From the loan capital under Decree 28/2022/NDCP (Decree 28) dated April 26, 2022 of the Government on preferential credit policies to implement the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas, the first houses in Dakrong district have been built, and job conversion models have been implemented, significantly changing the lives of beneficiaries. This humanitarian program opens up new opportunities to help ethnic minorities in the district have the opportunity to settle down and improve their lives.

The dream of a solid, decent house for the family of Ms. Ho Thi Nam in Klu village, Dakrong commune, Dakrong district has come true. Her family is a poor household, the main source of income is farming, so they did not dare to think about building a solid house to live in. Having access to a loan from the Transaction Office of the Social Policy Bank (SPB) of the district according to Decree 28, after more than 3 months of construction, her house is in the final stages of completion, bringing joy to the family.
Ms. Nam shared: “My family is very poor, the old house leaks every time it rains, there is no place to sleep. After receiving support from the authorities at all levels and borrowing 40 million VND from the Vietnam Bank for Social Policies to build a new house with a loan period of 15 years, interest rate of 3%/year, plus loans from relatives, the family has built a fairly solid house. Now, I feel much more secure, no more fear of leaks when it rains.”
In Pa Tang village, Dakrong commune, Dakrong district, thanks to the job conversion loan program under Decree 28, Mr. Ho Van Cong was able to borrow 100 million VND to buy 4 buffaloes to raise. Mr. Cong said: "I am very happy to be able to borrow capital from the District Social Policy Bank Transaction Office, with preferential interest rates, long loan terms and repayment periods, and have more motivation to work hard to develop the family economy , raise children to study, and quickly escape poverty."
According to Mr. Cong, raising buffaloes is suitable for his family's conditions as well as the natural conditions where he lives. At the same time as working on the fields, he takes advantage of the time to herd buffaloes, he takes good care of the buffaloes so they grow quickly, reproduce early, sell buffaloes for breeding, buffaloes for meat, increase income to improve family life.
According to statistics from the Quang Tri Provincial Branch of the Vietnam Bank for Social Policies, to date, the total outstanding loan program under Decree 28 has reached over VND51.7 billion with 960 households still in debt. The loan capital has helped nearly 640 ethnic minority households build and repair houses; 320 households have capital to change occupations, produce, do business, create jobs and support residential land. |
Director of the Dakrong District Social Policy Bank Transaction Office Ngo Van Bao said: The district has a population of ethnic minorities accounting for more than 80%, life still faces many difficulties, so capital is needed for development. Therefore, loans under Decree 28 are really like a "Leverage" to help people escape poverty. With the implementation of policy credit programs under Decree 28, the unit has proactively advised the District People's Committee to implement them to the right beneficiaries. In the past, the district has implemented loans for 2 subjects, including: housing support loans and job conversion support loans. Specifically, up to now, 196 poor households have borrowed housing support with an amount of 7,820 million VND; 69 poor households have borrowed job conversion with an amount of 5,060 million VND. The borrowers are very excited.
Evaluating the policy credit program for loans under Decree 28, Mr. Ngo Van Bao affirmed that the program has met the needs and aspirations of a large number of poor ethnic minority households. The capital has helped poor households have more financial resources to build more solid and quality houses, ensuring a stable life, helping people live safely during the flood season.
In addition, policy credit capital for career conversion loans has helped people have the opportunity to invest in cultivation, livestock, production and business, develop the economy, and escape poverty sustainably.
During the implementation process, the transaction office has always received attention from the Party Committee and the authorities from the district to the commune to direct and coordinate the implementation resolutely; there is consensus and good awareness in using policy credit capital for the right purpose and effectively of the beneficiaries. Through the review in the district, it shows that in terms of housing support, there are still 261 households eligible for loans but have not borrowed; there are 57 households that have not borrowed capital to support career conversion; in terms of land support, there are 194 households that have not been able to borrow capital because they are making land use right certificates.
Chairman of Dakrong District People's Committee Thai Ngoc Chau said that in the coming time, the district will continue to coordinate with departments, branches and localities to review and promptly handle difficulties and problems, creating the best conditions for people to access preferential credit policies to invest in production development and ensure social security.
In fact, the implementation of preferential loan policies under Decree 28 has had a positive impact, helping poor households living in ethnic minority and mountainous areas have more resources to develop the economy, reduce poverty sustainably, and strive to become rich. This policy demonstrates the attention and support of the Party and State for people in extremely difficult areas, thereby contributing to effectively implementing the income criteria of people in new rural construction.
