With the province's inherent potential and strengths and attractive investment attraction policies, domestic and foreign enterprises have recently increased investment in the electricity sector in the area.
In 2021, Vung Ang II Thermal Power Company Limited (VAPCO) started construction of Vung Ang II Thermal Power Plant in Vung Ang Economic Zone with a total investment of 2.2 billion USD under the BOT form. This is the largest and most technologically advanced coal-fired thermal power plant in Vietnam with 2 generators (total capacity of 1,330 MW). With the efforts of investors and local authorities, on July 22, VAPCO officially put unit 1 into commercial operation.

Mr. Hoang Trong Binh - Deputy General Director of VAPCO said: "Unit 1 has officially been put into operation under the close supervision of foreign experts and the company's team of high-quality engineers. With a capacity of 665 MW, from now until the end of the year, Unit 1 will generate about 3.5 billion kWh to the grid. At the Central Control Room - considered the "brain" of the plant, all operating parameters of each system and equipment are closely monitored by us, ensuring high reliability and safety in all situations. Under the mobilization of the National Power System Dispatch Center, in the first 2 days of operation (July 22 - 23, 2025), Unit 1 of the plant has connected to the national grid about 28 million kWh".
In parallel with the commercial operation of Unit 1, VAPCO continues to coordinate to speed up the project progress, expected to put Unit 2 - Vung Ang 2 Thermal Power Plant into operation in the third quarter of 2025, achieving the production target of about 7.8 billion kWh/year, which will reduce pressure on the national grid, contributing to the growth of Ha Tinh's industrial index.

Also in the energy industry, currently, the Vu Quang Hydropower Plant project with a total investment of 176 billion VND invested by Vu Quang Hydropower Joint Stock Company is being urgently completed, expected to be put into commercial operation in the third quarter of 2025.
At the same time, the HBRE Ha Tinh Wind Farm project with a total investment of over VND 4,200 billion invested by HBRE Ha Tinh Wind Power Joint Stock Company in Ky Anh town (old) with a capacity of 120 MW including 19 wind turbines is also being implemented. According to the plan, the plant will be put into operation from the second quarter of 2026, contributing more renewable energy sources to the country entering the era of development.
Mr. Tran Van Nhuong - Deputy Head of Energy Management Department (Ha Tinh Department of Industry and Trade) said: In the near future, when Unit 2 of Vung Ang II Thermal Power Plant synchronizes with Unit 1, Vu Quang Hydropower Plant and HBRE Ha Tinh Wind Farm come into operation, it will increase Ha Tinh's electricity production output to about 20 billion kWh/year, contributing significantly to promoting the growth of Ha Tinh's industrial production index. In addition, these projects also create jobs for the local workforce, contributing a large budget to the province.
Recently, the processing and manufacturing industry has also received many positive signals. On June 29, 2025, Vingroup Corporation jointly organized the inauguration ceremony of the VinFast Electric Car Factory in Vung Ang Economic Zone. The factory has a highly automated production line system and operates according to strict international standards on quality management, environmental management and global automobile industry standards.
According to the leader of Vingroup Corporation: In the first phase, the factory has a designed capacity of about 200,000 vehicles/year, equivalent to an average production speed of 35 vehicles per hour. The factory is expected to create about 6,000 jobs in the first phase and can expand the workforce to 15,000 people in the future.

Not only contributing to the development of the domestic automobile manufacturing industry, the operation of the VinFast Electric Car Factory also creates opportunities for supporting businesses to connect to the supply chain, creating a synchronously developed industrial ecosystem. Along with other key projects invested by Vingroup, the Electric Car Factory will make an important contribution to the budget revenue, create jobs for local workers and create a foundation for Ha Tinh to continue to "attract" new investors.
According to the Department of Industry and Trade of Ha Tinh, in the first half of 2025, the industrial sector tends to recover and develop strongly, especially the processing and manufacturing industry, continuing to be the main driving force for economic growth.
In the first 6 months of 2025, Ha Tinh's industrial production index increased by 4.62% over the same period last year. In particular, many products achieved higher output than the same period last year such as: lithium ion batteries increased by 647.83%, construction bricks increased by 118.5%, fibers increased by 29.87%, other construction stones increased by 29.65%, commercial electricity increased by 14.39%... Thereby reflecting the efforts of enterprises to recover and expand production, while affirming the position of the industrial sector in the economic structure of the province.
In the second half of 2025, along with factories producing steel, packpin, cellpin, electricity, beer, fiber, garment... in operation; VinFast Electric Car Factory, Unit 1 - Vung Ang 2 Thermal Power Plant coming into operation and Unit 2 - Vung Ang 2 Thermal Power Plant expected to synchronize with the grid in the third quarter of 2025 will be positive signals, opening up sustainable development prospects for Ha Tinh industry.

According to the leader of the Department of Industry and Trade of Ha Tinh, to promote the development of the industry in 2025 and the following years, the department focuses on state management of the industry, proactively deploys and synchronously implements key solutions in direction and operation to achieve the set plan. Accordingly, effectively implement Resolution No. 96/2022/NQ-HDND dated December 26, 2022 of the Provincial People's Council on a number of policies for industrial and handicraft development by 2025; research, evaluate and advise on the development of industrial and handicraft development policies for the period 2026 - 2030; advise the Provincial People's Committee to approve the Project on developing supporting industries in Ha Tinh province by 2030 and the following years.
At the same time, regularly monitor the production and industrial situation in the area, especially key industrial products; coordinate with relevant departments, branches and units to create favorable conditions to support investors in removing difficulties and obstacles, speeding up investment progress, implementing key projects, especially the Vung Ang II Thermal Power Plant project, infrastructure investment projects and production and business projects in industrial parks and clusters...
