Dong Cam strives to achieve a dual objective.

Determination
In 2021, after achieving the advanced new rural status, Dong Cam commune continued to focus its efforts on building a type V urban area, striving to achieve this goal by 2025 according to the Resolution of the Kim Thanh District Party Congress and Dong Cam commune for the 2020-2025 period. In 2024, the commune was also assigned by Kim Thanh district to complete the construction of a model new rural area.

To achieve the dual objectives, the Party Committee and People's Council of Dong Cam commune have passed a resolution, and the People's Committee has developed a plan to implement the construction of a type V urban area in conjunction with a model new rural area; reviewing and evaluating each criterion; and assigning specific tasks to each responsible official. Each official is responsible for developing a plan, timeline, and progress schedule for implementing each criterion in their assigned field. Dong Cam commune also assigned associations and organizations to disseminate information and mobilize public support.

Based on the assessment of the model new rural criteria, the commune has basically met the requirements. However, the planning and education criteria are still lacking. The commune has closely coordinated with the district's specialized agencies to implement planning according to the district's regional planning orientation. To date, the general planning for the construction of new rural areas in Dong Cam commune for the period 2023-2030, with a vision to 2035, has been basically completed. Regarding the education criterion, the locality has invested over 2.5 billion VND in building an outdoor playground for children at Dong Cam Kindergarten. The project is expected to be completed in August 2024 and will meet the criteria for achieving level 2 standards for the school.

In the process of developing a Type V urban area, Dong Cam commune identified several shortcomings, including a lack of a central market, a sufficient ratio of transportation land to urban land, and urban green space. To address these issues, the commune has closely coordinated with specialized agencies in Kim Thanh district to accelerate land use planning and allocate green spaces and parks. Simultaneously, it has focused on investing in infrastructure to speed up the urbanization process. The commune has invested over 10 billion VND in upgrading two martyrs' cemeteries; renovating, replacing, and installing high-pressure lighting systems on main roads; improving and beautifying village and hamlet transportation infrastructure, drainage systems, and creating a clean and beautiful environment.

Chairman of the People's Committee of Dong Cam Commune, Dong Minh Hien, said: "Simultaneously pursuing two goals, the locality faces many difficulties due to the large amount of funding required. However, with the determination to complete the model new rural commune in 2024 and achieve urban status of type V in 2025, in addition to support from higher levels, the commune will take steps to allocate more than 2,500 m2 of surplus land with land use fees to 48 households in the commune to generate additional funds."

In building a model new rural area, Dong Cam commune has chosen culture as a prominent area for development. Currently, 100% of the villages in the commune have achieved the title of "Cultural Village". Each village has 3-5 cultural, artistic, and sports clubs that operate regularly. 100% of the village cultural centers are equipped with free Wi-Fi, solar-powered lighting systems, and outdoor exercise and sports equipment. Every year, the traditional Dong communal house festival is organized on a large scale with many attractive folk games such as human chess, cockfighting, and duck catching. Last April, Dong Xa Nam village was selected by the Department of Culture, Sports and Tourism as a model for "Civilized behavior in public places in Hai Duong province".

Besides focusing on fulfilling the remaining criteria in the model new rural development program, Dong Cam commune also pays attention to improving the quality of the criteria already achieved to meet the requirements of production and people's lives. Agricultural products that have received OCOP certification, such as jicama and pear guava, continue to be produced according to VietGAP standards; trade and service activities are developing steadily. As a result, people's income has increased significantly, reaching 75.6 million VND/person (in 2023), an increase of nearly 20 million VND compared to the end of 2020.

In May 2024, Kim Thanh district assessed and scored Dong Cam commune for urban status as a type V urban area. The assessment results showed that the locality had basically completed the criteria for a type V urban area. Mr. Nguyen Phuc Cong, Head of the Economic and Infrastructure Department of Kim Thanh district, said that the district has completed the planning of land funds for the development of Dong Cam urban area, such as land for the construction of a funeral home, stadium, square, and green park; the planning of the Dong Cam residential area with an area of 44 hectares (detailed planning has been completed); and the construction of the Dong Cam wholesale market (investment approval has been granted). 100% of the main roads in the commune and villages have been paved with asphalt and expanded in line with urban development. “Up to this point, the criteria for building a type V urban area for Dong Cam commune have been basically completed. In the coming time, Kim Thanh district will develop a type V urban planning for Dong Cam commune, build a classification program and a project to upgrade Dong Cam urban area for submission to higher levels for appraisal and approval,” said Mr. Nguyen Phuc Cong.

Dong Cam jicama products have now been certified OCCOP.

According to Mr. Dong Minh Hien, Chairman of the People's Committee of Dong Cam commune, completing the construction of a model new rural area and developing Dong Cam commune into a type V urban area will contribute to promoting local socio-economic development. Currently, the commune has basically completed the criteria for a model new rural area as well as a type V urban area. The local government's dual goals for 2024 and 2025 will certainly be achieved. This is a great motivation for the Party Committee, government, and people of Dong Cam commune to continue striving and successfully achieving higher goals in socio-economic development.
