Resolution No. 13-NQ/HU, dated January 8, 2020, of the Standing Committee of the Phu Ninh District Party Committee on the development of agricultural, forestry, and fisheries production in Phu Ninh district for the period 2020-2025, has proven its "correctness," "accuracy," and suitability to the local situation and production practices. The resolution has created strong momentum, leading to significant achievements in agricultural production in the district.

District leaders and officials from the Department of Agriculture and Rural Development visited the safe vegetable garden in An Dao commune.

Resolution 13 outlines the development of key crops such as tea, Dien pomelo, Gia Thanh seedless persimmon, and peri-urban agriculture. In the process of concretizing and implementing the Resolution, the Standing Committee of the District Party Committee issued two additional supplementary resolutions: Resolution No. 94-NQ/HU, dated December 30, 2021, on the conversion of eucalyptus plantations in Phu Ninh district by the end of 2023, and Resolution No. 95-NQ/HU, dated December 30, 2021, on the development of the Gia Thanh specialty persimmon growing area for the period 2022-2025.

The implementation of Resolution 13 initially faced difficulties due to a lack of full awareness among the people, leading to a reluctance to participate. However, with decisive leadership and the coordinated efforts of the political system, the Resolution has gradually been put into practice, contributing to a change in agricultural development thinking, creating conditions for the effective exploitation of land and soil potential, and forming concentrated agricultural production areas.

Based on the Resolution, the District People's Council and People's Committee directed specialized departments and the People's Committees of communes and towns to actively implement various mechanisms, policies, programs, and projects to promote the development of agriculture, forestry, and fisheries in the area. Through this, agricultural economic development is linked to market demand, leveraging the advantages of each locality, gradually organizing agricultural production and business along value chains, encouraging the widespread application of scientific and technological advancements in production and business, and attracting investment in the agricultural sector. Products such as: Chua Ta tea (Tien Phu commune), Phu Loc pomelo, Gia Thanh seedless persimmon, Tu Da fermented fish, Phong Chau cassava cake, Phu My Koi fish, Lien Hoa hill chicken, Binh Phu rice cake, Ha Giap black chicken eggs, Lang Vai rice noodles, Trung Giap honey... and some other characteristic agricultural products of Phu Ninh are gradually affirming their value and quality in the market.

This has created a foundation for the development of OCOP products and the development of traditional craft villages. Key crops such as rice, corn, fruit trees, and vegetables have been expanded; several models of high-quality agricultural products and high-tech agriculture have been developed, such as: models for growing vegetables and melons in greenhouses, smart irrigation and fertilization systems; livestock, poultry, and aquaculture have been developed in a safe direction, gradually improving quality, ensuring food safety and hygiene, contributing to increased productivity and reduced production costs. To date, 7 out of 7 objectives of the Resolution have been basically achieved or exceeded.

The seedless persimmon tree in Gia Thanh is considered a key crop in the district's economic development. The area planted with Gia Thanh persimmons in the district currently exceeds 265 hectares, a 33% increase compared to the Resolution's target, of which over 137 hectares are producing fruit; the average yield reaches 152 quintals/hectare, surpassing the Resolution's target by 21%. Expanding the persimmon cultivation area has contributed to the successful development of this specialty crop for the district in particular and the province in general; changing the mindset regarding economic development in the hilly region.

Besides the specialty persimmon trees, pomelo, tea, and large timber trees are also receiving attention, with the application of technical measures to increase productivity and quality. The entire district has over 270 hectares of pomelo, 545 hectares of tea, maintaining 75 hectares of protective forest and 22 hectares of special-use forest. This is a major policy outlined in the Resolution, aimed at diversifying fruit and timber crops, increasing people's income per unit area, and protecting the ecological environment.

In addition, initial steps have been taken to establish concentrated livestock farming areas oriented towards commercial production. Intensive and semi-intensive farming technologies have been promoted; the production value of the livestock industry has increased significantly compared to before. The area of ​​aquaculture and the harvested output have both increased compared to the resolution's targets, with 349 tons of natural fishing and 1,529 tons of farmed aquatic products.

In the development of peri-urban agriculture, plans have been established and investments made in high-tech agricultural production areas in An Dao and Binh Phu communes, covering an area of ​​60 hectares. Focus has been placed on developing several high-value crops: flowering plants (Tien Du commune), ornamental plants (Phu Loc, Phu Ninh, Phong Chau town); and safe vegetables (Tien Du, An Dao). Currently, the area for growing safe vegetables is estimated at over 6 hectares.

The achievements from implementing Resolution 13 are of significant importance in the socio-economic development of the district, gradually improving the material and spiritual lives of the people, and contributing to the successful implementation of the Resolution of the 29th District Party Congress for the 2020-2025 term. This is also an important foundation for the District Party Committee to continue leading and directing the issuance of resolutions that are appropriate to the development requirements in the new period.
