Road 902, the Vo Van Kiet extended road project (connecting with the additional intersection of My Thuan - Can Tho expressway); the road from National Highway 53 - Hoa Phu Industrial Park (Province 909B) - Phu Loc Bau Goc road - National Highway 1.

At the same time, the province continues to closely coordinate with central ministries and branches, requesting attention to support and allocate capital to speed up the implementation of key projects such as: investing in the construction of Can Tho 2 bridge; renovating and upgrading National Highway 53 and National Highway 54 through the province; investing in the construction of National Highway 60 in Tra Vinh area (old); upgrading and expanding sections on National Highway 60 (Ham Luong - Co Chien); upgrading National Highway 57 from the intersection with the entrance to Dinh Khao bridge to the intersection with the starting point of National Highway 57B; upgrading and expanding National Highway 57B and National Highway 57C; investing in the construction of coastal roads in Vinh Long province (including many component projects: Cua Dai bridge, Ba Lai 8 bridge, Co Chien 2 bridge and 2 projects under the DPO program).

Mr. Duong Van Phuc - Provincial Party Committee member, Director of the Department of Construction said that after these projects are completed and put into operation, they will connect the expressway from Ho Chi Minh City to Can Tho City, connect National Highway 57 - remove the congestion at Dinh Khao ferry and create a regional traffic network.

Thereby, facilitating travel and circulation of goods, attracting investment, creating momentum to promote economic development; contributing to strengthening national security and defense of the province and region.

Promoting the role of a connecting center

Implementing the policy of rearranging and reorganizing administrative units at all levels, the new Vinh Long province after the merger has a large scale in terms of area and population and is located in the center of the Mekong Delta region.

This is an important turning point, opening up many opportunities, but also posing great challenges in developing synchronous and modern infrastructure to meet the requirements of regional connectivity and rapid and sustainable socio-economic development. In particular, the investment in building the province's transport infrastructure has not yet met the desired development requirements. The rate of investment in completing intra-regional and inter-regional transport infrastructure according to the planning is still low...

In order to promptly remove difficulties and obstacles and promote the development of urban infrastructure and traffic in a synchronous and modern direction to meet the requirements of regional connectivity and rapid and sustainable socio-economic development, Mr. Duong Van Phuc said that the Party Committee of the Department of Construction proposed a number of key tasks and solutions on planning and investment; capital sources; human resource development and science and technology.

Regarding planning and investment, adjust and supplement the provincial planning after the merger in a direction consistent with the planning of the Mekong Delta region and the national planning, taking transport infrastructure and urban development as the development axis, linking infrastructure development with environmental protection, climate change adaptation, improving drainage capacity, preventing urban flooding, towards green, smart and sustainable urban areas.

Complete the planning of a modern, multi-modal transport network: expressways, national highways, inland waterways and railways (in the future), to enhance connectivity with Ho Chi Minh City, Can Tho City and export gateways; effectively connect between types of transport and between the national transport system and local transport systems.

Regarding railways, the National Assembly plans to complete the Ho Chi Minh - Can Tho railway corridor by 2030, with a vision to 2050 (the section passing through Vinh Long province will have 2 stations My Thuan and Binh Minh). Regarding roads, the National Assembly prioritizes calling for investment in the My Thuan - Can Tho Expressway (phase 2); the Hong Ngu - Tra Vinh Expressway (now Vinh Long province); the Ho Chi Minh City - Tien Giang - Ben Tre - Tra Vinh - Soc Trang Expressway (CT.33).

In addition, focus on investing in building national highways with strategic orientation and regional connectivity significance. Along with that, the planning orientation to 2050 is for all provincial roads to reach level III, with a minimum road surface of 2-4 lanes.

From now until 2030, the routes will be invested in and upgraded to at least level IV standards, with a minimum road surface of 2 lanes, to ensure the ability to transport goods and people's travel.

Regarding waterways, the orientation of developing waterway transport is linked with the road transport network to form a complete system, ensuring the connection of production areas, industrial zones and clusters... with consumption areas, traffic hubs and serving the needs of transporting goods and developing tourism.

In addition, priority will be given to dredging and upgrading waterways on major rivers in the province to ensure the operation of large-capacity ships. Implement the Project to research and evaluate the potential for deep-water development...

Regarding urban infrastructure, the province will adjust the urban planning to ensure consistency and unity between urban and rural planning and provincial, regional and national planning. Continue to pay attention to investment and call for investment in infrastructure development, review and speed up the implementation of new urban and residential area projects; effectively and synchronously implement urban upgrading projects.

In the context of limited State budget capital for investment in the province's urban infrastructure and transport infrastructure, while the investment demand for infrastructure development is very large, according to the Department of Construction, to solve the capital problem, it is necessary to clearly identify State budget capital and public investment capital as playing a leading and directional role, as an initial resource to attract non-budgetary capital sources.

Accordingly, attracting non-budgetary capital sources should be implemented through mechanisms and policies such as calling for investment from the private sector, in which the public-private partnership (PPP) model is a potential solution; encouraging and inviting businesses and investors to participate in investing in developing infrastructure for urban development, transportation, logistics, etc. At the same time, consider borrowing capital from credit institutions or international financial institutions.

Along with that, applying new technology and modern new materials in construction to improve the quality of infrastructure works, building smart and environmentally friendly traffic systems.

Testing and applying many new technologies such as soft ground reinforcement; semi-soft pavement technology; porous drainage asphalt technology; wide-wing beam technology; green technologies, reducing CO2 emissions during infrastructure construction and sustainable construction technologies, in line with the general development trend of the world.

“Developing synchronous and modern urban infrastructure and transport infrastructure in Vinh Long province after the merger is of great significance in contributing to enhancing the province's role as a connecting center with the entire Mekong Delta region. This is an opportunity for the province to make a breakthrough, becoming a province with modern infrastructure, fast and sustainable economic development, and increasingly improving people's lives” - Director of the Department of Construction - Duong Van Phuc emphasized.

  • The province has the My Thuan - Can Tho expressway running through it with a length of 12.5km. The whole province has 9 national highways running through it with a total length of 716km, including: National Highway 1, National Highway 53, National Highway 53B, National Highway 54, National Highway 57, National Highway 57B, National Highway 57C, National Highway 60 and National Highway 80. There are 29 provincial roads with a total length of 737km; 163 district roads with a length of 1,322km.

  • There are 3 seaports, including wharf areas: Vinh Thai, Binh Minh, Tiem Nang - Binh Tan; Duyen Hai - Dinh An, Tra Cu - Kim Son; Giao Long new port has the capacity to receive ships from 5,000 - 20,000 tons.
